Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required
The 673 SFS, located on JBER-Richardson, requires the purchase and installation of Genetec's AutoVu license plate recognition (LPR) systems at the Muldoon and Boniface Gates. These systems would need to interface and be compatible with Genetec's AutoVu system currently installed at the Fort Richardson gate and will be running on the same server and software. The required brand name items are manufactured by Genetec. The system shall be capable of meeting the objectives and constraints stated in the Statement of Objectives in Tab 1.
Section C: Justification for Soliciting from a Single Source
It is critical to 673 SFS mission accomplishment and success for the LPR systems at the Muldoon and Boniface Gates to be able to interface with the system currently installed at the Fort Richardson Gate to provide effective, integrated security and law enforcement base-wide. The Fort Richardson Gate on JBER currently utilizes Genetec's AutoVu license plate recognition system, which operates on Genetec specific proprietary hardware and software. The current system was acquired for $50,465.00 through a modification from a previously existing, but now expired, Army contract #W912CZ-06-C-0018. Additionally, the customer Mr. Steven Gonzalez indicates that there are at least 15 individuals trained to operate the current system.
In order to allow for the installation of a different brand's LPR system at the Muldoon and Boniface Gates, the current system at the Fort Richardson Gate, which is fully operable, would have to be removed, replaced and all the personnel in the section to be retrained. This would incur unnecessary costs for the government. Therefore, it would not be economically practicable or in the best interest of the government to expend extra funds and man hours to acquire a different brand's LPR system.
Section D: Efforts to Obtain Competition
Market research was conducted and verified that there are multiple companies that are able to provide Genetec products.
Sufficient competition exists to provide the requested name brand items.
Section E: Steps to Preclude Future Single Source Awards
Market research will continue to provide the best solution to future purchases precluding name brand purchases.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
