1 The RFQ solicitation does not indicate a BID Bond requirement.

Does this solicitation require a BID Bond? If so, what is the project magnitude of the project for Bond procurement.

No this requirement will not have any bid bonds due to it not being considered as a construction requirement.

2 Per the Performance Work Statement, the performance period for the project solicitation is sixty workdays, which translates to twelve work weeks minus any GOV observed days. Please confirm this breakdown is correct.

Yes.

3 Will the security requirements that were in place during the site visit on 8/4/2023 be a daily requirement for workers during the on-site production period? I.E., No electronics and or Bluetooth transmitting devices, daily badging, check-in/check-out, no photo documentation, personnel escorting within the building perimeter…etc.?

Yes, these offices getting the new carpet are in secured collateral spaces.

There are security regulations that we must follow. AOC Security Management will attempt to make everything as easy as possible, but we have no choice regarding keeping everything in regulations.

4 Per the Performance Work Statement, the contractor is to shift/disassemble free standing furniture and reinstall in original location post carpet and base installation. Is any furniture known to be shifted/disassembled considered permanent/attached?

How cubicle furniture is installed in each room isn’t known? We do know that cubicle furniture attaches to itself in a manner that links a number of desk space together thus forming cubicle shapes. For my office, I have overhead cubicle furniture connected to the wall and not connected to the actual desk table section. Since this overhead storage isn’t connected to the carpet in anyway, it seems it wouldn’t have to be touched during the carpet install. I’m sure each office will have subtle differences.

5 Per the Performance Work Statement, 1.1.8 Carpet Installation,

1.1.8.1.1 Skim Coating. “The contractor shall skim coat the entire floor with cementitious floor patch to provide barrier from any remaining abatement chemicals and to give the floor the smoothness required for carpet installation.” What are the known abatement chemicals that will require skim coat encapsulation?

This question seems to be aimed toward those experienced at installing carpet and required floor preparations. I can say that 355 CES tested sections of the floor in this building to ensure asbestos wasn’t present. If the term abatement refers to asbestos, then, it is already mitigated due to CES tests thus doesn’t apply, but again, I’m not an expert carpet installer thus can’t say to everything that goes into preparing a floor for carpet install.

6 In relation to RFI 5, what is the substrate material makeup that requires a skim coat? E.I., Concrete?

Whatever the carpet installer does to prepare the floor for carpet install.

7 In relation to RFI 5, For areas with known electrical raceways, does the Gov require skim coat application over this type of substrate material?

The eventual owners of this carpet are just concerned about having carpet installed the right way. We don’t want pieces of carpet to come undone, but at the same time, certain carpet squares might need to be replaced due to stains thus can’t be tacked down in a way that makes replacement over complicated.

8 Is there any known Asbestos Containing Materials (ACM’s) within the scoped work area? If so, please provide any available reports.

I know CES test certain sections for asbestos, but I don’t have those reports.

I think the reports are kept in CONS.

9 Is there any known Lead Based Paint (LBP) within the scoped work area? If so, please provide any available reports.

There is no LBP in the work area for this building that I’m aware of. This would have been disclosed during the site visit as a safety note.

10 Are there any known abatement requirements within the specified scoped areas? If so, does the Gov have any have reports for the required material in need of abatement?

There is no floor related abatement for this building that I’m aware of. This would have clearly been disclosed during the site visit as a safety note.

11 Will The Gov be able to provide a dumpster location within a reasonable distance to the project area?

Yes there is a dumpster in the immediate area; reasonable distance is subjective. PWS has specific guidelines about the removal of such.

12 Will the Gov provided parking for the contractor be within an accessible distance from the project area for the use of retrieving tools and materials?

Yes.

13 Are there any specific tools not permitted within the project area? WIFI/Bluetooth devices are not allowed due to emission security guidelines.

14 Will the contractor be required to install containment barriers separating the project space from adjacent spaces outside the scope of work?

It depends upon common safety practices, but we will not expect barriers for barrier sake.

15 For confirmation, it is intended that a phasing plan will be implemented in collaboration with the awarded contractor. Correct?

Yes. Access to certain offices means the classified work must move to certain different offices that can be safeguarded from any security incident.

16 Per the Performance Work Statement, the work schedule in Mon-Fri between the hours of 7:30am-4:30pm. Will the contractor be able to work a 4day/10hr work week?

Yes, we will be willing to work a schedule based on contractor’s thinking but will need to ensure the escorts are available. Note: Ten hour a day four day work week has been accomplished on past projects.

17 Will all electronics/computers/personal affects be removed by the Gov prior to the contractor beginning work with the defined area?

Yes. If the contractors can safely install carpet under the cubicle/desk furniture, easily removed items will be handled by our personnel in prep of the carpet install for each office. Installers will inspect prep’d area and let us know all is good to do with starting the install for that particular space.

18 Will the Gov require stock materials at the end of the project for any future repairs? If so, what percent should the contractor provide?

355 CONS Question – Need a couple of cases of carpet squares; I’m looking at reasons where a carpet square must be replaced for whatever reason.

19 During the 8/4/2023 site visit, the contractor and the Gov discovered that the ”L” shaped closet across from the 1st floor room with a 139 Syd takeoff, will need to be included in the carpet installation.

Please confirm this is correct.

L shaped cubicle furniture will need to be lifted in a safe manner or disassembled to a point that can be lifted in a safe manner for the carpet square to be installed underneath the furniture. For items that can be easily moved by us (as untrained personnel), we will have a volunteer pool of airmen that will assist in moving the easy stuff. Need contractors to focus on the difficult stuff that require special lift and disassembly skills/tools. This prevents airmen from breaking expensive furniture.

20 During the 8/4/2023 site visit, the contractor discovered that the currently installed resilient rubber base material through the building varied. What is the desired profile, height, and color of base material? I.E., Flat or Coved? 4.5” or 5”? Black or Brown?

We will listen to contractor’s recommendations and are trying to match the carpet already installed in large ops floor area. I don’t know the specifics of its rubber base. However, each office space, might have differences that isn’t noticeable to the untrained eye. I’m not color coordinated but thought brown clashes with the new carpet.

21 During the 8/4/2023 site visit, it was brought to the contractor’s attention that the intended carpet tile selection would matched areas that have had recent renovations. The material presented to the contractor was Patcraft Futura, style IO380 Color: Atomic 00590.

Can the Gov confirm this material selection?

Yes. There is an attached Carpet Specifications sheet that will include the style of the carpet that is wanted.

22 Do you know what carpet style and manufacturer to be used on this project? Will it be only one color/style or different depending on floor or room?

See above question 21.

23 Will we be required to move and replace all furniture or will base personnel handle this part?

See above questions 4, 17, and 19.
