Alert Apron Solicitation RFI’s

1. Will their be a limit placed on working hours?

Gov’t Response: Per Section 01011 paragraph 1.6.1.3. “All construction work shall be accomplished between the hours of 0600—1500, Monday through Friday, excluding federal holidays, unless otherwise approved in writing by the CO. If the contractor desires to work after 1500, weekends, or during federal holidays, the contractor shall submit the request to the Contracting Officer at least 2 days in advance.

Each request will be considered on a case-by-case basis.”

Deviations to these hours shall be submitted to the Contracting Officer at least 2 days in advance. Each request will be considered on a case-by-case basis.

2. Will gate F-27 be available for contractor’s exclusive use, and if so will it be the contractors responsibility to post a guard at that gate?

Gov’t Response: Gate F-27 will be manned by SFS. There is a chance that this gate could be used exclusively by the Contractors, however the area is still in a restricted area and the restrictive requirements will still apply.

3. Will the South Swan Gate 29 Bravo be available for use as a haul route for construction truck traffic, and if so will the contractor be responsible to post a gate guard, and will the guard need any special certification?

Gov’t Response: The government will try to request the use of South Gate (29B) for the use of the concrete haul trucks only during the gate operating hours (0600 – 0900 & 1330 – 1800). This approval is not guaranteed.

4. Will as-builts be provided for the area so we can determine the existing pavement section as well as any utility locations?

Gov’t Response: Existing as-built drawings of this area does not exist however attached is a utility map of the area.

5. Will the Existing rolling gate track and surrounding concrete stay in place as is?

Gov’t Response: Yes, the existing rolling gate, track, and concrete foundation slab associated to the gate will remain in place as is.

6. Will the tie in point along the hangers be the existing joint approximately 2’ north of the doors?

Gov’t Response: Yes, the tie in point will be up to the hangar foundation, which is the joint just before the doors.

7. Is the removal limits of remove and replace to be along the outside of the existing block wall enclosure?

Gov’t Response: The removal limits will be as close to the mechanical yard block wall without compromising the block wall.

8. Is there no remove and replace concrete to be done inside of the existing block wall enclosure?

Gov’t Response: There will be no work inside of the mechanical yard.

9. Will the existing concrete around where the utilities come out of the ground and go into the building be left in place?

Gov’t Response: The existing concrete will demolished up to the building foundation to create a single joint along that side.

10. Please provide as-built drawings for the apron and any underground utilities within the area.

Gov’t Response: Existing as-built drawings of this area does not exist however attached is a utility map of the area.

11. Would a portable batch plant be allowed on base as long as the mix design followed the UFGS criteria?

Gov’t Response: A batch plant would be allowed so long as all of the UFGS criteria is met, to include but not limited to certifications, equipment, as well as testing and inspecting.

12. Will a construction free-zone waiver be viable as long as mission requirements aren’t hindered?

Gov’t Response: Yes, a construction free zone waiver is viable, however the entire area is still within a restricted zone and some restrictions cannot be waived.

13. How close to the existing CMU mechanical/electrical yard will the contractor be required to sawcut/replace existing concrete? (ex. 1-ft / 1.5-ft?)

Gov’t Response: The removal limits will be as close to the mechanical yard block wall without compromising the block wall.

14. There were some recent concrete cores seen while on the site-walk. Can the information on those be provided?

Gov’t Response: No the date and reports of those cores is unknown.

15. What will be the process for cold joints in the concrete?

Gov’t Response: Cold joints are considered construction joints follow UFC and UFGS requirements for this type of joint, to include load transfer between slabs.

16. RFP reference: 01011, 1.6.3.2 RFI: Says to “see sheet 2 of the attached plans”. There aren’t any attached plans that we saw in the beta.sam.gov website. Can you please put these referenced plans on the beta.sam.gov website?
