I. Contracting Activity.

II. Nature and/or description of the action being processed.

The current task order (W9113M16-D-0014-1003) provides highly specialized services The task order was issued against the Program and Programmatic

Support (PPS) Multiple-Award Indefinite Delivery / Indefinite Quantity (W9113M16-D-0014). The ordering period for W9113M16-D-0014 expired November 22, 2018. This justification and approval action will extend the current services for an additional seven months (March 21, 2019 - October 31, 2019) thereby, preventing a break in service and avoiding a negative impact to mission.

This action only addresses the limited scope of responsibilities required under the task order Only one contractor the incumbent, is capable of providing the services at the level of quality required, with little to no disruption

III. Description of supplies/services required to meet agency needs.

This bridge action provides highly specialized services in support of the DoD counter-threat finance (CTF) mission.

IV. Statutory authority permitting other than full and open competition.

10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The incumbent contractor is presently providing the highly specialized services under the current task order.

The services are highly specialized, The challenges of timely recruiting and retaining personnel with the requisite experience and security clearances are significant. Mobilization, also poses significant challenges. In the previous task order, a thirty day transition period was necessary to avoid any disruption mission. With the exception of the incumbent, no source in response to the synopsis definitively stated that it could have fully qualified personnel at all locations by the specified time-frame. The incumbent indicated that it intended to utilize incumbent personnel and had the capability of meeting the Government requirements without mission interruption. The current task order expiring on 20 March 2019 . is the only capable awardee that can provide the services required at the level of quality required because of the uniqueness of the CTF domain, the specialization of the Knowledge, Skills, and Abilities (KSAs) required for the full time equivalents, and the dynamic logistical considerations to meet this requirement. See section IX for additional justification.

or high cost , the recruitment of personnel for a seven month duration to meet imminent requirements, would likely require a higher/premium compensation package.

Accordingly, is the only source capable of providing the highly specialized services in the limited time without unacceptable delays or disruptions in meeting the Government's bridge CTF requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

With regard to the bridge acquisition (with limited duration), the Government posted a sources sought/notice of intent on Federal Business Opportunities (FBO) for two (2) weeks under NAICS 541990. During that time, only five (5) small ( ) and five (5) large (

) businesses replied to the sources sought. The Government evaluated each source that responded to this notice.

Of the ten sources, one source was the incumbent ( ). was determined acceptable for meeting all performance requirements in the specified timeframe.

Of the remaining nine sources, seven sources either did not fully understand and/or did not fully answer the Government's questions with sufficient detail to discern if the contractor would be able to technically meet requirements by the specified timeframe. Two appeared to have a stronger understanding of the mission, but there was substantial risk in achieving full operational readiness by the specified timeframe. Award to a source other than the incumbent would likely result in unacceptable delays/gaps in fulfilling the Government's requirements.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer will ensure that the services described herein are negotiated at a fair and reasonable price to the Government. A detailed cost analysis will be performed and certified cost and pricing data will be obtained. The contractor will be required to certify cost and pricing data prior to contract award. The Contracting Officer will seek audit assistance from the Defense Contract Management Agency (DCMA) or Defense Contract Audit Agency (DCAA) if necessary.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

AMIC conducted market research via a search on the Small Business Administration (SBA) quick market search indicate there are 486 small businesses with NAICS code 541990 capable of providing support services. All small businesses from this search are categorize by the following social economic groups:

Veteran: 76 Currently HUBZone Certified: 74 Service-Disabled Veteran: 55 Currently SDB Certified: 10 Currently 8(a) Certified: 66 Woman or Women Owned: 205

A sources sought was also posted on FBO; which ten (10) responses were received by the Government. See section VI for more information.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The present bridge acquisition averts critical lapses in the DoD CTF mission and facilitates the future competitive acquisition.

X. List of any sources that expressed, in writing, an interest in the acquisition.

Ten (10) sources responded to the CTF Bridge sources sought posted on FBO. See sources below:

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
