Combined Synopsis/Solicitation

PowerScribe Software and Maintenance

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR

Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; submissions are being requested and a written solicitation will not be issued.

ii. Solicitation no. FA5000-14-T-0235 is issued as a request for quotation (RFQ).

iii. This solicitation document and its incorporated FAR provisions and clauses are those in effect through Federal

Acquisition Circular 2005-76, effective 25 Aug 2014. All incorporated DFARS provisions and clauses are those in effect through DPN 20140919, effective 19 Sep 2014. All incorporated AFFARS provisions and clauses are those in effect through AFAC 2014-0421, effective 21 Apr 2014.

iv. This is a brand name requirement falls under the North America Industrial Classification System (NAICS) code

811213, Communication equipment repair and maintenance services with a small business size standard of $11 million dollars.

v. Contract line item numbers, items, quantities, and units of measure may be found in Attachment 1, Price

Schedule. Offerors shall complete and return Attachment 1 as described in para. viii, below.

vi. The Government anticipates the award of a firm fixed price contract for PowerScribe equipment, software and maintenance Please see Attachment 1, Price Schedule and Attachment 2, Specifications for additional details of the Government’s requirement.

vii. All items shall be delivered FOB destination to an address on Joint-Base Elmendorf Richardson (JBER), AK

99506 to be provided at the time of award. Offerors shall include delivery schedule information on Attachment 1, Price Schedule.

Period of Performance: The Period of Performance will be 30 September 2014 to 29 Sep 2015 with two additional option years as follows:

Option Year 1: 30 September 2015 to 29 September 2016 Option Year 2: 30 September 2016 to 29 September 2017

Option Year 3: 30 September 2017 to 29 September 2018 Option Year 4: 30 September 2018 to 29 September 2019

viii. FAR 52.212-1, Instructions to Offerors—Commercial Items (Jul 2013) is hereby incorporated by reference with the same force and effect as if it were given in full text. The following items have been tailored to this procurement and are included via addendum:

1. The submission must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

2. The response shall consist of two (2) separate parts as follows:

a. Part I – Technical Capability: The offeror shall submit one (1) copy of a technical capability narrative IAW para. ix, below. A conforming submission’s technical capability narrative shall include the following:

i Subpart A – Specifications: The offeror shall provide specifications for each element of their submission together with an explanation of each element’s ability to meet the salient functional, and performance characteristics provided for the corresponding line item in Attachment 1, Price Schedule and Attachment 2, Specifications.

b. Part II – Price: The offeror shall submit one (1) fully completed copy of Attachment 1, Price Schedule.

ix. FAR 52.212-2, Evaluation—Commercial Items (Jan 1999) is hereby incorporated by reference with the same force and effect as if it were given in full text. The following items have been tailored to this procurement and are included via addendum:

1. The Government anticipates the award of a purchase order resulting from this solicitation to the responsible offeror whose submission conforming to the solicitation provides the lowest priced, technically acceptable approach. The following factors shall be used to evaluate submissions:

a. Factor I – Technical capability of the item submitted to meet the Government requirement. Technical acceptability, at a minimum, will consist of meeting all criteria specified above, those in Attachment 1, Price Schedule, and the following subfactors:

i. Subfactor A –Available use of maintenance, service and delivery of software in Attachment 1, Price Schedule, Attachment 2, Specifications, and Subpart A, above.

ii. Subfactor B – Specifications for each element of an offeror’s submission conforming to those provided in Attachment 1, Price Schedule, Attachment 2, Specifications, and Subpart B, above.

b. Factor II – Price

2. Award shall be made to the offeror whose submission conforming to the solicitation provides the lowest priced, technically acceptable approach. Technical acceptability, at a minimum, will consist of meeting all criteria specified above and those in Attachment 1, Price Schedule and Attachment 2, Specifications.

3. As the Government anticipates making award without discussions, the initial submission should contain an offeror’s best terms from a price and technical standpoint. Nevertheless, the Government reserves the right to conduct discussions if later determined necessary by the Contracting Officer. Furthermore, the Government reserves the right to perform cost or price realism analysis.

4. "Price Evaluation: The price equivalent to the six (6) months extension of services authorized by 52.217-8 will be evaluated and factored as part of the total evaluated price (TEP) for award. The Government will calculate proposed prices for a quantity equivalent to six months by prorating proposed prices offered for each Contract Line Item Number (CLIN) including Option’s under FAR 52.217-9, using the following formula:

Base Year Total amount = CLIN Extended Amount x 0.5* Option Year 1 = CLIN Extended Amount x 0.5* Option Year 2 = CLIN Extended Amount x 0.5* Option Year 3 = CLIN Extended Amount x 0.5* Option Year 4 = CLIN Extended Amount x 0.5*

Note* 0.5 is the multiplicative factor used to derive the six months quantity value."

x. All offerors shall include a completed copy of the provision at FAR 52.212-3 Alternate I, Offeror

Representations and Certifications—Commercial Items (Apr 2011) or ensure the equivalent representations and certifications are updated on the website at https://www.sam.gov/. The offeror’s System for Award Management (SAM) record must be active through the submission expiry date provided by the in Attachment 1, Price Schedule.

xi. The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Items (Jun 2013) is hereby incorporated by reference with the same force and effect as if it were given in full text.

xiii The clause at FAR 52.217-8 -- Option to Extend the Term of The Contract (Nov 1999)

(a) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. T The Contracting Officer may exercise the option by written notice to the Contractor not later than 15 days prior to contract expiration.

The clause at FAR 52.217-9 -- Option to Extend the Term of the Contract. Option to Extend the Term of the Contract (Mar 2000) is hereby incorporated by full text below:

(a) The Government may extend the term of this contract by written notice to the Contractor not later than 15 days prior to contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend not later than 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 42 months.
