Maintain Airfield Markings Questions
1. For planning purposes, how many days per week are expected to be non-flight days?
- 2 days per week. Weekends are the only non-fly days (subject to change for mission support).
2. Will night and weekend work be allowed?
- Night and weekend work will be needed. The runway will be best to paint on a weekend.
Airfield hours are M-Th 0700-2359L and F 0700-1800L. Painting will be concurrent with flight ops and deconflicted to allow access to certain areas. Weekends would be best to access the runway or other areas that are hard to de-conflict.
3. Please clarify rubber removal scope. Are we to only remove at paint marking areas or within a certain distance of middle paint lines?
- Rubber removal is only required where removal is needed to allow for painting.
4. Will MHAFB provide stencils for any specific markings? If so, which ones?
- No stencils will be provided.
5. There are a large number of government approvals on submittals. Is the 60 day performance period from construction NTP (not including the preconstruction submittal process)?
- The 60 day performance period from construction NTP includes the preconstruction submittals.
6. Section 01 32 01 – Project Schedule is writing like a USACE specification. The reports listed are typical of a Corps of Engineers project and the scheduling software to comply with par 1.3 would imply P6. Is the intent for us to use P6?
- No, do not need to use P6.
7. Is it possible to email the proposal instead of a hard copy?
- Contractor will provide bids via mail with the address provided in the solicitation.
8. Spec STATEMENT OF WORK 2. GENERAL Paragraph F states the period of performance for this work shall not exceed 60 days. Please clarify:
a. If these are calendar or working days Calendar days.
b. Approximately when the days will start accumulating At NTP
c. If the start of contract days are flexible
- These are calendar, the contract days are not flexible as Airfield Management is eager to complete work for the summer schedule. Days start accumulating for the contract after the NTP is issued. A contractor has 10 days after the NTP to begin work.
9. Spec SUMMARY OF WORK 1.3 WORK SCHEDULING normal work hours are 7:00 a.m. – 6:00 p.m.
Monday-Friday.
a. Will the contractor have access as needed to perform construction operations during this time period?
- No, it must be coordinated with aircraft movement in most cases.
b. Do you have a schedule of non-flying hours/days that can be provided prior to the scheduled bid date?
- See answers to questions 1 and 2 above. That is the best info we have.
10. REF. SOLICITATION OFFER AND AWARD Page 2 Paragraph 17
a. Is it correct the government intends for the contractor to offer a fixed lump sum for the entire project or
- Yes, the government intends to offer a fixed lump sum for the entire project.
b. Will the government be providing an Amendment to include a schedule of values with quantities of work and payment by the square foot?
- No, the government intends to offer a fixed lump sum bid and contractor may be using our estimated quantities in SOW to help formulate his bid.
11. REF. STATEMENT OF WORK 1 PROJECT SCOPE Paragraph 1).
a. There is no identification of rubber removal in the quantities provided. Is it the government’s intention to leave all rubber outside the limits of the areas to be repainted in place or
- Yes, the only rubber removal is in areas where paint will be applied.
b. Will the government be including a schedule of values for rubber removal outside of the limits of the painted area?
- N/A since none is required.
12. REF. SECTION 32 01 11.51 Paragraph 1.1.1 Measurement
a. Rubber and paint removal are measured by square footage of rubber and paint to be removed. Your attention is directed to RFI # 3 subsection A and B above.
- This will be firm fixed price lump sum contract and payment will not be made based on measured quantities.
b. Is it known if the existing paint to be removed contains lead?
- We are not aware of any lead paint currently existing on the airfield.
c. If the removed paint contains lead, how will it be disposed and paid?
- N/A, no lead paint involved in this project.
13. Ref. SECTION 32 17 23 Pavement Markings PART 2 PRODUCTS 2.2.2.2 Reflective Media for Airfields shall be Type I Gradation A, or Type III Gradation A
a. Type III Gradation A provides a higher Refractive Index than Type I, giving pilots increased wet/night retroreflectivity. Please specify which type the government prefers on this Airfield?
- See SOW, we specified Type I.
14. Ref. SECTION 32 17 23 Pavement Markings PART 3.3.1.1 WATERBORNE PAINT APPLICATION
a. The specifications fail to provide application rates for paint and glass spheres for Airfields. Please provide a specification for Airfields.
- See “NEW” specification section 32 17 23, Pavement Markings.
15. Ref. Foreign Object Damage Control (FOD)
a. Is the contractor required to perform daily FOD removal with a vacuum truck? (such as glass spheres and paint debris) or
b. Will the government be providing FOD removal with its own vacuum truck?
- The contractor shall do FOD removal/cleanup.
16. Ref. STATEMENT OF WORK 2. GENERAL 3. PREPARATION. Please confirm the contractor is required to remove all loose or flaking paint prior to repainting Airfield Markings as identified on the plans unrelated to Markings identified to be Obliterated.
- Confirmed as stated, contractor shall remove loose or flaking paint prior to repainting.
17. Ref. CONTRACTOR STORAGE AREA
a. Will the government be providing a designated storage area for the contractor’s equipment and materials?
- Yes
b. If so, please identify the location.
- Location shall be provided at the preconstruction conference.
18. Ref. STATEMENT OF WORK Page 1 Paragraph 1 states that work area consists of approximately 304,000 SF of markings: broken down into four (4) different paints. Please clarify that all quantities stated per colored paints are accurate?
- Quantities are approximate but reasonably accurate. Any quantities that would be found to be excessively inaccurate would be subject to discussion with Contracting Officer as potential change order.
19. Will the contractor be needing Water-Filled Barricade and Lighted Closed Runway Cross to utilize while performing the job? If so,
- This will NOT be required.
a. Will the government provide and install the Water-Filled Barricade and Lighted Closed Runway Cross? Or
b. The contractor will furnish, install and maintain the water-filled barricade and lighted closed runway cross.
