Section A: General Contract Information

Contracting Activity: 673 CONS LGCC

Section B: Description of the Supplies/Services Required

It is the intent of the government to award a Brand Name Firm-Fixed Price contract for the acquisition of a Stratasys Fortus 450MC 3D printer system.

Section C: Justification for Soliciting from a Single Source or Brand Name

Only one brand, (Stratasys), is capable of providing the supplies required because the requirement and required system is unique and highly specialized. The 3MXS requires a Fused Deposition Modeling (FDM) 3D printer with a large build size (at least 16 in x 14 in x 16 in), at least 0.005 inch accuracy, and the ability to print in ABS, Polycarbonate, Nylon, and ULTEM. A sources sought was posted to find others capable of producing or providing a machine with these same capabilities, but no results were returned. The Stratasys Fortus machines are the only 3D printing systems that have the build size, precision, and available materials that is essential for meeting 3MXS's fabricating requirements for the wide variety of uses. IAW FAR 6.302-1(c)

Section D: Efforts to Obtain Competition

A sources sought was posted to FBO, from 7/6/17 - 7/14/17, listing the salient characteristics required of this type of printer. Four responses were received, one stating that they were not able to print with all the materials required. The other three responses were from Stratasys or authorized resellers who stated that they could meet the requirement with the Stratasys Fortus 3D Printing system.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

For any subsequent acquisitions, 3MXS along with the contracting office will continue to survey the market place to locate any new prospective contractors or emerging technologies that can meet all the customers requirements.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.501(a) and 41 U.S.C. 1901, that the circumstances of this contract action deem only a single source is reasonably available.
