Demo Solicitation RFI’s

1. Would the Government allow for our hygienist and/or Environmental personnel to arrange a site visit between now and 01/23/20?

Gov’t Response: A second site visit will not be considered pre-award.

2. Regarding L8..3.1. Past performance Questionnaires (Attachment 1). The Government requests that past performance questionnaires be sent five (5) calendar days prior to the proposal submission date to ensure all questionnaires are received for a complete evaluation.

Question: Proposal submission date is January 23, 2020, therefore, five (5) calendar days would be Saturday, January 18, 2020. Does the government want the questionnaires returned no later than Friday, January 17, 2020 or would it be acceptable for questionnaires to be returned on Monday, January 20, 2020?

Gov’t Response: 5 days is just a recommendation to ensure they are received. Questionnaires can be submitted to the government up to the proposal submission deadline.

3. RFP reference: 01011, 1.6.3.11, Fac 4000 RFI: Does DMAFB desire to have the retention basin north of the building returned to its original, preconstruction elevation, or shall it remain a retention area? Will new contours be allowed to drain to this area? Will there be a restriction as to how much drainage will be allowed to drain to the basin if allowed to remain?

Gov’t Response: The existing retention basin will remain untouched. Surface will be graded to meet adjacent contours and not allow standing water.

4. RFP reference: 01011, Fac 4351 RFI: Will the appliances related to the ongoing laundry operations be removed by the users or will these be part of the disposal requirements?

Gov’t Response: Include the removal by contractor of the laundry equipment within the disposal requirements of this contract.

5. RFP reference: 01011, Facs 4350, 4351, 4352, 4355 RFI: Are there as-built drawings available for these facilities, particularly as they relate to the underground utilities in the area of the pool? Will these as-builts be provided prior to the proposal submittal deadline?

Gov’t Response: See provided as-built drawings.

6. RFP reference: 01011, Facs 4000, 4350, 4351, 4352, 4355 RFI: There are several instructions provided related to existing concrete, asphalt, and other materials that the requirement is “remove and recycle”. What is the expectation for DMAFB regarding the recycling of concrete, asphalt and other materials?

Gov’t Response: Recycle, as applicable, and provide manifests of the diverted material.

7. RFP reference: 01011, 1.6.2.11.8, Facs 4350, 4351, 4352, 4355 RFI: Please define the limits of asphalt removal. What is considered “within the swimming pool area”? Is the parking lot to the east of Fac 4351 to be removed either in part or in total?

Gov’t Response: The parking lot is not within the pool area and will remain in place and be protected.

8. RFP reference: 01011, 1.6.2.11.12, Facs 4350, 4351, 4352, 4355 RFI: Does this section mean that the transformer shall be replaced if damaged during the course of the project, or does it mean that it must be determined if the transformer is damaged prior to the proposal?

Gov’t Response: If the transformer is damaged during demolition activities, it shall be replaced.

9. RFP reference: 01011, 1.6.2.11.14, Facs 4350, 4351, 4352, 4355 RFI: Should this note be assumed to mean removal of any refrigerant gases, or is DMAFB’s concern limited only to freon?

Gov’t Response: Any Freon or refrigerant gases shall be properly removed by contractor before the equipment is removed and disposed of.

10. RFP reference: 01011, 1.6.3.6, Facs 4000, 4350, 4351, 4352, 4355 RFI: This paragraph implies that there will be ongoing user operations in/at the facilities during demolition. Is this correct? If so, please describe the extent of ongoing operations.

Gov’t Response: The surrounding areas (parking lots, dining hall, streets, sidewalks, etc.) will still be in use and any stockpiling/contractor yards will not interfere with any potential activities.

11. RFP reference: 01011, Facs 4350, 4351, 4352, 4355 RFI: Per Pima County, there is a sewer main just east of Building 4351. Since this sewer line has only one manhole beyond this facility (so that it may only serve this facility), is it the intention to remove this sewer line to Libre Street?

Gov’t Response: Cap the servicing sewer line at the manhole, or the main line. The main line is to remain in place and active.

12. RFP reference: 01011, 1.6.2.11.1Fac. 4352 RFI: Does the government know the amount of water that is existing that needs to be pumped out?

Gov’t Response: No.

13. RFP reference: 01011, 1.6.2.11.6, Fac. 4355 RFI: What is the thickness of the concrete that was used to fill in the wading pool?

Gov’t Response: See provided as-built drawings.

14. RFP reference: Solicitation RFI: Are there Liquidated Damages on this project? If so, what are they?

Gov’t Response: Liquidated damages are not included in this project.

15. RFP reference: Solicitation, Section L, L5.8 (Proposal Submission) RFI: Are we to submit proposals by email or deliver hard copy of CD? Does everything have to be submitted on one single email or one single CD?

Gov’t Response: Proposals can be delivered via email or hard copy CD. There is not limit on the amount of email or CD’s sent. The government asks to keep the amount to a minimum. Contractors submitting a proposal must abide by the page limitations outlined in Attachments 2 – Section L of the solicitation.

16. RFP reference: Form 3052 RFI: Typically on demolition projects like this, specific quantities are not specified, as this would not be cost effective. For this project, the entire facility would be demolished with larger equipment. What is the reasoning for the quantities?

Gov’t Response: The reasoning is to ensure all items are accounted.

17. RFP reference: Form 3052 RFI: There are quantities on all of the demo line items, however, Facility 4000 was mostly locked and quantities couldn’t be qualified. Do you have quantities for this facility?

Gov’t Response: No.

18. RFP reference: 01011, Section 1.6.2.10.6 & 1.6.2.11.11 RFI: Do we need to remove underground electrical feeder conduits, or can we remove conductors only and abandon conduits in place?

Gov’t Response: Remove conduits as well.

19. RFP reference: 01011; Fac. 4000 RFI: Are the slabs on deck for the floors & roof prestressed precast? How were they set?

Gov’t Response: See provided as-built drawings.

20. Is it acceptable to include our bid bond at the end of Part V - Contract Documentation?

Gov’t Response: That is acceptable.

21. Since this proposal is required to be submitted electronically, can you please confirm it is acceptable to include a scanned copy of the executed bid bond?

Gov’t Response: A scanned copy is acceptable.

22. Construction Cost Estimate Breakdown. Consideration to revise line items in the Construction Cost Estimate Breakdown to provide a lump sum per building. Contractor will not be demolishing or removing each individual building component during demolition such as windows, doors, hardware, etc.

Buildings will be demolished in its entirety, as a whole.

Gov’t Response: Provide a note for the windows, doors, hardware, etc. that costs were included within Division 02 Line item 9 (Dorm)/13 (Pool), however for larger individual items like sidewalks, utilities, landscape, etc. provide the detailed costs.

23. Specifications FBNV 180013, Page 01011-2, 1.6.2 Demolition Requirements, 1.6.2.1. (All Facilities) Verify the presence or absence of asbestos-containing materials (ACM) and design for removal. Tests shall be facility-wide and shall be comprehensive.

If the presence of asbestos containing materials is discovered during the testing phase, will the Government consider a change order to remove ACM from affected buildings?

Gov’t Response: Yes.

24. Specifications FBNV 180013, Page 01011-5, 1.6.3.1. Field Information. Base utility information which may be provided for this RFP is the best information available and may be provided to assist the Contractor during the design of this project.

a. Requesting Base utilities map (GIFs data), as built surveys on Buildings 4000, 4350, 4351, 4352 & 4355 and additional time to prepare design. It is very difficult for the Contractor to provide a 10% Design Submission without the Base utility information and as builts drawings for each site.

b. If no base utility information is available to the Contractor prior to bid submission, consideration to remove 10% Design Submission from proposal or allow Contractor to provide a rough Demolition Site Plan for bidding purposes.

Gov’t Response: Maps have been provided.

25. Construction Cost Estimate Breakdown, Pages 12 & 13, Division 32 Exterior Improvements – Dorm Facilities, 1. Seed Mix and Pool Facilities, 2. Seed Mix. Also reference, Specifications FBNV 180013, Page 01011-6, 1.6.4 Landscape Requirements, 1.6.4.2. (All Facilities) Site Restoration of Landscaped Areas: Required landscaping shall be accomplished at the earliest possible time after backfilling. All existing landscaped area’s final conditions shall match existing surrounding’s landscape.

Per the site visit on January 7, 2020, existing surrounding landscape is currently screened decomposed granite. The sites do not require a seed mix for grass growth. Please identify sites/areas where seed mix will be required.

Gov’t Response: Seed mix is to be placed where the existing facilities will be demolished as well as any surrounding area that was disturbed.

26. Specifications FBNV 180013, Page 01011-6, 1.6.4 Landscape Requirements. 1.6.4.3. 1.6.3.13. (All Facilities) Site Restoration of All Other Areas: Rough grading shall be accomplished immediately after backfilling excavated foundations. Final grading and soil stabilization shall be accomplished as soon as possible thereafter. Note: Stabilization shall be in the form of a seed mix and shall follow the provided Desert Scrub seed mix, see Attachment 2.

Please identify other areas not requiring landscaping to match existing.

Gov’t Response: This question is not clear. See response to question 25.

27. Specifications FBNV 180013, Page 01011-14, 5. Electrical Design. 5.1.2. General Scope… and install new underground CATV, power, telephone/communication, as required in this RFP.

What building(s) will require the installation of new underground CATV, power, and telephone/communication? Additionally, in the Construction Cost Breakdown Estimate, I did not see a line item to install said items. Please verify and provide additional information of items to be installed in this RFP, if any.

Gov’t Response: New items are not required in this RFP, unless what is to be protected in place gets damaged.

28. Specification Section 01010 Paragraph 2.5.a states that the DMAFB Contractor Environmental Guide will be provided with the Request for Proposal. Please provide.

Gov’t Response: Will provide

29. Please provide a drawing showing the locations of the utility mainlines (for utility disconnection).

Gov’t Response: See provided drawings.

30. (Ref. Spec Section 01011.1.6.2.11.8) Please clarify the extent of the asphalt demolition associated with the pool complex. Is the entire asphalt area east of the building to be removed as part of this demolition?

Gov’t Response: The only asphalt demolition will be the driveways leading from the parking lot to the pool complex. The parking lot will remain in place and be protected.

31. Please provide as-built drawings for the buildings being demolished.

Gov’t Response: See provided as-built drawings.

32. Please clarify the extent of electrical work required (Paragraph 5 of Spec Section 01011). Is there new underground CATV, power, telephone/communication being installed under this RFP? What systems require “replacement systems”?

Gov’t Response: New items are not required in this RFP, unless what is to be protected in place gets damaged.

33. There is a Specification Section for hot mix asphalt, but it is unclear where this will be required.

Please clarify where paving will be required.

Gov’t Response: 01011 paragraph 1.6.2.11.15 (Facility 4350/4351/4352/4355) Remove and recycle the dumpster area for the facilities. Fill in the area with asphalt to match the surrounding area.

34. Can the contractor break the pool walls down, perforate the pool bottom and leave in place?

Gov’t Response: No, the final intent is to have a clean site.

35. Can the contractor crush concrete onsite and use for back-fill at the pool? If yes, to what specifications?

Gov’t Response: No, the final intent is to have a clean site.

36. Will we be granted access to water near the 2 locations at no charge to the contractor? For dust control.

Gov’t Response: Yes nearby fire hydrants can be used for dust control so long as there is also a backflow preventer and water meter. There is no charge for the water however there are still requirements to track the amount used.

37. Do you have as-built plans or drawings of all the buildings and pool to be demolished?

Gov’t Response: See provided as-built drawings.

38. Can we just give you 2 lump sum prices for the 2 sites and still be compliant? The single item amount on form 3052 is making this very, very complicated. It just does not make sense to us. We are not removing and replacing single items. We are demolishing an entire building. Not possible to come up with a fair number for you. We base our price on the tonnage of C&D produced by the building to be removed.

Gov’t Response: Provide a note for the windows, doors, hardware, etc. that costs were included within Division 02 Line item 9 (Dorm)/13 (Pool), however for larger individual items sidewalks, utilities, landscape, etc. provide the detailed costs.

39. Do you anticipate extending the respond date? I am asking because our engineer and draftsman are saying the time allotted is not enough time to complete the drawings you are requesting. Specially, since you have not uploaded any as-built or drawings of the facilities.

Gov’t Response: An extension has been provided on amendment 0004.

40. Will we be allowed to park a travel trailer on base or on site?

Gov’t Response: Yes a contractor’s laydown area will be found and can be requested to be larger enough for travel trailers.

41. Would it be possible to show us on a map where the two sites are in the AFB? It’s a large place.

Gov’t Response: 01011 paragraph 1.2 The first site is located on the southeast side of Fifth Street and Ironwood intersection. The second site is located on the southeast side of Craycroft Road and Libre Street.

42. 1.6.2. Demolition Requirements.

1.6.2.1. (All Facilities) Verify the presence or absence of asbestos-containing materials (ACM) and design for removal. Tests shall be facility-wide and shall be comprehensive. For example, particular care shall be exercised to test the composite of all existing construction materials, such as carpet/adhesive over one or more layers of resilient tile/adhesive, which may be found in the existing floor finishes. Include the resultant report and recommendations in the Investigation Report. A copy of the test reports will be given to the Base for their records.

a. In order to estimate the cost of an asbestos abatement survey, the AHERA building inspector would need the following information - Number of materials to be tested, locations of materials, square footage of materials to be tested (or lineal in case of pipe insulation). This information will help to determine the estimated time to perform the survey, the number of samples to be taken, as well as the method of analyzation that will be required by the lab.

b. An accurate asbestos abatement estimate cannot be generated without the information that would be provided by the survey.

Gov’t Response: As stated in paragraph 1.6.2.1 it is the responsibility of the Prime Contractor to verify the presence as well as to perform a comprehensive asbestos survey of all facilities.

43. 1.6.2.1.1. (All Facilities) Multiple partial inspections have been performed in most facilities and non-friable asbestos is present, see Attachment 1 (Toxics Report Summary) for inspection data in the facilities that have been inspected. Workers/Supervisors will need to be properly trained in accordance with CFR

1926.1101. Complete Asbestos reports will be available upon request.

a. Please provide available complete asbestos reports for the associated buildings of this project.

Gov’t Response: Complete reports have been provided.

44. 1.6.2.1.2 (All Facilities) Non-friable asbestos (NFA) can be disposed of as a solid waste along with other construction debris as long as the landfill is permitted to accept non-friable asbestos waste. Wet NFA prior to removal to minimize airborne fibers. Non-friable will not need to be removed by a licensed and EPA certified asbestos abatement contractor since it will remain intact until the actual building demolition occurs and if it becomes part of the general demolition debris.

1. In order to determine the potential friability of ACM (Asbestos Containing Material), the condition of the material must be assessed. Non-friable ACM can become friable due to damage, wear, and/or deterioration due to age. Attachment 1 Toxics Report Summary does not identify the condition of the materials tested. The most recent survey results referenced in the Toxics Report Summary are from May of 2006, and go back as far as July of 1987. Two facilities, 04350 (Swimming Pool) and 04352 (Swimming Pool H2O Treatment), do not have the survey results included. A comprehensive updated survey will be required prior to generating an asbestos abatement estimate.

Gov’t Response: If friability is an issue than remove all ACM. If there is not a survey listed in the summary then there has never been a survey performed on that facility. As stated in paragraph 1.6.2.1 it is the responsibility of the Prime Contractor to verify the presence as well as to perform a comprehensive asbestos survey of all facilities.

45. 1.6.2.2. (All Facilities) Verify the presence or absence of lead-based paint or other lead-containing coatings and design for removal. Tests shall be facility-wide. A copy of the test reports will be given to the Base for their records.

a. Similar to 1.6.2.1., Similar information will be needed for a certified Lead Inspector to provide an estimate for a comprehensive Lead survey, as well as a project design for removal.

Gov’t Response: As stated in paragraph 1.6.2.2 it is the responsibility of the Prime Contractor to verify the presence as well as to perform a comprehensive lead based paint survey of all facilities.

46. 1.6.2.2.1. (All Facilities) Lead-based paint (LBP) is known to exist in the work areas and will be disturbed during the demolition process. Contractor will perform a Toxicity Characteristic leaching procedure (TCLP) test prior to removal of debris to determine whether debris contains any leachable heavy metals. If any regulatory limits are exceeded, the debris is considered hazardous waste that needs to be dispose of at a landfill licensed to accept hazardous waste. If none of the regulatory limits are exceeded, the debris is classified as construction debris that may go to landfill licensed to accept construction debris. Debris is not anticipated to be hazardous waste.

a. More information, including a comprehensive Lead survey would be required to determine the associated costs of TCLP sampling.

Gov’t Response: As stated in paragraph 1.6.2.2 it is the responsibility of the Prime Contractor to verify the presence as well as to perform a comprehensive lead based paint survey of all facilities.
