STATEMENT OF WORK
STORAGE SYSTEM
366 MXS/PROPULSION FLIGHT
MOUNTAIN HOME AIR FORCE BASE

1. GENERAL INFORMATION:
a. A storage system that conforms to production and storage needs of the 366th
Maintenance Squadron, Propulsion Flight. Please see Attachments A1-K for facility lay-out and storage specifications.
b. Contractor Personnel shall adhere to standards of conduct as established by the Installation Commander. The contractor shall comply with all Air Force, OSHA, and fire and building codes requirements that are abiding by the Federal government, and State of Idaho.
c. Contractor shall adhere to current installation security policies. All contractor personnel shall be required to be escorted at all times while on the airfield during delivery and set up of the storage units. The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall follow all established evacuation procedures.
d. The US Government will provide an operational forklift and a government employee to operate it. The needed size and timeline of use of the forklift shall be coordinated with the Contracting Officer/Specialist before the beginning of the project date. Contractor shall not operate forklift during entirety of this contract.
The US Government will not provide any further equipment, fuel, personnel, or facilities to the contractor for the execution of this contract.
2. SAFETY PROCEDURES
a. While performing work under this contract the Contractor shall comply with all applicable federal, state, and local regulations regarding occupational safety and health. During the execution of the contract, the Contractor shall notify the Contracting Officer/ Specialist and Government Contract Administrator (CA) within one (1) business day of any damage to Government property. Mishap notification shall contain, as a minimum, the following information.
Contract, Contract Number, Name and Title of Person(s) Reporting
1. Date, Time and exact location of accident/incident
2. Brief Narrative of accident/incident (Events leading to accident/incident)
3. Cause of accident/incident, if known
4. Estimated cost of accident/incident (material and labor to repair/replace)
5. Nomenclature of equipment and personnel involved in accident/incident
6. Corrective actions (taken or proposed)
7. Other pertinent information
3. SET UP/TEARDOWN:
a. The Government will only support ninety (90) days of manpower to escort contractor during setup of storage units. All contractor personnel shall be required to be escorted at all times while on the Airfield during the delivery or setup of storage units.
b. All work shall be performed during the week (Monday – Friday) at the site between the hours of 0700-1900. Work shall not be performed on Weekends and Federal Holidays, or 366th Fighter Wing designated down days without prior coordination from the designated Contracting Officer/ Specialist. NOTE: No work shall commence without prior coordination with the Contracting Officer/Specialist as well as the facility manager. Work within each building shall not commence without prior coordination of the applicable Contracting Officer/Specialist, facility manger, and contractor.
c. Frequency: The contractor shall make pre-coordinated deliveries. Pre-coordination of deliveries shall be made with Contracting Officer/Specialist and associated facility manager.
d. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to deliver and install a mobile storage system that meet the storage needs of the 366th Propulsion Flight. See Attachment-A1-K.
e. The contractor shall provide on-site installation and verification by demonstrating the units are in working order and meet requirements.
f. The contractor shall provide any special tools needed for routine maintenance.
g. Post installation, the Contracting Officer/Specialist and associated facility manager will perform a quality conformance inspection of the fully assembled, and operational units. Until accepted by the Government, the contractor shall be responsible for deficiencies and installation costs.
h. The contractor shall clean up all debris associated with the transportation and installation of all the shelving units and shall dispose of off-site. Contractor shall not use any base waste receptacles for debris.
4. SPECIFIC REQUIREMENTS:
a. Contractor shall reference attachments for storage unit specifications. Number, size, location, and design specifics will be addressed in Attachments A1-K. Any deviations in specifications must be presented to and accepted by the Contracting Officer/Specialist. Deviations shall be requested/submitted to the Contracting Officer/Specialist in writing or digitally.
b. All exterior metal surfaces will be painted Gloss Black or equivalent in color.
c. Butcher block tops of work benches and specified storage bins will be a minimum of 1.5”-2” in thickness. Material shall consist of solid wood, no composite materials will be used. Wood will not be painted.
d. Contractor shall be responsible for measuring and laser cutting new tool box foam drawer liners. Each drawer foam liner will consist of two layers. A base layer, with a thickness between 1/4"-1/2”, to prevent metal on metal contact with tools and bin. The base level foam will be bright Red in color. The top layer of foam, will have a thickness of between ¾”-1”, and will be cut with a laser or other precision device to match the outline of the specific tool it will surround and provide an exact fit. The top layer foam will not be cut by hand. The top layer foam will be Black in color. The number of foam cutouts will be no more than 2500 cut outs varying in size and shape. Contractor shall coordinate with flight representative to outline what tools/silhouettes must be cut.
e. For bins or cabinets with the note, “ASSORTMENT OF DIVIDERS FOR ALL
DRAWERS”, the contractor shall ensure enough dividers are provided to transfer parts and equipment to the new bin or cabinet. The majority of current divided sections is approximately 3” X 6” in size. See attachments A1-K for additional information.
f. Contractor shall be responsible for transporting and final positioning of all items.
g. All cabinets and storage bins will be lockable by means of an internal lock unless otherwise stated. Specific lock sets with matched keys are identified on Attachments B1, C1, D1, E1 and F1.
h. Storage units shall be equipped with necessary safety devices to prevent injury to the operator and parts/equipment stored inside. Safety features shall include a brake system on units with casters.
i. Contractor shall be responsible for providing 1 paper copy and 1 digital copy user manuals for needed equipment as specified by the flight representative in email form at the completion of the installation. User manuals will include the following information – safety notices, shelving description, shelving specifications, operating instructions, maintenance and servicing.
j. All shelves will be able to support a minimum load of 400 pounds each.
k. Unless otherwise specified, each shelf will be evenly spaced and adjustable to accommodate future needs such as lower or taller shelf heights.
l. All items will come with a lifetime warranty.
5. ADDITIONAL ITEMS:
a. Raised fluid catch with incline/ramp on one side that allows items with wheels to roll up the raised platform. Dimensions shall be 100” long by 50” wide. Design will incorporate secondary containment catch system for fluid loss. Design must support a minimum weight of 1,000 pounds. See Attachment H.
b. Four (4) steel pallet trucks/jacks capable of lifting minimum of 5,000 pounds.
Forks shall be 27” wide by 48” long. Pallet trucks will be either blue, orange, or black in color.
c. Twenty (20) maintenance chairs with metal frame casters and rubberized wheels.
Seats will be made of synthetic material that will moisture resistant. Chairs will support a minimum of 300 pounds. Additionally, seat height will be manually adjustable from a minimum of 20”-22” and a maximum of 30”-32”.
d. Ten (10) stools with metal frame casters and metal integrated tool tray. Seat cushion will be made of synthetic material that will moisture resistant.
e. Black rubber matting/liner material covering the inside bottom of all shelves and bin drawers unless specified as needing foam liners. Material shall have a thickness between 3mm-5mm. See Attachment A-K for details.
f. Ten (10) heavy duty 20”-25” extension cords with a minimum of 3 outlets and a maximum of 10 outlets per cord.
g. Bar-style counter bridge or gate. Bridge will be placed between bins in Support Section. See Attachment I for details.
h. Key rack to house minimum of 100 separated keys with quick access and enough room to place a ½” label above each key. Key rack shall not have a door.
i. Two metal (2) dual monitor towers/stands that are capable of supporting two monitors oriented so they backed up against each other. See Attachment K.
j. Two (2) plastic type material sheets, bright white in color. Dimensions thickness must be between ¼”-1/2” and also 4’ long X 30” deep. See Attachment G.
k. Two (2) 48”x48” risers, bright white in color. Risers will be secured to work bench with fasteners to prevent tipping. Top of each riser will house a 36” to 48” LED light assembly directed at the table below the riser. See Attachment C and C1, MO-28 & MO-29. See Attachment J for visual reference.
