FA4877-20-Q-0074 – A-10 Maintenance Stands

VENDOR QUESTIONS & RESPONSES

AS OF: 26 NOV 2019

Q1: What is the baseline electrical requirement? Two receptacles per stand without an emergency shutoff, and then adding the shutoff is CLIN 0002? Or is the entire electrical system an option under

CLIN 0002?

A1: Contractor shall propose options for an electrical input, circuit protectors and emergency shut off with flush mounted outlets in the deck sections; as a minimum there shall be two (2) electrical connections (120V, single phase, 60Hz) per stand. Contractors may propose their option to meet the minimum electrical specifications as stated in the Salient Characteristics as long as they are compliant with all electrical compliance codes.

Q2: The SOW says we should provide options for pneumatic hookup, end-of-wing railings, and over-the-nose railings, but these options aren’t on the pricing schedule.

A2: The CLIN Pricing Schedule has been updated to allow vendors to propose these options separately.

Please reference the updated CLIN Pricing Schedule for additional clarifications.

Q3: Will the customer be able to lift the stands off a flatbed on delivery, or will we need to arrange private riggers to unload the trucks?

A3: Yes, AMARG will be able to unload dry-van trailers and flat-bed trailers – minimum 3 day advanced notice is required on deliveries. Stands/material must be ready to be easily off loaded via forklift.

Q4: The delivery is time sensitive, but there is no indication of what delivery timeframe is needed.

A4: All (5) five SETS must be assembled and on site no later than 90 days after award.

Q5: Are there any drawings for this RFQ, all we are able to find are the dimensions.

A5: No, there are no drawings associated with this RFQ

Q6: Couple of questions on the stands (1-Left and Right Cockpit Stand, 1- Left and Right Leading Edge Stand, 1 Left and Right Trailing Edge Stand). I assume that this means 1ea left and 1ea right Cockpit Stand Etc. 6 stands per set for a total of 30 stands.

A6: Yes, each SET should contain the following:

1- Left Cockpit 1- Right Cockpit 1 - Left Leading Edge 1 - Right Leading Edge 1 - Left Trailing Edge 1 - Right Trailing Edge

For a total of 6 STANDS per SET and a grand total of 30 STANDS for 5 SETS

Q7: Will it be possible to get paid for the stands as they are delivered rather than delivering all 5 and waiting to get paid?

A7: Yes, rolling deliveries will be allowed and vendors can invoice for SETS once they have been delivered, assembled on-site and confirmed as acceptable by the customer. This is a time sensitive requirement all SETS must be assemble and on-site no later than 90 days after award.

Q8: Can the due date of November 22 be extended further?

A8: The solicitation has been amended to extend the proposal submission date accordingly, interested vendors must submit proposals no later than 2 DECEMBER 2019.

Q9: Line Item 0001 states that each set will included (1) left and right for each of the cockpit, leading edge, and training edge stands. Does this mean you want (1) stand that is compatible with both left and right sides or (1) left side and (1) right side stand?

A9: Each SET should contain the following:

2- Left Cockpit 2- Right Cockpit 1 - Left Leading Edge 1 - Right Leading Edge 1 - Left Trailing Edge 1 - Right Trailing Edge

Q10: In the Salient Characteristics Sheet under minimum Safety Spec Section – the second bullet point states the stand need to be “OSHA 190D compliant; could this possible be referencing OSHA 29 CFR 1910 Subpart D?

A10: Yes, this is a typo – the correct reference is OSHA 29 CFR 1910.

Q11: For each A10 there is a set of stands (6 total: 2 cockpit, 2 leading edge and 2 lagging edge). And there is a requirement listed that says stands connect to each other if required. Based on above data, does each A10 have 1 staircase for each stand (so there are a total 6 staircases for the 6 stands for each A10)

A11: Yes, each SET contains a total of 6 stands (left and right for each angle) accordingly each STAND will contain 1 staircase to enable access to all sides of the aircraft (total of 6 staircases) per SET

Q12: How long sliders are desired or required (for closing gaps with aircraft frame)

A12: As noted in the RFQ Attachment 1- Product Minimum Salient Characteristics – all proposed products must meet OSHA 29 CFR 1910 compliance requirements. Please reference the OSHA standards.

Q13: We want to confirm that each LH/RH platform has its own removable stairway. So we can provide

(6) stairways per set?

A13: Yes, each stand will have its own stairway.

Q14: Line item 0002 states that you want an option to include an emergency shut off switch for the electrical system. Are we to assume that the standard electrical system (described in the Salient Characteristics document) should be included in line item 0001?

A14: Yes, standard electrical system should be included in CLIN 0001 pricing. The Emergency Shut Off should be priced separately under CLIN 0002.

Q15: We want to clarify that line item 0004 should read lighting system, to match its description?

A15: Yes, the description for Line Item 0004 on the CLIN Pricing Schedule should read – LIGHTING SYSTEM. Please reference the updated CLIN Pricing Schedule for additional clarifications.

Q16: The salient characteristics document describes wanting an option to include and integrated air system, but there isn’t a dedicated line item for this option. Do you still want us to quote this feature?

A16: The CLIN Pricing Schedule has been update to allow vendors to propose option pricing separately for an Integrated Air System under CLIN 0005. Please reference the updated CLIN Pricing Schedule for additional clarifications.
