The estimated value is between $1,000,000 to $5,000,000. Proposals are due on September 23rd, 2020. This is a one hundred percent small business set-aside conducted by the Department of the Air Force Air Combat Command.

9Will the base require a replacement of the existing contactors, contactor cabinets, and photocells at the base of the poles to control the fixtures?Musco LightingContactors & photocells and cabinets to be replaced. 10 Is the intent to then also replace the wiring inside the existing poles? Musco Lighting Wiring to be replaced. See SOW section 1.1, para: h.

11Can an offer with materials that deviate from the Buy America Act be submitted? If so, is there a rubric demonstrating how this offer will be evaluated?United Lighting TechnologyPlease review contract clauses 52.225-9 and 10 for the process for submitting an offer that requests an exception to the Buy American Act (BAA) and how they will be evaluated. Please note if doing so, offers should submit a complete alternate offer as described in 52.225-10(d). All lighting fixture specifications and warranties are to be met. All cybersecurity screening and equipment vetting must be maintained.
12Please provide airfield plans/as-builts. 20 Regarding the new poles on the A-10 ramp (poles 3-1 – 3-9) what is the maximum pole height allowed? Phoenix Lighting Maximum height: 150’, Specific height to be determined by structural and photometric engineering analysis.

21 Regarding the top of the new poles on the A-10 ramp (poles 3-1 – 3-9) will the new poles have a lowering device, use a basket, or a set of standard cross arms? Phoenix Lighting Standard cross arms are to be specified.

22Project notes “replaces two hundred fifty four (254) existing fixtures”, however “Attachment 4: Airfield Stadium Light Map” current fixture count actually totals 278. Is 254 the targeted new fixture count and is there a preference where the 24 piece reduction comes from?Phoenix LightingFixtures are NOT to be replaced on a 1-for-1 basis. 24What is the light loss factor (LLF) to be used for the photometric layouts?Phoenix LightingFor aprons include computer-generated photometric analysis of the "designed to"

values in accordance with IES RP-33 for the "end of useful life" of the luminaire installation using a light loss factor of 0.81.

25Will fixtures require a socket for a photocell?Phoenix LightingYes, photocells are the primary lighting contol. Exterior push button override switch installed in cabinet is also required. See SOW section 1.1, para: r.
26What is the wattage of the current fixtures?Phoenix LightingVaries. See As-built drawings for reference.
27Would cutting of poles to 3-1 through 3-9 and re-attaching or installing a new Arm and man cage be acceptable as opposed to replacing the poles?DAP ConstructionPole height reduction is acceptable only if designed by licensed structural engineer. Stamped engineering design must be submitted for approval.
28Does the government want all lighting associated controls and electrical breaker panels for each pole replaced with new?DAP ConstructionWiring, contactors & photocells and cabinets to be replaced. 29On the site visit it was noticed that some poles have red obstruction lights on top of them and some don’t. Please identify which poles will need Red obstruction lights on top? In
addition will the obstruction lights run 24 hours a day or just at night, as well as are they flashing or solid lit?DAP ConstructionRed obstruction lights are to be removed and same replaced. Existing to be reinstalled & reused.See SOW Section 1.1, para: g.
30It appears there is an old maintenance down light above some of the lighting control panels mounted on the side of most of the poles. Does the government want this light replaced
with a new led fixture for maintenance purposes on the poles that have them or just eliminate them? If replacement is needed will they need to be switched or photo cell controlled to runevery night on applicable poles or add to all poles?DAP ConstructionCabinet down lights are not to be replaced. Down lights are to be removed. See SOW section 1.1, para: g.
31How would you like us to provide a cost to the potential repairs and/or replacement to poles and foundations that are determined by the engineer not to meet structural requirements after that assessment for the poles not to be replaced in scope of work?Miura ContractingAssume that no additional poles shall be replaced when pricing the proposal. At such time a structural engineering analysis reveals that replacement of a pole is required, an addendum will isssued post award.

38Where are these pole powered from? (point of connection.)Miura ContractingPoles are powered from different airfield circuits. There is not one circiut that feeds all the apron lights.

39On the Helicopter Ramp: The poles have lowering devices. Are these all currently operational?Miura ContractingLowering rings are operational.
40Is it the intention to replace the lowering devices?Miura ContractingLowering devices are to remain, not to be replaced.
41The specification (attachment 1) page 11 of 41 and the sample time line on page 12 of 41, which appears to be project specific, shows 380 days (text) and 56 weeks (time line).
What is the duration of this project?Rock Gap Construction182 Days.
41Will a bid guarantee be required for this proposal and, if so, for how much must it be and who is to be named as obligeRock Gap ConstructionIAW FAR 52.228-1 a Bid Guarantee is required and shall be 20% of the bid price or $3,000,000 whichever is less. Please see page 48 and 49 of the solicitation for additonal information.
