Solicitation FA487724QA093 V.2 B7514 Carpet Removal and Installation

Vendor Questions & Answers

Q1. Are we reaching out directly to the vendors listed for materials or can we provide the materials and include it in the price?

A1. Yes, per the USAF Carpet program, Tier II contractors (installers) are required to contact Tier I contractors for pricing. Please refer to the solicitation for POC information.

Q2. Is there a cost estimate, budget or ballpark figure for the project listed?

A2. A Government Cost Estimate is not provided. The recommendation is to offer your best pricing considering the required material and labor costs.

Q3. Is there an actual start date for the project?

A3. While no date is set for start of the project, the anticipation is within 4-6 weeks ARO. This is of course dependent on work center schedule, vendor’s availability and material delivery.

Q4. Who would be responsible for the purchase of the tiles and would they be on site prior to the project award?

A4. Please refer to answer A1 above.

Q5. Are any more specifications than the color and style of carpet.

A5. The customer has selected a product from the approved products per USAF Carpet II Program.

That selection is listed within the solicitation.

Q6. We can see that cove base required, but no size or color has been specified, as well as the basis of design. Please clarify.

A6. 4” is required sizing. The color was not selected to properly match with carpet. Customers would like to see options.

Q7. What documentation will installers need to provide upon arrival for install?

A7. Please refer to para 1.3 of the PWS in the Solicitation.

Q8. What time of day is the install going to be scheduled for?

A8. Please refer to paras 1.2.4 and 1.2.4.2 of the PWS in the Solicitation.

Q9. Will we be moving the furniture?

A9. Please refer to para 1.1 of the PWS in the Solicitation

Q10. Who will move electronics?

A10. AMARG Facilities will coordinate electronic movement

Q11. Please confirm if red areas including computer room are included.

A11. The red areas (computer room and entry ways) will be included. The replacement floor should be LVT of a coordinating color. These spaces are a combined 200 sq ft of flooring.

Q12. Will existing wood base/carpet cove be removed and replaced with rubber cove? Is vinyl acceptable? Are 4’ sticks sufficient or is rolled cove desired?

A12. Per the PWS, existing cove is to be removed and replaced with rubber cove.

Q13. What color cove? Is 4” sufficient?

A13. The color was not selected to properly match with carpet. Customers would like to see options.

Q14. Are the ground plugs in conference room going to be covered or cut around for accessibility?

A14. Cut Around

Q15. What is the timeframe allowed for the installation?

A15. Period of Performance will be dependent on awarded vendor’s projected schedule based on supply delivery, customer availability and holiday closures. Work is expected to begin within 6 weeks of award.

Q16. Will there be a place for trash provided or are we hauling it away?

A16. Please see para 1.2.7 of the PWS in the Solicitation

Q1a. Per air force carpet contract one style must be picked from each carpet mill on the contract, but I only noticed one from Mannington. Would you like contractor to pick one equal to?

A1a. Yes, vendor may offer an alternate from another Tier 1 supplier of equal color/pattern.

Q2a. What is the period of performance?

A2a. Please see answers A3 & A15.

Q3a. Could you clarify if you want carpet tiles installed or broadloom?

A3a. Carpet tiles as offered by Tier 1 contractors under the Air Force Carpet Program II

Q4a. Per floor plan and site walk, is the existing wood baseboard in Commander Office and (2) adjacent offices to remain?

Q5a. Men’s, Women’s and Commander’s Restrooms flooring is tile. Please confirm these rooms are out of scope.

A5a. These areas are not within scope of this project.

Q6a. Is there onsite storage for materials or shall contractor provide storage container?

A6a. Contractor must supply their own storage for materials and equipment.

Q7a. Will a job toilet be required or are the onsite restrooms available for workers?

A7a. Contractors are allowed access to onsite restroom.

Q8a. Will there be a laydown yard/spot for an onsite dumpster for debris? In the parking lot?

A8a. Vendor may coordinate with project manager to arrange space for dumpster prior to project start date.

Q9a. Is the contractor required to provide a dumpster to dispose of the trash and waste materials?

A9a. Please see answer A16.

Q10a. If the contractor is required to provide a dumpster, can it be placed in the parking lot?

A10a. Please see answer A8a.

Q11a. Can we park our equipment trailer in the parking lot?

A11a. Vendor may coordinate with project manager to arrange space for equipment prior to project start date.

Q12a. Can we store flooring materials and flooring supplies in the building?

A12a. Space within the building is limited. Contractor should plan to provide storage for all materials and supplies.

Q13a. Can we place a large storage container in the parking lot?

A13a. Please see answer A11a.

Q14a. Who is responsible for opening the doors before 7 am each morning and locking the doors at the end of the day?

A14a. Arrangements to work outside normally operating hours must be coordinated with the project manager.

Q15a. Can we use the restrooms in the building for the entire contract period?

A15a. Please see answer A7a.

Q16a. Can the COR perform the inspection and sign off on the completion of each room before the furniture is put back and government personnel return to the room?

A16a. Yes, an inspect and accept schedule can be coordinated with the Project Manager.
