STATEMENT OF WORK
PROJECT: 1073108
RENOVATE BALLROOM PART 2B, GUNFIGHTER CLUB FACILITY 195
11 AUG 2019
This project will renovate the ballroom at the Gunfighter Club, Facility 195 by providing:
• new interior wall finishes
• a new suspended ceiling system
• new operable room partitions
• new LED lighting
• disabled access to the stage area by means of a back stage ramp
• a new lighting control system
• a new sound system
• all new doors in existing re-painted hollow metal frames
• multiple motorized projector screens mounted in the ceiling
• multiple motorized platform-mounted projectors in the ceiling
• Two (2) new stairways leading from ballroom floor to stage
• A new stage curtain, and three (3) additional curtains at corners of ballroom to screen storage areas
Architectural: The new wall finishes, new suspended ceiling system, disabled access to stage, motorized projectors and projector screens, the new stairways and the new curtains are documented on the architectural drawing sheets.
Structural: The structural sheets include the provision of a structural lintel and jambs at a new door opening in the brick masonry wall back stage, new truss supports over the new operable room partitions and their associated support columns and footings, and associated structural details.
Electrical: the electrical sheets include a lighting plan, a power plan, audio-visual plan, and a controls plan.
Mechanical: The mechanical sheets show the demo and replacement of existing ductwork and diffusers.
The existing VAV units shall be balanced regardless whether Bid Alternate 2 is selected or not.
Fire Protection: The fire protection sheets include a code analysis, a life safety plan, and a fire protection plan with associated details.
Bid Alternate Schedule
The construction drawings and specifications for this project are documented with Bid Alternates 1 and 2 selected. The Base Bid for this project will not include Bid Alternate 1 or Bid Alternate 2, and is described in note form, below. Additional notes regarding Base Bid and Bid Alternates are shown on affected drawing sheets.
Base Bid:
The Base Bid will retain the five existing operable room partitions in the Ballroom. They will not be removed and replaced as indicated in the original drawings. If Bid Alternate 1 is not selected:
• Disregard partition demolition info on sheet S-101
• Disregard structural demo on sheet S-102
• Disregard new partition support framing on sheet S-103
• Disregard structural truss elevations on sheet S-301
• Disregard structural details on sheet S-501
• Disregard Key Note 1 on sheet AD101
• Disregard Key Note 4 on sheet AD102
• Disregard Key Note 1 on sheet A-101
• Disregard Key Note 1 on sheet A-102, requiring the remove and replacement of operable room partition systems
• Disregard designated second exit from dining Room through new operable partition on sheet F-
103. The second exit from the east Dining Room area will be through Door No. 3 and the serving line area, see revised drawing sheet F-103
• Additionally, if Bid Alternate 1 is not selected, add a new exit light above Door No. 3; See sheet E-102
The Base Bid will also retain and reuse the existing lay-in ceiling mounted linear diffusers. The linear diffusers will be removed, cleaned and protected, and reinstalled in the new suspended grid ceiling, between the rows of new LED light fixtures. If Bid Alternate 2 is not selected:
• Do not install ceiling mounted 2x2 HVAC Diffusers, and associated new ductwork shown on sheets A-102 M-101 & M-501
• Do not demolish linear diffusers shown on sheet MD101
• Balance existing VAV units
Bid Alternate 1 will remove and replace the five existing operable room partitions in the ballroom. The work will require the installation of (2) structural trusses within the ceiling space, spanning the width of the ballroom from north to south. One truss will be located directly above doors 4 & 16, identified as Partition 2 on sheet S-101, and the other will be located directly above doors 8 & 14, identified as Partition 1 on sheet S-101; see Architectural Floor Plan, sheet A-101. Each end of each truss will be supported by a column located adjacent to the ballroom demising wall (see Framing Plan A1 on sheet S- 103). Each of the new columns will bear on a new concrete footing (see Truss Elevations A1 & C1 on sheet S-301, and Detail A1 sheet S-501).
Bid Alternate 2 will remove the existing linear diffusers and replace them with 2’ x 2’ diffusers mounted within the new suspended ceiling grid. The work will require the extension of the existing sheet metal ductwork within the ceiling space. In addition, the existing VAV units shall be balanced. See sheets A-
102, MD101, M-101 & M-501.
Bidding contractors will be required to submit three bids as follows:
• Base Bid
• Bid Alternate 1
• Bid Alternate 2
As-Built Document Requirements
1) During the progress of the work, the contractor shall keep a careful record at the job site of all changes and corrections from the layouts shown on the drawings, if applicable, regardless of whether they are a part of the construction effort or not. This shall include any hidden or subsurface data discovered during construction. The as-built drawings shall indicate all physical changes to the construction area and the actual location of any subsurface utility lines. The drawings shall also show, by offset dimensions to two (2) permanently fixed surface features, the end of each run including each change in direction in sufficient detail that anyone may determine the location of these lines and appurtenances in the event the surface openings or indicators become covered over or obscured. The drawings shall indicate all valves, splice boxes, and similar appurtenances by dimensions along the utility run form a reference point.
The drawings shall also note the average depth below the surface of each run. The drawings shall incorporate all modifications that have been incorporated during the course of the contract, as well as any addenda affecting drawings issued previous to contract award and not yet incorporated, to provide a complete set of drawings representing the actual built conditions and information.
2) DELIVERABLES:
CADD DELIVERABLE REQUIREMENTS:
The contractor shall provide the Contracting Officer (CO) a full size hardcopy set of red-lined drawings, with all revisions required to be marked or identified. These shall be submitted for review for completeness and accuracy and approval by the Project Manager (PM). Once approved, the contractor shall provide the following:
Contractor shall submit completed as-builts in full size hard copy format and in electronic format, on a CD/DVD-ROM, with complete CADD files for review. All as-built drawings shall be delivered on a CD/DVD-ROM in *.DWG and *.PDF formats. The *.PDF file shall be condensed into a single file with multiple pages. The government will review the as-builts for accuracy and if found in error, will return the drawings to the contractor for further revision.
• The *.DWG file delivered shall be created in AutoCAD 2017 or prior version.
• The *.PDF file delivered shall be created in Adobe Acrobat 8.0 or newer version.
• A POC.TXT file shall contain a valid POC for questions about the file and shall be included on a CD/DVD-ROM.
• Full size hardcopy deliverables will be printed on 22”x34” (ANSI “D”) and must printed to the scale indicated on the drawing. Each set shall be stamped with “As-Builts”.
The contractor shall revise drawings as required and resubmit to CO for approval. The contractor shall submit all as-built drawings to the government on CD/DVD-ROM (3 copies) and full size hardcopy prints (2 copies).
GEOSPATIAL (GIS) DELIVERABLE REQUIREMENTS:
The Contractor shall prepare, process, and deliver all site, design and construction, and location-related work as geospatial or geographically-referenced data in an electronic format to the Government according to the following criteria and guidance. For projects involving A-E design requirements, the A-E Contractor shall draft a new master specification section that addresses the requirements for construction Contractors and/or Sub-Contractors to collect geospatial or geographically-referenced data during and at the completion of construction phase(s).
• Geospatial data deliverable requirements shall apply for all surveyed, mapped, collected, extracted, derived, designed, or proposed natural and built features supporting project requirements herein.
• Final computer-aided design (CAD) data deliverables shall be converted to a GIS format
(as required) or delivered as geographically-referenced CAD data. As-Builts and other A- E data shall be delivered electronically in formats noted below, as determined by the Government. This requirement is in addition to any other data or hardcopy formats the Government may request, such as paper or other media.
• All data deliverables shall be submitted to the Government on a CD/DVD-ROM in addition to any electronic submissions.
• The Contractor shall submit GIS and CAD deliverables organized by each installation or site and chronologically by date. Dates will be maintained according to the ISO 8601, Data Elements and Interchange Formats—Information Interchange—Representation of Dates and Times, for date notations (YYYYMMDD). The GIS or CAD file deliverables shall be formatted IAW the following naming convention:
Yyyymmdd_base/site name_ProjectNumber_ProjectName_datum_UTM Zone_ file type
Example: 20130308_langley_FA24- 917761_LangleyDrainageUpgrade_wgs84_utm18_fgdb
Format Requirements:
• Required Format: The Contractor shall submit geospatial or geographically-referenced data in ESRI ArcGIS file geodatabase (FGDB) format. FGDBs shall be ArcGIS Desktop version 10.1 or later version, and contain all geospatial (vector), attribute (tabular), and metadata (XML) data. No additional files, tables, diagrams, or documents should be required to complete required geospatial data deliverables.
• Other Formats: Geospatial data may also be delivered in other formats (such as an export from Oracle or SQL, or a direct ArcSDE load) provided the Contractor has obtained written approval from the Contracting Officer (CO). The Contractor can contact the Installation GIO POC at (208) 828-1328 for additional details and guidance.
• File-Based Formats: Individual (non-database or “flat”) geospatial or geographically-referenced data files, if required, shall be accompanied with the appropriate external spatial reference files that specify the parameters of the projection, coordinate system, units of measure, and datum. EXAMPLES: ArcGIS ShapeFile projection files (.prj) and auxiliary files (.aux), GEOTIFF world files (.tfw), and MrSID world (.sdw) and auxiliary files (.aux).
• Data Model: Geodatabase deliverables shall be formatted according to the latest official data model version, the Air Force Adaptation (AFA) of the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). SDSFIE is the single Department of Defense (DoD) spatial data standard that supports common implementation and maximizes interoperability for Installation, Environment, and Civil Works Missions.
SDSFIE is registered in the DoD IT Standards Registry and is recognized as the enterprise standard for geospatial data across the entire Department of Defense business mission area. SDSFIE standards are determined and managed by the Defense Installation Spatial Data Infrastructure Group (DISDI) Group, a formal governance body that reports to the Department of Defense’s Installations & Environment Investment Review Board. Refer to the SDSFIE website for additional information: http://www.sdsfieonline.org/. The current official AFA can be found on USAF CE Portal:

• Data layers that cannot be accommodated by the SDS data model shall be delivered in separate core SDS feature classes created by the contractor. Core SDS feature classes are defined as having SDSFIE version 3.x Gold (sdsFeatureName, SDSFeatureDescription, etc.) and SDSFIE Foundational (siteID, installationID, RPUIDetc.) attribute fields. Feature class and additional required attribute field naming shall follow the SDS naming convention (camel case).
• Spatial Reference: All geospatial or geographically-referenced data submissions shall be
IAW the following official DoD spatial reference standards:
o Horizontal: World Geodetic Survey of 1984 (WGS84) ellipsoid (G1674 realization) o Vertical: Earth Gravitational Model of 1996 (EGM96) o Projection/coordinate system: Universal Transverse Mercator (UTM) -projected to the appropriate UTM zone of the installation or site o Unit of measure: Meters o Requests for geospatial or geographically-referenced data deliverables to be referenced to other spatial standards such as State Plane (SPCS) or NAVD88 are an additional requirement. Data referenced to other http://www.sdsfieonline.org/ https://app.eis.af.mil/a7cportal/ProgramGroups/Resources/Pages/GeoBase.aspx standards must be provided in a separate deliverable, and cannot be substituted for deliverables adhering to the official standards listed above.
• Spatial Continuity: All geospatial or geographically-referenced data deliverables shall overlay correctly and uniformly on the installation’s or site’s most current version of orthorectified aerial photograph or satellite image provided to the contractor as GFI by the government.
3) The contractor shall use the A/E/C CADD Standard 4.0 (or latest version) when creating or revising any CADD data deliverables. These standards can be found or reviewed at:
https://cadbim.usace.army.mil/CAD The Industry Standard model file and sheet naming conventions, consisting of a Discipline/Code Designator, Drawing Type Code, Sheet Type Code/Designator, and Sheet Sequence Identifier shall be used for all submissions - diagrams of this naming convention can be found in the A/E/C CADD Standard. All submittals should include any standards sheets (abbreviations, symbols, fonts, etc.) necessary for a complete project, and document any nonstandard fonts, tables, symbols, etc. that are used. Interior drawing files will use 1 unit = inch and 12 units = 1 foot. Exterior drawing files will be submitted two unit formats:
1 unit = 1 foot and 1 unit = 1 meter and in WGS 84 UTM Zone 11 N Meters. Acceptable drawing scales depend on the type of drawing and the size of area the drawing encompasses - A detailed description of which drawing scale to select can be found in the A/E/C CADD Standard Release 4.0 (or latest version).
4) No deviations from the Government's established standards will be permitted unless prior written approval of such deviation has been issued by the Government. All linkages of non-graphical data with graphic elements, relationships between data objects and attributes, and report formats shall be maintained. All data deliverables shall be in a digital (electronic information) format and shall be delivered in a format that conforms to the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) version 3.0 (or latest version available) and A/E/C CAD Standards version 4.0 (or latest version available) as applicable. SDSFIE standards can be obtained from http://www.sdsfieonline.org/Default.aspx All digital files shall be delivered in a format that is directly readable and compatible with the installation’s software and hardware platforms without conversion.
5) The following procedures must be performed before a file is placed on the delivery media:
• Include all files, both graphic and non-graphic, required for the project. Make sure all files are in the same directory, and that references to those files do not include device or directory specifications.
• Ensure all reference (external reference) files are included digitally in the same format as the referencing file and without device or directory specifications. Reference files are not to be bound or inserted, but to remain independent and referenced to the parent file as per A/E/C structure.
• Remove all extraneous graphics/text outside the project border area, and set the active parameters to a standard setting (or the setting contained in the seed or prototype file).

• Include any standards sheets (abbreviations, symbols libraries, font libraries, color tables, pen tables, plot configuration files, user command files, etc.) necessary for a complete project.
• Compress and/or reduce all files using the appropriate utilities. A digital media copy of the decompression utility should be provided with the delivered data.
• All exterior information (site plans, utility plans, topography, boundary plans, etc.) to be in WGS 84 UTM Zone 11 N. Meters.
• Layer names shall be in AIA format.
• Drawings requiring Screening will be created using the “ByColor” plot style. MHAFB cannot accept modified pen or color tables.
• File names shall conform to A/E/C CADD standards. The project code section of the name will have QYZH followed by the six digit project number, provided by the PM.
6) Digital media must have an external label listing format and version of the operating system on which the media was created, utility (command) used for writing the files to the media, a short description of contents, a sequence number if there are multiple volumes, and the date of CD creation. A transmittal sheet must accompany the media containing the information included on the external labels, total number of volumes being delivered, and a list of file names and file descriptions on each volume. The transmittal sheet must also include instructions for reading, restoring, or transferring the files from the media, and certification that all delivery media is free of known computer viruses - including the name(s) of the virus scanning software, date the virus scan was performed, virus definition pattern date of service and version.
7) The Government will provide the contractor with data and information concerning all necessary and pertinent functions and principal features of the identified project. These items will include:
• The installation's latest georeferenced digital planimetric data and/or base map in ESRI
Arc/Info 10.1 format, or best format available, with associated data files.
• The installation’s most current orthorectified imagery and its geospatial parameters
(coordinate system, datum, projection, distance units).
• Any pertinent and necessary prototype or seed files.
• Frequency settings for the Real-Time Kinematic (RTK) GPS Base Station and the preferred GPS receiver specifications.
• Any other data or schematics deemed necessary for project completion, pending approval from the Government.
8) The Government shall review the submitted data and documentation upon completion of all stated work. Missing or incomplete items will be documented and forwarded to the contractor for completion. Upon receipt of a complete submittal, the Government will conduct a quality review and notify the contractor within 14 days of acceptance (along with any stipulations this includes) or rejection of the deliverables described herein. Failure to adhere to any of the stated delivery specifications could result in rejection of deliverables.
