STATEMENT OF WORK

Install Spray-Foam Insulation at CBRN Training Facility Building 5303

FXSB

SECTION 1: PROJECT INFORMATION

1.1 PROJECT LOCATION: This project shall be completed as a routine requirement at building 5303 on Joint Base Elmendorf-Richardson, AK. Project hours are standard work hours 0700-1600 not to include Federal holidays or weekends..

1.2 UNIQUE REQUIREMENT: None

1.3 PROJECT DESCRIPTION: Install new spray foam insulation onto the interior of the outer walls and roof as necessary to satisfy requirements given in Section 3.

SECTION 2: GENERAL REQUIREMENTS

2.1 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or value stated by the Government.

2.2 WORKSITE: The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The contractor shall make efforts to minimize interference to Government operations. The contractor shall coordinate and schedule work with the Project Manager (773 CES/CEOER) prior the start of any operation. The contractor shall dispose of all construction debris off base at a disposal facility.

2.3 SITE SECURITY AND PROTECTION: The contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The contractor shall protect the site from damage from weather, vandalism, and/or theft.

2.4 DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the government.

2.5 HEALTH/SAFETY: The contractor shall be responsible for compliance with OSHA and AFOSH standards. The contractor shall maintain a clean and debris free site at all times. The contractor shall keep driveways and entrances into and around the work site clear at all times.

The contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The contractor shall minimize storage of materials and equipment on site.

2.6 GREEN PROCURMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/cpg/products.htm for a listing of the products that have been mandated as green procurement requirements for purchases.

SECTION 3: DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS

3.1 General Requirements (Div 1)

3.1.1. Install a minimum of 5.5 inches of Closed-Cell Foam to reach a value of R-38 on the interior of the roof (appx. 6,000 SF).

3.1.2. Install a minimum of 3 inches of Closed-Cell Foam to reach a value of R-21 on the interior of the walls (appx. 8,000 SF).

3.2 Existing Conditions (Div 2)

3.2.1. Lumber wall framing will present along the outer walls during the insulation process. Contractor must work around existing conditions and meet required R-values.

3.3 Finishes (Div 9)

3.3.1. Any exposed insulation must be coated with an approved fire resistant coating.

3.5 Furnishings (Div 12)

3.5.1. Contractor shall provide all materials and tools to complete the work.

SECTION 4: SPECIAL PROVISIONS/NOTES/SPECIFICATIONS

4.1 All installation procedures shall follow the below specification:

4.1.1 Installation of spray-foam insulation and the application of fire resistant coating shall meet manufacturer’s conventional construction standards.
