Transient Aircraft Contractor Questions FA4897-15-B-0002 01 July 2015
Question: Did the $967,986.72 of the last total contract include overtime for the total period of that contract?
Answer: Yes.
Question: Due to the fact that it takes a min of 3 people to refuel some aircraft can you say that 3 would be the min per shift or is manpower (help) from the Air Force to be had?
Answer: Currently, a majority of refueling that takes place here requires two T/A individuals plus the POL (Fuel Truck) driver to provide fuel servicing to the Aircraft. Occassionally, the contractor may need to call in additional support.
Question: Is the contract length the same as the last contract, Base + 4.5 years? If not what was it.
Answer: The previous contract was Base (11 months) plus four one-year options.
Question: Will the Extended Hourly Service/Overtime count as part of the total pricing?
Answer: Yes.
Question: What was the Extended Hourly Service/Overtime total for the last total contract?
Answer: 1,212.86 hours approximately as of 31 May 2015.
Question: If the overtime pricing is SHORT is their any adjustment for the Contractor?
Answer: These are estimated quantities. If they need adjustment, the government will look into the matter. The previous contract was adjusted as necessary.
Question: Please explain past relationship of main contract bid and overtime bid and how they’re entered into the award.
Answer: As instructed, offerors will include their price on the SF1449. CLINs 0002, 1002, 2002, 3002, 4002, and 5002 are for Extended Hourly Service/Overtime. Contract total will be entered into Box 26 of the SF1449. Overall contract price will be evaluated.
Question: Pricing for past base (11 months) plus each of the following option years.
Answer:
Base: $192,526.35
Option 1: $180,800.41
Option 2: $200,287.04
Option 3: $191,189.86
Option 4: $194,720.15
Question: Please explain pages 4 of 41 thur 8 of 41; Quantity 12 Estimated, etc.
Answer: The quantity of 12 that is being referred to is in terms of months (how many months in the given base year and each option year to follow).
Question: Please restate bid due dates and time.
Answer: All bids are due 01:00 PM 13 Jul 2015, as stated on the SF1449 in Box 8.
Question: All Manning numbers for shifts stated.
Answer: It is up to the individual Contractor to schedule manning numbers & shifts according to workload requirements based on the performance work statement.
Question: Current pay rates for all personal.
Answer: Please see FAR 52.222-42 Statement of Equivalent Rates for Federal Hires (May 2014) in the solicitation. Also, please refer to Wage Determinations provided in Attachment 2 of the solicitation. We are not privy to what the current contractor actually pays their employees.
Question: I see your total value for "Base + the four one year options of $967,986.72. Please tell me the manpower requirements of current contract.
Answer: This is a performance work statement. The Government does not dictate how many personnel are to be working on each shift. We tell you the needed work outcomes in the performance work statement. It is up to the contractor to decide how many personnel they need to fulfill the contract requirements.
Question: PWS 4.9.1. The contractor will have personnel to perform the requirements of this
PWS on site at the work center during normal transient aircraft operating hours. Will the government clarify that a minimum of 2 personnel are required on duty in the work center and not on call or stand by during operating hours to meet the requirements of the PWS and for safety concerns.
Answer: The majority of workload is on Day shift, however the Government does not .
Question: Does the Schedule B need to be filled out?
Answer: Yes, please fill out all pages of the SF1449 and any amendments.
Question: Does the offeror have to be present for the bid opening?
Answer: No.
Question: PWS Para 4.9.1 indicate hours of operation Mon-Thu and Fri, closed Sat and Sunday, however Para 4.9.4 specified the Holidays observed - Is the contractor expect to be onsite and performing during the 10 stated Holidays or is the facility closed?
Answer: The following Holidays are observed by Active Duty Military members as well as the
Transient Alert KTRs. When the Airfields are closed on those specific days then the facility for the KTR are closed as well.
Question: We have prepared our bid and is ready to prepare for UPS for delivery. Since we are using UPS, would like to submit in time to be able to respond again if there are any glitches in delivery. Can you acknowledge receipt via email once delivered to your desk?
Answer: There are many people that work in our office that may sign for the package. I cannot guarantee that we will email upon receipt. However, if you want to contact us after UPS shows delivery to ensure we have received it, we will try to respond to you in a timely manner.
Question: Do you anticipate any additional amendments? If signature is required on any additional amendments, may I submit acknowledgement in a separate submittal?
Answer: We post amendments as necessary, we have no way of forecasting when or how often they will occur. Signature is required on all amendments. Amendments may be submitted separately and as many times as necessary, as long as all packages are received by bid opening time.
PWS AMENDMENT CHANGE TO BE NOTED:
PWS paragraph 1.1. TRANSIENT AIRCRAFT SERVICES. The contractor shall provide proper manning levels to provide services to aircraft that transit MHAFB, i.e., fighter, passenger, and cargo aircraft. The contractor shall provide services for local flying when directed by the contracting officer (CO).
Transient aircraft will have priority. All local flying services shall be coordinated through Airfield Management Operations (AM Ops). The contractor shall perform all required tasks in time to meet transient aircraft arrival, processing, and departure schedules. When the number of aircraft requiring services precludes servicing in time to meet the aircraft's flying schedule, the contractor shall perform servicing in the priority established by the 366th Fighter Wing (366 FW) Command Post/Maintenance Operations Center (CP/MOC). The contractor shall launch, recover, inspect, and service aircraft in accordance with (IAW) Technical Orders (TOs), Air Force Instructions (AFIs), Air Combat Command (ACC) and MHAFB directives.
