• Layout drawing for building to be provided and indicate general location.

• Regarding Key Note 7, power to be routed from the appropriate panel in Mass Briefing

Room to the exterior of the building. The lockable shut-off panel shall be installed on the exterior of the building at the location generally indicated on Drawing G3.0, on the Northeast wall of the structure, outside of the perimeter wall. Underground service to be routed on the outside of the perimeter wall to the shutoff.

• Confirmed. Existing bollards are removable configuration. Existing, in-ground sockets for bollard installation and storage shall not be disturbed.

(4) See drawing G4.0 Key Note 7 Please provide building lay plan showing room location Contractor is to tie power for new gates into.

Response:

• On Drawing G4.0, Key Note 7 refers to the serpentine gates. These shall be removed.

• Layout drawing for building to be provided and indicate general location.

• Regarding Key Note 6, the lockable shut-off panel shall be installed on the exterior of the building, as indicated on the drawing. Interior service to be routed above ceiling.

(5) Please provide electrical specs so contractor can propose correct type and size of wire for feed from buildings to gates and lights.

Response:

• Per Note 5, on Drawing G2.0, G3.0 and Note 6 on Drawing G4.0, Contractor is responsible for shop drawings for all installations.

• Correct type and size of wire shall be compliant with NFPA 70 and NEC 2017.

Response:

• Survey will not be required for this contract, however sufficient detail regarding as-built installation shall be required.

• CAD drawings will be provided to the Contractor for the As-builts.

• A qualified person may satisfy multiple roles.

(8) Will winter shut down period be allowed during adverse winter season? Please advise

• As the contract duration has been set at 365 calendar days, contract time will not be suspended due to inclement weather.

• Should the contractor elect to suspend work, all active work sites shall be reinstated for unrestricted use by the Air Force. Occasional maintenance through the shut-down period may be required.

(9) Section 010000 1.1.A states work is to be completed in (phases). There is an approximate total of 3,334 sf of paving required between all the sites. The four local paving companies we have reached out to are not interested in performing this work if it is performed in 4 separate phases, they say it’s too small. Would it be allowable to provide steel plates, or infill with temporary gravel or slurry at the installed barriers, allowing all 4 locations to be paved at one time?

Response:

• It is imperative that any/all loose debris (FOD) be contained at the work sites. Asphalt paving may be deferred under the following conditions:

o Travel way excavations must be filled to finished surface elevation.

o Steel plates must be placed and anchored in place and extend a minimum of two (2) feet beyond the exposed gravel surface.

o Electrical trenches and other non-asphalt areas shall be completed prior to moving to the next site.

o Temporary measures shall be vigilantly monitored and maintained. Debris of any kind shall be cleaned up immediately and corrective measures implemented expeditiously.

o Should it be determined by the Government that temporary measures are unsuccessful, contractor shall have permanent surfacing installed immediately, at no additional cost.

(10) Is there a disposal area on the base for clean over ex material? Please advise.

• No disposal areas are available on base.

(11) What is the required penetration rating for the barriers? The last and most recent barrier solicitation had a P-2 preferred but P-3 was acceptable. We assume that is the case for this solicitation. Please advise.

Response:

• Building 206: P-3

• Building 261: P-2

• Building 1363: P-3

• Building 1345: P-3

(12) Per the Summary of work, section 1.1 B 4, does the barrier used have to be listed on the most current DOD approved barrier list at the time of bid?

Response:

• Gates listed on the DOD list are preferable, however, alternate gates will be acceptable provided that they meet the K12/M50 standard and the P-rating as listed in Q&A 11 response.

(13) In the likely event that rock is encountered, will additional funding be available since the contractor has no way of assuming rock excavation quantities?

Response:

• Revised SOW dates 08/20/2019 allows for approximately 35 cubic yards (as broken out by barrier). Contractor will be responsible to include this into their bid. If any additional excavation needs to occur, the contractor will contact the Contracting Officer immediately and not proceed forward until resolution. Any additional excavation will be treated as a Differing Site Condition in accordance with FAR 52.236-2.

(14) Please provide distance from panel room in building 206 to location Power to enter building shown on G2.0.

Response:

• Layout drawing for building to be provided and indicate general location. The bidder is responsible for estimating distance / quantity.

(15) Please provide distance from panel location in building 1363 to location shown on G3.0 that contractor is to enter building.

Response:

(16) Please provide distance from panel location in building 1345 to location shown on G4.0 that contractor is to enter building.

Response:

(17) Please call out routing for electrical conduit in all 3 buildings over head or underground please advise.

(21) The SOW document states that “the vehicle barrier must be on the most current Department of

Defense (DoD) Anti-Ram Vehicle Barrier List.” There is only one K12 drop arm barrier that is on the DOD Anti-Ram Vehicle Barrier List that can meet the 20’ clear opening width requirement.

This one barrier is an above ground, bolt down drop arm barrier. Please confirm there is only one drop arm barrier that meets the requirements and is allowed to be installed for this project.

• No. Gate closure shall be accomplished via keypad.

(27) Please verify that the drop arm barrier will not have any traffic warning lights.

• Confirmed.

(28) What are the specification and requirements for the two keypads for the inbound and outbound operation of the drop arm barriers?

Response:

• Keypads shall be provided in a weather proof enclosure.

• Keypad equipment shall be fully compatible with the associated gate equipment.

(29) In the event of a power loss, will the drop arm barrier require a battery back-up system for operation?

• No. Means for manual operation are required in case of power outage.

(30) In the event of a power loss, will the drop arm barrier be powered by the air force base emergency power system?

• If the associated building is powered by emergency power, the gate will also be powered.

(31) In the event of a power loss, will the drop arm barrier require a manual hand crank for opening and closing?
