1. It states that this is an IDIQ - is it a MAC (multiple award contract) IDIQ? Or single award IDIQ.
a. Single Award IDIQ
2. The submittal instructions state that we must submit the price sheet as well as the Provisions and Clauses filled out - is there any technical proposal submittal and/or other additional submittal instructions?
a. No
3. Is there an actual formal solicitation document that accompanies this bid?
a. The solicitation on SAM is the formal and only solicitation.
4. Is there a price ceiling or approximate budget for this procurement?
a. That cannot be disclosed in the solicitation process.
5. The summary pricing sheet shows total cost per line item (type of aircraft) for the bid, but no section for lead time. Will lead time for completion of each Task Order be an evaluation factor? Is there a mandated / requested lead time issued by the government to complete each Task Order that the contractor must comply with?
a. The solicitation states: *Period of Performance for each aircraft is 45 days upon award of task order.
6. If lead time and technical background are not evaluating factors in the solicitation, will it solely be determined based on price?
a. The lowest priced quote that is found technically acceptable in accordance with the PWS will win the award.
7. Does the contractor need to have its CAGE code registered for the NAICS code 488190 in order to be considered?
a. No, they do not need to be registered with that NAICS code, but they still have to meet the small business size standards of that code
8. Is there any past performance requirement or past performance volumes that the government wishes offerors to fill out or submit in some form?
9. If there is no requirement for a technical proposal, does the government encourage offerors to provide additional background information on contractor's capabilities and experience in an unsolicited fashion, or will it be not considered for the purpose of evaluating offerors?
