Contractor’s Questions
For Project
FXSB 3332-1219 Nike Site Repairs
1. It was mentioned at the site visit that the approach according to SOW 4.3.1. that using pressurized water to remove just the flaking paint and then prime with a rust converting primer that this will not last and will be an issue again. Will the SOW be amended for complete paint removal to get rid of existing rust that is appearing through paint and prep for new paint?
A1. Yes, the SOW has been revised for complete paint removal and prep for new paint along with changing from rust converting primer to a moisture cured zinc primer.
a. If SOW is amended will the magnitude of the project increase as well for the additional cost?
Aa. Provide your cost proposal based upon the revised SOW.
2. The Blast Doors that are to be re-mounted have significant defects to the doors and embedded hinges.
The hinges are embedded into the concrete and since the Blast Doors have collapsed have bent the hinges and caused the concrete to crack. Salvaging the doors and reinstalling on the current hinges makes the doors a safety issue for further collapse. Can the government structural engineer make an assessment on the current condition and advise?
A2. The right side embedded hinges have been examined and determined to be reusable, minus needing new pins. The left side embedded hinges will have to be removed along with the cracking concrete by cutting the concrete out, removing the hinges for reinstallation within new formed/poured in place concrete. The section to be removed on the left side is approximately 9” W x 6” D x 14’-6 ½” H. Then reinstallation of the doors can commence.
3. What is the water and power source for the Clam Shell Radar and Blast Door locations? Will the contractor need to consider providing any temporary water and power?
A3. The contractor will need to provide their own temporary water and power.
4. SOW 3.7.3. indicates that there is a reuse of fabric on the chain link but none was seen. Please verify if this will be needed.
A4. SOW 3.7.2. States reuse of fabric on the chain link. Where sections of existing chain link fabric is not damaged beyond repair or missing, reuse of existing fabric is called for.
a. Also SOW 3.7.3. indicates to reuse existing poles where possible. If new poles are needed can a quantity be provided to base a price on?
Aa. The quantity of approximately fifty-five (55) new poles will need to be installed.
Painting Questions
1. Can the coatings be changed to other products like moisture cured zinc?
A1. Yes, the SOW has been revised to using moisture cured zinc primer.
2. In order to provide a good continuous coating on the water tank, the rough welding tack strips will need to be ground off in approximately 36 places. Please advise.
A2. The SOW has been revised to include removal of the rough welding tack strips in approximately thirty-six (36) locations.
3. Please advise on the security camera protection requirements near the MTR Clamshell structure.
A3. The SOW has been revised to include protection of the security cameras near the MTR clam shell structure – use of heavy weight plastic drop cloth and/or plastic bags secured with appropriate tape, to last for the duration of the cleaning/striping through application of finish coats. Adjustments may be required to ensure it is secure.
Fencing Questions
1. What parts of the fence need removed with the demolished razor wire?
A1. The razor wire supports, damaged chain link fabric, damaged three (3) row barbed wire supports, damaged barbed wire, and damaged/bent fence posts, approximately fifty-five (55) of them.
2. Is a dig permit required to install new fence posts in the ground?
A2. Yes, a dig permit is required to install new fence posts in the ground.
3. 3.7.2. states to provide and install new three (3) row barbed wire and chain link fencing fabric for exclusion are fence, reuse existing poles and fabric where possible. Please confirm that new barbwire and fencing is only required where they are damaged or breached.
A3. Yes, new barbwire and chain link fabric are only required where they are damaged or breached beyond repair.
4. 3.7.3. states to return entrance gate to operations status. Please confirm this is only for manual operation.
A4. Yes, only required to be manually operational. The motorized operator shall remain in place but not be returned to operational status nor re-attached to the gate.
5. If locating and procuring the original style “H” fence posts to repair fence is deemed unreasonable, is it permitted to utilize round posts to repair fences as needed?
A5. The government is willing to explore alternatives to “H” style fence posts if they are deemed unreasonable, but reserves the right to review for approval the cost differences between post styles like round, square, and sigma for example.
6. Can fence posts be driven or embedded in concrete?
A6. Preference is embedded in concrete, but government is open to exploring the possibility of being driven depending upon the style of post selected and approved for installation.
Door Questions
1. The solicitation says there is no lead or asbestos present in this project. Has the paint on the doors and hinges been tested for lead and PCB’s?
A1. No, they have not been tested. The SOW has been revised to include lead based paint (LBP) removal around the hinge straps, only enough to remove and install hinge straps, use two (2) inch margin surrounding each side of the hinge straps for proposal purposes.
2. The structural integrity of the door frame behind the concrete at the door hinges is compromised.
The evidence of structural damage is the hinge steel being at an angle with large chucks of concrete cracked and fallen. Does the contractor need to provide a structural engineering recommendation for repairs?
A2. No, the contractor does not need to provide a structural engineering recommendation for repairs. The government structural engineer has examined the concrete and door hinges and has provided the recommended course of action for the repairs. The SOW has been revised to include the recommended repairs, particularly for the left side hinges as those are the most damaged.
3. Is any permitting required for hot work on this site?
A3. Yes, hot work permits are required for any work on both upper and lower sites.
