DEPARTMENT OF THE AIR FORCE

355TH CONTRACTING SQUADRON (ACC)

DAVIS-MONTHAN AIR FORCE BASE, ARIZONA

29 August 2018

MEMORANDUM TO WHOM IT MAY CONCERN

FROM: 355th Contracting Squadron/PKB 3180 S. Craycroft Road Davis-Monthan AFB, AZ 85707-3522

SUBJECT: Site Visit Meeting Minutes and Solicitation Questions: FA487718R0047 Barrier Maintenance

1. Questions:

The PWS has been revised to include bollard maintenance, paragraph 1.1.6.3.

Previous contract: FA4877-17-C-B003 awarded to Twelve Gage Enterprises in the amount of

$349,628.64 total.

Is there an incumbent? – No, there is no contract in place currently.

Is there a storage area the contractor can keep spare parts at? – There is an area that the contractor can bring their own 20’ conex to store supplies in.

Are there any water issues? – The drain at Craycroft gate gets backed up and the Swan gate outbound barrier has issues if it rains hard.

On the pop up bollards, would we be responsible to fix the air leak or would we be able to write a ticket to bring them to 100%? – The bollards would require the charging of oxygen with every quarterly maintenance, not a separate ticket to charge them; if you are awarded the contract and can propose a fix, that would be a ticket submitted to the contract manager prior to performing corrective maintenance.

The barriers don’t have serial numbers, therefore serial numbers won’t be provided.

2. Craycroft gate, Nasatka NMSB III-D:

There is a drain off in the ditch on the west side of the barriers. Barrier 1 drains into barrier 2 (side by side) then barrier 2 drains into the ditch.

These barriers were installed between years 2002 and 2004; 14-16 years old.

There are 2 independent hydraulic power units, 1 per lane.

Power washing is allowed

3. Wilmot gate, Delta TT210M:

Maintenance will be included in the PWS, paragraph 1.1.6.3.

They require charging with oxygen every quarter with the quarterly maintenance One of the bollards will require a repair shortly after contract award; rocks are stuck in it and it won’t lock in place, and also won’t lower – it’s stuck ¾ of the way up.

4. Flight line crash gates, Delta SC3000S:

No current issues but will need the locks replaced via a routine service call
