SUBJECT: Questions and Answers for RFQ FA5000-16-T-0159
Q1: Can a project schedule be provided to include date of contract award and project completion?
A1: As this is an unfunded requirement, the contract may be awarded whenever funds become available anytime before the end of the fiscal year, which is September 30, 2016. This would all depend on the disruption to the gates. Contractor would need to submit a timeline that they can work with and we would need to verify or amend it.
Q2: Can you please confirm that there are two (2) total lanes at the Muldoon Gate, and five (5) total lanes at the Boniface Gate?
A2: No Muldoon has 3 lanes, 2 inbound 1 out. Yes Boniface has 5 lanes, 2 inbound 3 out.
Q3: Are you looking to stream video from the LPR cameras as well as read the license plates?
A3: Yes
Q4: Can you please confirm the quantity of cameras? This is relevant to the number of lanes.
A4: 8 cameras total for 8 total lanes.
Q5: How many license plate reads are expected each day at each facility?
A5: Muldoon gets about 1,400 vehicles a day which will go up once construction is completed in that area. Boniface gets about 2,000 vehicles a day.
Q6: How wide is each lane that the LPR cameras will be reading? Do you have photos of the gated facilities where the cameras will be installed so that accurate lensing can be determined?
A6: Due to OPSEC concerns, pictures cannot be provided. However, please refer to the floor plans, which contain scaled measurement indications at the bottom of the page, that are posted with this amendment for Boniface Gate measurements and answer to Question 28 in this document for Muldoon Gate measurements.
Q7: How big is the pipe through which the conduits run?
A7: Unknown.
Q8: Do the Genetec LPR systems need to tie to the same server?
A8: Yes
Q9: Do you need to be able to view all LPRs from one system?
A9: Yes. One server and 2 clients
Q10: Do you need the cameras to also do image capture?
A10: Yes.
Q11: Where is the network located and what type of network is it?
A11: Networking is located in Building 1 and it is a non-standard private network.
Q12: What is the bandwidth and speed of the network?
A12: Varies. Nodes are 10GB and all buildings are 1GB.
Q13: How big is the pipe through which the conduits run?
A13: Unknown.
Q14: Is the network dedicated to the cameras?
A14: No. The network is dedicated to Alarms and Cameras.
Q15: Will we need to provide infrastructure?
A15: If current infrastructure is not adequate then yes.
Q16: Does the existing conduit utilize Cat 6 cable?
A16: Current conduit had COAX running thru it.
Q17: Do you need all new cables or can we utilize existing cables?
A17: Will require new CAT 6 cables.
Q18: To clarify, you only need the cameras, the camera licenses and installation correct?
A18: Yes.
Q19: Do you need workstations go to with the camera system?
A19: No.
Q20: Who will be responsible for providing PoE network switches to add the new LPR cameras at the Boniface gate and the Muldoon gate? If the contractor is responsible, is there a certain manufacturer and model desired?
A20: Muldoon gate has network switch in place but will require power to the cameras. Boniface gate will require network switch. Switch has to be in compliance with DoD DISA JITC standards. Will need to be a CISCO WS-C3650-48FD with redundant 1100WAC Power Supply and IP Services License. Quantity 2 1GB SFP’s (one for Boniface and one for 10488)
Q21: Will the network switches be configured by the IT personnel that maintain that security network?
A21: Yes
Q22: Who is responsible to provide a back-up UPS (uninterrupted power supply)?
A22: Contractor
Q23: Is there an existing equipment rack available to mount a network switch and UPS at the Boniface and Muldoon gates or is one required?
A23: Muldoon has rack in place but no UPS. Network switch is located in Alarm cabinet. UPS can be located in the rack below and power routed to Alarm cabinet. Boniface will require securable rack if the current one in the Vehicle Search Building is not used.
Q24: Will there be safety cones and/or barricades provided to perform installation around the inbound and outbound gates or does the contractor need to provide these?
A24: Contractor.
Q25: Do we want to utilize wireless?
A25: No wireless shall be used.
Boniface Gate Specific Questions:
Q26: Are the cables at the Boniface Gate still analog?
A26: Yes.
Q27: At the Boniface Gate, where is the location of the network switch?
A27: Current switch is in the Vehicle Search building as is the conduit. There is a cabinet in place.
Muldoon Gate Specific Questions:
Q28: Is the outbound lane 12-15 feet across?
A28: Yes.
Q29: At the Muldoon Gate, do we want three cameras total operating on 1G fiber?
A29: Yes, they should work fine with the 2 cameras currently on site.
Q30: What is the power wattage at the Muldoon Gate?
A30: 60 Watt, High POE, direct power.
Q31: At the Muldoon Gate, where is the electricity located?
A31: The shack has electricity.
