SUBJECT: Request for Quotation, FA4897-18-Q-0023, RSAF Air Compressor

1. The 366th Contracting Squadron at Mountain Home Air Force Base, Idaho intends to establish a Firm Fixed Price contract to purchase, remove old, and install a new air compressor that is brand name or equal to a Sullivan Palatek Industrial Air Compressor.

2. General Information: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.

3. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number FA4897-18-Q-0023.

4. A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101 effective 20 Jul 18, Defense Acquisition Circular 20180629 effective 29 June 2018, and Air Force Acquisition Circular 2018-0525 effective 25 May 2018.

5. The North American Industry Classification System (NAICS) code for this solicitation is 333912 – Air and Gas Compressor Manufacturing with a size standard of 1,000 employees.

6. The contractor shall purchase, remove old, and install a new air compressor that is brand name or equal to a Sullivan Palatek Industrial Air Compressor in accordance with the Performance Work Statement, dated 2 August 2018.

7. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2017) and the addendum, applies to this acquisition.

Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items (Jan 2017) Request for Quotation (RFQ) shall contain the following information: RFQ NUMBER; TIME

SPECIFIED FOR RECEIPT OF OFFERS; NAME; ADDRESS; CAGE CODE;

TELEPHONE NUMBER OF OFFEROR; ANY DISCOUNT TERMS; AND

ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable).

Quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quotes shall also contain all other documentation specified herein.

Addendum to FAR 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows: “The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.”

8. The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), and the addendum, applies to this acquisition.

Addendum to FAR 52.212-2, Evaluation – Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer is the lowest price and meets the requirement, which shall represent best value to the government. The Government intends to award without discussions with respective offerors; however, the Government reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process:

(1) Price: The price evaluation shall be made on the basis of the total price of all line items.

An offeror shall propose on all line items. The Government shall evaluate based on lowest price technical acceptability. If the lowest offeror meets the Government technical acceptability standard as defined below, the contract may be awarded to the lowest offeror.

If the lowest offeror fails to meet the Government technical acceptability as defined below, it will be eliminated from consideration for award.

9. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jan 2017), Alternate I (Oct 2014), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.

Vendors must be actively registered in the System for Award Management (SAM) prior to any contract award; the website is https://www.sam.gov/portal/public/SAM/.
