VICAD Questions and Answers
1. We will need 1GB port for each server
A: Agreed.
2. We will need 100GB port for each camera A: Agreed.
3. Will the VICADS system require “alarm call up” with the Vindicator system which will tie into the base system?
· If yes, I need to know how many points, version of Vindicator (Win 7 or Win 10) A: No, however we currently using Windows 7 and would like the system compatible with Windows 10 for our future upgrade.
4. How many stations will be needed to view/control the cameras?
A: 3. We need stations at BDOC, E1 (the Alert Detachment), and Confinement
5. How many cameras?
A: 29 Fixed, 17 Pan Tilt Zoom. See PWS 1.2.1
6. Recording: How many days do they need and is there a specific stream type, resolution, frame rate, number of hours per day they want recorded?
- Typical 30 days recording
- Typical stream – H.264
- Typical resolution – 720P
- Typical frame rate – 30 fps
- typical hours per day – 24hrs A: - 30 day +
- Stream – H.264
- Resolution – 720P

7. Is there rack space for the recording server?
A: Yes
8. Will you be providing all UPS power in server room and out building and other locations?
A: Yes, we will have provided UPS power in the server room. No, the other facilities in other locations are furnished by the owner/users.
9. Does all equipment need to be on the Air Force Non-Nuclear Configuration Management Database (CMD) Equipment Approval list?
A: Yes. See PWS 1.2.1.2.(c)
10. It was identified that the existing IP system is on its own private network that consists of network switches across the base with fiber optic feeder cables. Would it benefit the Gov for us to design this system to utilize the existing private infrastructure or shall we plan on switching this system to run on the NIPR net? Keeping in mind that the VICADS only needs to interface with vindicator at the head end or when they are on the same VLAN to program video callup and integration.
A: Private network utilizing the existing infrastructure.
11. Do all the 46 camera locations have existing cabling to an existing NIPR Network switch? If not is there NIPR Net ports available on existing switches for us to add the cameras to?
A: Yes, however the system will be private and won’t require NIPR.
12. Could we please obtain a copy of the most current Non-Nuclear Configuration Management Database memorandum?
A: Yes. See attachments on solicitation
13. At the site visit a whole building UPS systems was identified in bldg. 1358 and at the network cabinet there is a 30 amp 110vac circuit with only 2amps of load. Would this circuit be available for us to use to incorporate into our design for the 30Min backup power requirement?
A: Yes, we want the system linked to the buildings backup UPS/Generator power
14. 5 viewing stations were identified at the site visit. Is 5 the correct number? Will the existing displays be reused if not could we get the size of the displays required by locations? Will the individual view stations have access to all cameras or only specific cameras?
A: 3 stations. We want stations at BDOC, E1 (the Alert Detachment), and Confinement. We will utilize existing displays if they are compatible with newly procured items and they must all be approved on the CMD list if utilized. Yes, they will have access to all cameras.
15. Will we be replacing the NVR?
A: Yes. Must be CMD approved.
16. Will you or will we be providing the network switches?
A: Vendor will furnish switches unless the vendor chooses equipment from the CMD, compatible with our existing Cisco 2960 switches.
17. Are all cameras to be IP based camera, or analog
A: IP based cameras
18. At each building or location outside of the server building will you be providing a network path to each location?
A: Yes, there is existing network paths as we are utilizing existing paths to install the new cameras. No new locations for install have or will be identified as we are only looking to replace our current system.
19. Will you be providing any media converters and network POE+ network switches for outside of server building?
A: Vendor will furnish switches unless the vendor chooses equipment from the CMD, compatible with our existing Cisco 2960 switches.
20. If we are providing field switches and server switches, we will need to see each location and space and power availability!
A: If the vendor provides switches and server switches space and power will be available as this equipment will be direct replacement to existing Cisco 2960 Switches with power availability.
21. Will we need software for the work stations, or will that be handled by others?
A: The contractor shall supply software. See 1.1-1.3.4
22. Any extra camera licenses?
A: No, as long as contractor is licensed on cameras they install from the approved CMD list. No additional licenses are needed.
23. Will you be providing a lift for camera installation on Base?
A: No.
24. If cameras are on fiber, what type of fiber is used?
A: Single mode fiber
25. Will we need any special access to said network?
A: No, SFS wants to procure a private network camera system. No special access will be required.
26. Will the cameras be on its own network or on the DOD network? (Due to bandwith from cameras)
A: Private network.
27. Will you be sending a site drawing with camera locations?
A: Yes. See attachments on solicitations
