Question and Answer Document
1. Will the USG add a reimbursable CLIN for vessel fuel?
Answer: No, the contractor will be responsible for all fuel costs. This requirement is to be a turn-key operation and all costs are included with no “reimbursable” costs.
2. Reference CLIN 0001: The Unit and Cumulative Amounts are not clear as each vessel costs different amounts. Does the USG desire an all in 5-Vessel number versus a unit and cumulative amount?
Answer: The Daily cost is the total cost for all the vessels. Including additional costs like fuel, meals, bunks, etc. per day. Please see the change to unit of issue. CLIN 0001 should now be priced by day with a total of seven (7) days.
3. Reference CLIN 0002: The Unit and Cumulative Amounts are not clear. Does the USG desire an all in number versus a unit and cumulative amount?
Answer: CLIN 0002 has been deleted and no longer applies.
4. Reference CLIN 0003: The Unit and Cumulative Amounts are not clear as each vessel costs different amounts. Does the USG desire an all in 5-Vessel number versus a unit and cumulative amount?
Answer: CLIN 0003 has been deleted and no longer applies.
5. Reference CLIN 0003: PWS Para 6.1 has a variety of situations on how to calculate the contingency cost percentages of payment. How would the USG like bidders to calculate CLIN 0003?
Answer: CLIN 0003 has been deleted and no longer applies.
6. Reference CLIN 0003: How does the USG want bidders to total the CLINs since CLIN 0003 is a NTE potential cost and not expected to be utilized under normal conditions?
Answer: CLIN 0003 has been deleted and no longer applies.
7. Reference CLIN 0003: Is CLIN 0003 part of the TEP for evaluation purposes?
Answer: CLIN 0003 has been deleted and no longer applies.
8. How many hours per day will the ships be actively performing exercise operations and movements? 12 or 24 hours per day?
Answer: On 1-5 May, vessels should prepare to be in directed formation from 1400-1900 (Alaska time) to support the vul as well as pre and post-vul experimentation
9. Will the USG extend the due date of Quotations a few days to allow for considerations of these clarifications of the PWS?
Answer: The solicitation response time has been extended to 6 April at 4:00 PM (Alaska time)
10. Will the two (2) 70 foot vessels house two (2) or three (3) personnel?
Answer: There is no longer a requirement to accommodate personnel and their gear on the commercial vessels other than 85 feet.
11. For fuel calculations how far does the USG expect the vessels to travel each day on average?
