SUBJECT: Sources Sought (SS) and Notice of Intent (Other than Full and Open Competition) for Counter-Narcotics and Global Threats (CN>), Counter Threat Finance (CTF)
1. The Government intends to negotiate and award a sole source contract to Metis Solutions, LLC. This is not a request for proposals. However, the Government may consider industry input from all sources at this time to determine what resources are available and if there are capable small/large businesses to support the Counter Narcotics and Global Threats (CN>) Counter
Threat Finance (CTF) mission. Interested concerns are highly encouraged to respond fifteen (15) calendar days after the date of this publication. The applicable North American Industry
Classification System (NAICS) for this effort is 541990 with a size standard of $15M. See more information about the proposed contract below:
2. Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA, is in the process of determining an acquisition strategy to procure support services for The Deputy Assistant Secretary of Defense for Counter Narcotics and Global
Threats (DASD CN>) agencies. These services shall include:
Support to DoD CTF Program Management;
Threat Finance Intelligence Analysis; and
Strategic Planning.
3. Projected operating locations are OCONUS and CONUS for the place of performance.
4. The Government is contemplating a Bridge Contract with Firm-Fixed-Price, Level-of-Effort
(FFP-LOE) and Cost Reimbursable (CR) contract line item numbers (CLINs). The Period of
Performance is for seven (7) months. An award date is slated for 20 March 2019 with actual performance commencing on 21 March 2019.
5. If your firm is capable of providing the requirements described in this notice and attachment
1, please provide a Capability Statement and responses to attachment 2 to Mr. Delvin
Whitlock, delvin.whitlock.1@us.af.mil, no later than 1:00 p.m. EST on 20 February 2019.
The Government plans to consider all information submitted in response to this notice and use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documents will not be made available. The Capability
Statement should include general information and technical background describing your firm’s experience in contracts requiring similar efforts to meet the program objectives and be no longer than four (4) pages in length.
6. Again, please be aware that this notice is not for Request for Proposals. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. A determination not to compete this proposed contract action shall be based upon responses to this notice, if any, is solely within the discretion of the Government. The information requested by this notice will be used within the Air Force to facilitate decision making and will not be disclosed outside of the government.
