I. Contracting Activity.

355th Contracting Squadron, Amanda F. Henderson, Contracting Officer

II. Nature and/or description of the action being processed.

A one-time Firm Fixed Price (FFP) contract with a Limited Sources Justification & Approval is contemplated to procure Airlift Support. The government estimated pricing and history permits a realistic probable cost estimate.

III. Description of supplies/services required to meet agency needs.

The agency requires airlift support services for paratroop operations. The vendor shall be US Air Mobility Command (AMC) approved to include aircrew certifications and licenses. The airlift support must provide up to, but will not exceed, 60 training flight hours. The Air Force maintains the right to separate the flight hours into a day block of training, followed by an aircraft shutdown period, and finish with a night block of training to meet mission requirements. In accordance with (IAW) the training objectives, the contractor shall provide flight time of 0.5 hours minimum each sortie. The aircrew shall be knowledgeable in current military static line and freefall parachuting tactics and procedures relating to aircrew and jumpmaster interface/coordination IAW AFI 11-410, Personnel Parachute Operations and ATP 3-18.11, Special Forces Military Freefall Operations. The contractor shall be Department of Defense (DoD) approved commercial operators to include aircraft certifications and licenses (in accordance with Department of Defense Instruction (DoDI) 4500.53, DOD Commercial Air Transportation Quality and Safety Review Program), if available or otherwise in accordance with US Special Operations Command (USSOCOM) Directive 350-3. The vendor shall be US Air Mobility Command (AMC) approved (inspected) to include aircrew certifications and licenses. Side mounted troop seats/side-facing seats (military style canvas/nylon seats with extended length seats) for sixteen (16) parachutists per lift Maintenance provided on site for facility owned aircraft. At a minimum, standard VHF/AM radios are required with UHF radio preferred and, if available, Global Positioning System (GPS) Navigation. Parachute jump lights (red/green) must be in cargo compartment for jumpmaster/aircrew coordination. Aircraft must have a cargo compartment capable of accommodating sixteen (16) parachutists and portable oxygen consoles. There must be intercom communications between aircrew and jumpmaster. The aircraft must be configured for over the ramp static line operations. Aircraft must have static line cable and retrieval system. Static line cables must be permanently installed; temporary installations are not acceptable. Aircraft must be capable of deploying nine (9) Double Bag Staticline (DBSL) jumpers in one single pass. Aircraft must be configured for day and night HALO/HAHO operations. Aircraft must be capable of air drop operations up to 17,500 feet via ramp. The aircraft ramp must have a non-skid surface. Aircraft must have side door suitable for spotting. Side door must be capable of opening and closing during flight. Aircraft must have ramp and door for jumper's exits. Aircrew shall have an oxygen system (portable or permanent).

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

IAW FAR 6.302-1,"Only one responsible source and no other supplies or services will satisfy agency requirements", the Paratroop Air Carrier Listing demonstrates that only the vendors listed on this document are qualified and acceptable to provide paratroop carrier airlift support.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

AFI 11-410, par 8.3, directs that Airlift Services are to be authorized in accordance with DoD 4500.53. Procuring Airlift Services for Paratrooper use and training are regulated to the current Approved Carrier List and any vendors selected for the requirement must provide documentation of their established contact and use with these carriers for the training being conducted. Following the completion of market research for this requirement, it was found that it is most beneficial to the

March 2018 Page 3 of 3 government to procure training from vendors that use Airlift Services with only approved and authorized carriers. Adhering to this mandate ensures the compliance and utmost safety standards required for military and government personnel.

Contracting with a vendor outside the approved parameters could result in potential liability and severe safety infractions.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

Market research was conducted to review potential sources and past purchases for similar requirements, Internet searches for Technical Orders (TO) and other Air Force guidance pertaining to airlift support. Conclusion of the research identified that only approved vendors on the Paratroop Air Carrier Listing would be sufficient for the requirement.

VII. Other facts supporting the justification.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services and supplies in an effort to meet the customers needs in any timely manner. The constant outreach to identify additional vendors via the available resources and previous acquisitions is our action to create more opportunity for competition.
