Deployments/redeployments often result in unforeseen or unplanned costs. In that event, the
Contractor shall provide an cost estimate which will be technically evaluated by the Government and approved by the Contracting Officer. For emergency response missions and critical natural events emergencies the Contracting Officer will issue a “notice to proceed” which may or may not include a written task order at the time of notification. The Contractor shall provide an initial response within one hour, and build to a full response capability within 24 hours. The Government will, as soon as possible after the notice to proceed is issued in coordination with the contractor, define the mission requirement. Both the Government and the Contractor will document and agree upon services to be rendered and provide a written description of services to be rendered to contracting as soon as possible. The Headquarters ALCOM/J6 should issue an exercise event
Deployment/Redeployment Notice 14 days prior to the exercise, and as soon as possible for a
Critical Natural Event (CNE). In no way is a Deployment/Redeployment Notice an authorization to perform work. Work may only be performed after a task order is awarded or when a notice to proceed has been received from the Contracting Officer. A task order will be issued to the
Contractor and shall include operation requirements and responsibilities. Any modifications of the Notice shall be approved by the Functional Commander.
A Deployment/Redeployment Notice may be issued by the Government to: (1) increase the load capacity of an existing ALMR site; (2) replace an ALMR site that is inoperable until it is restored;

For communications restoral and continuity of operations, within four (4) hours of arrival, commercial internet services will be provided by a single UDMN wireless access point within 100 meters of the Logistics Shelter. Within the same four (4) hours of arrival, specified DISA services (SIPRNET/NIPR,DSN,VTC etc) and connectivity via
Step/Teleport to DISA shall be established and handed over to the Government to route and provide end-user connectivity and operations. Following internet services, reach-back connectivity via the spread spectrum microwave will be established for DSN or commercial telephone service to the TAS telephone switch/call manager. When telephone services are being derived locally by either State of Alaska, commercial and DoD long local provision, within two
(2) hours of acquiring reach-back connectivity telephone services shall be available at appropriate call manager or telephone switch, and then deployed at the direction of the Incident/Functional
Commander. Other services (Satellite TV, Mesh, Full Motion Video, etc.), will be executed and provided as described in the Government’s Deployment/Redeployment Notice and task order, including life support (tents, HVAC, electrical, etc) based upon the priority and time line requirements stated in the Government’s task order.
