Rock Crusher Q&A

Q1. Please let us know if you can consider used equipment with specific limitation such as year max hours etc.?

A1. NO, this is for new procurement only

Q2. The Bid specification, under the Post screen category, calls for a Two Deck screen box.

The Post screen on the requested XH500 is a single, 16'x 5" screen. Most Manufacturers are configured this way as well, Is this acceptable?

A2.Yes, upon review the two deck screen is before the crusher, only a single deck screen is needed post crusher.

Q3. I did not see mention of where to submit the bid, and if it needed to be in a sealed envelope or if email was sufficient.

A3. Section (xv) of the solicitation states Questions and Quotes shall be submitted to: Joshua Jordan at joshua.jordan@us.af.mil & 673cons.lgcc@us.af.mil. Email is the preferred method.

Q4. Did I miss the time requirement? The reason I ask is because you may want to be aware of normal availability; which is Jan 2018 for the crusher and Aug 2017 for the stacking conveyor. Please let us know you’re OK with this much lead time.

A4.Please have delivery of both items at the same time. The Government is aware of the long lead time.

Q5. It is our understanding that the Powerscreen product line is manufactured in the United Kingdom which does "not comply" with the Buy American act. Please provide a domestic product or "Equal" in which we may be able to provide a compliant proposal.

A5. This requiment does “comply” with the Buy American Act (BAA). The anticipated value of this acquisition exceeds the BAA threshold, therefore it places this requirement into the Trade Agreement Act which can be researched in 52.225-5 – Trade Agreements. Additionally, the BAA act does not prevent the Government from purchasing from foreign manufactures, it only adds an evaluation factor to the process. The specifications have been provided in the combo which will be acceptable.

Q6. Please confirm this procurement is for a "New" system IAW the specifications.

A6. Procurement is for 1 “NEW” horizontal impact crusher, meeting specifications and 2 “NEW” stacking elevators meeting specifications.

Q7. Please provide a period of performance.

A7. This is a Commodities purchase which a Period of Performance is not required. The Government is aware of the long lead time and shipping coordination to Alaska. The Government has asked for the potential vendors to supply a delivery/lead-time in CLIN 0004.

Q8. My question was whether or not you guys would consider two separate units (tracked impactor and tracked screener) instead of one tracked re-circulating impactor? These two machines can be set up in sequence to close circuit it is our experience that higher production can be obtained utilizing two machines. We can offer a 20’x5’ angle adjustable screener whilst re-circulating plants have a 20% smaller capacity fixed position screen box. We’d be confident to be able to deliver you both these machines at a very similar price to one re-circulating tracked crusher A8. NO, the Impact crusher will need to be a single tracked unit with recirculating conveyor meeting specifications and 2 stacking elevators meeting specifications.

Q9. I would like to know more about your application and productions requirements to determine if our equipment would meet your needs.

A9. The Horizontal Impact crusher will be used to crush and screen solid waste asphalt, concrete and pit run gravel into usable construction grade material.

Q10. Concerning this purchase I have 2 units I can potentially bid. Does the unit have to be American made? One is and one isn’t.

A10. I have no preference as long as the unit being bid meets specifications.
