Justification and Approval (J&A) for Other Than Full and Open Competition
Price fair and reasonable will be determined by comparison with prior purchases of same items

I. Contracting Activity.
Department of the Air Force, 673d Contracting Squadron, Joint Base Elmendorf-Richardson (JBER), AK 99506
II. Nature and/or description of the action being processed.
This justification is being issued to allow for a brand name, firm-fixed-price, commodity purchase order award. The award will be for the Svenska Industriborstar i Västerås AB (SIB) cassettes that are compatible with the SIB Broom Cores used on the JBER's snow broom machines.
III. Description of supplies/services required to meet agency needs.
This requirement necessitates procuring the SIB cassettes from the original equipment manufacturer (OEM) through an authorized reseller. In FY 2007, JBER snow brooms were converted from MB-type sweepers to SIB-type cores. The purpose of the SIB cassettes is to remove snow and ice from the airfield and maintain runway integrity for Runway Control Report (RCR).
IV. Statutory authority permitting Other than Full and Open Competition.
10 U.S.C. §2304(c)(1) states "Only one responsible source and no other supplies or services will satisfy agency requirements." This authority is referenced in 41 U.S.C. §1901, which is implemented by FAR 13.501(a)(1).
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
There are no feasible courses of action to increase competition. Replacement parts will be a manufacturer specific brand name requirement as long as the current fleet of snow removal equipment is maintained. Parts availability will be taken into consideration if and when a new fleet of snow removal equipment is purchased in the future.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research found that OSHKOSH is the manufacture of the equipment we are purchasing parts for. The SIB parts being purchased are specific to this equipment. Parts for similar equipment are made by other companies, though they will not fit our OSHKOSH vehicles without making expensive modifications to the equipment and voiding the current warranties on the SIB Brush Cores. This action requires the 773 CEG Horizontal Repair Section to purchase the SIB cassettes Part Number: SIB/MB-18/28/-05, to maintain the integrity and the life time warranty of the SIB cores. The Government is able to obtain the required SIB parts from contractors who are authorized parts distributors. Typical manufacturing and delivery lead times for these items are 120 to 160 days ARO. SIB Steel Brush Cassettes are typically used to clear ice and snow buildup from runways and flight lines in regions that see heavy snow accumulation or frequently experience temperatures below freezing.
