Questions and Answers

QUESTIONS & ANSWERS (Q&A) Response:

Below are the following questions and answers submitted by the industry.

NOTICE TO ALL OFFERORS – The liquidated Damages shall be removed from this solicitation.

Liquidated damages will not be incorporated in the future contract award, and a future amendment will be issued to remove them.

Q1. Due to the tight time frame, towed trailers will not be available for demonstration. Towed trailers will be available week of Sept 6, 2021. Can demonstration be moved to week of Sept 6th or performed without trailers?

A1. Tow boxes need to be available for the demonstration; however, we will be flexible to accept the demonstration to be conducted no later than (NLT) 6 September 2021.

Q2. RCVs and towed targets will be 100% delivered the week of Sept 6th. Will that be acceptable?

A2. RCVs and tow box shall be ready for the demonstration IAW the SON.

Q3. Will all munitions shot at the vehicles be inert or non-energetic?

A3. Unsure of the term – non-energetic. The fighters will fire inserts. AH will fire Hydra rockets and 30mm guns. The HIMARS will be firing the RRPR rockets which are inserts as well.

Q4. Will contactors be required to operate at night?

A4. Yes, for the first week of operations (13 - 17 Sep), contractor can expect operations from 1430 - 1700 and 1930 - 2200. For the 2nd week (20 - 23 Sep), contractor can expect operations similar timing as it is depended on the airspace allocated to us by the base.

Q5. Will Support be provided for the Operations Center and vehicle staging at Orchard Range such as porta-potties, secure space for vehicles and equipment overnight, front end loaders for disabled vehicle retrieval, etc. ? Maybe 3 conex boxes? If Conex boxes are decided upon, can they be in place by 15Aug21. If not provided by the range, cost will likely be multiples of a single MLT price adversely affecting total price.

Questions and Answers A5. OCTC- Contractor can request for a secure space if available. It will depend where contactor plans on staging the equipment. As for porta-potties there are facilities around the range available.

SCR- We can provide all that is requested in the above paragraph.

Q6. Will the range be responsible for vehicle disposal after the exercise is over such as xfs2019? If not provided by the range, cost will likely be multiples of a single RCV price adversely affecting total price.

A6. OCTC -No

SCR- Yes, RCVs can be left on range after completion of the exercise. We will put them in our target scrap pile or use them as range targets in the future.

Q7. Wind Butte will be a relay tower site, it is undeveloped, will access be granted to Wind Butte at the beginning and end of each day for generator management starting Aug 30th through End of exercise.

A7. It would need to be scheduled ahead of time once award has been made.

Q8. Since the primary issue at Xfs2019 was frequency management, Will JF12s or DD1494s be required from each of the players and will Mountain Home AFB maintain strict frequency management for both areas of operation?

A8. OCTC- Contractor would need to work with the frequency spectrum manager once contractor is selected.

SCR - Please submit DD 1494. Once a contractor is selected MHAFB can provide a list of current frequencies that are used by AF equipment on Saylor Creek Range. Mountain Home AFB does not oversee spectrum management at Orchard Range.

Q9. Undulating terrain that is not on a road of some form is risky to schedule. The risks include, flat tires, trailer loss and up to entire vehicle loss and detrimental to robotic vehicle. Can all operations be constrained to existing roads or pre-marked and surveyed pathways?

A9. We are not in the position to advice if RCV op in OCTC are constrained to existing roads or pre-marked paths. If determined that the terrain along that route is undulating in certain parts we advise that the contractor should conduct their self-inspection to better determine if it’s a good enough route for RCV ops.

Q10. Will defined roads of usage be graded prior to Sept 13th?

A10. OCTC- Tentatively yes, this will need to be coordinated after award with OCTC range operator.

SCR- All the roads are already constructed. Typically, because it is Pit Run rock we do not regrade the road once it is constructed. We do make repairs to the road to fix bomb holes. Currently, we run our range RCV (HMMWV) on all the roads requested in XFS21.
