Solicitation No: FA5000-19-QA-088 Project: Bldg. 800 Asbestos Abatement Subject: Amendment for Questions and Answers Questions / Answers:
The purpose of this amendment is to clarify and answer the questions submitted by the contractors.
Q1: What is required to be reinsulated?
A1: 1.1.1.5 Reinsulate pipes where insulation was removed by abatement in South Bay
Any insulation removed for abatement must be replaced *except abandoned pipe*; see question #6 & 7 Contractor will reinsulate piping to Industrial standards and applicable codes.
Contractor is not responsible for insulating any existing bare piping
Q2: Does Demo include access to pipes in the restroom, kitchen and office areas? If so does the sheetrock contain asbestos also?
A2: No demo of GWB (drywall), cement board, cabinets or concrete, just abatement of any asbestos containing insulation on exposed pipes in restroom(s), kitchen and office areas Demo pertains to wooden mechanical chase built on flooring above office area.
Q3: PWS requires sampling from 3rd party when completed. Does daily sampling need to be performed by a third party also?
A3: Yes, daily sampling needs to be performed by a 3rd party Q4: Does the restroom walls need to be demoed and then replaced or is it just the exposed pipes in the area?
A4: No demo of GWB (drywall), cement board, cabinets or concrete, just exposed pipes in restroom areas Q5: Can the steam and condensators be shut down during abatement?
A5: Steam will be shut down during abatement.
Q6: Can the contractor have the option of cutting out abandoned pipe or not have to replace the installation?
A6: On ABANDONED piping only, the contractor may cut out and remove piping, or abate asbestos containing insulation, and not reinsulate. A CE representative must verify pipe is inactive or abandoned before any pipes are cut, removed, or damaged in anyway.
Q7: Does the copper pipe need to be insulated also?
A7: Any copper pipe that the abatement contractor removes insulation from must be reinsulated *see question # 1 & 6 Q8: 3 to 4 feet of extra sprinkler installation of the large tube needs to be completed also.
A8: Large diameter roof drain may have approximately 3 to 4 feet of asbestos containing insulation above the sprinkler room that will be required to be abated and reinsulated in addition to the section inside the sprinkler room.
Q9: The Contractor will be required to coordinate with the shop manager/ foreman on how to control the work flow within the building. The building will not be closed during abatement.
A9: 1.1.1.8 Building may be occupied, coordination with building occupants will be necessary to minimize impact to US Government mission.
Q10: Does the wooden mechanical chase built on flooring above office area need to be rebuilt?
A10: No, wooden mechanical chase does not need to be rebuilt, if not rebuilt, dispose of lumber.
