Limited Sources Justification & Approval for the airlift service requirement.
III. Description of supplies/services required to meet agency needs.
The 68th RQF requests airlift service time to meet their requirement for military free fall training. One hundred and nineteen
(119) hours of airlift hours are required with the schedule below:

IV. Statutory authority permitting Other than Full and Open Competition.
AFFARS 5306.3-3 Other Than Full and Open Competition
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
AFI 11-410, par 8.3, directs that Airlift Services are to be authorized in accordance with DoD 4500.53. Procuring Airlift Services for Paratrooper use and training are regulated to the current Approved Carrier List and any vendors selected for the requirement must provide documentation of their established contact and use with these carriers for the training being conducted. Following the completion of market research for this requirement, it was found that it is most beneficial to the government to procure training from vendors that use Airlift Services with only approved and authorized carriers. Adhering to this mandate ensures the compliance and utmost safety standards required for military and government personnel.
Contracting with a vendor outside the approved parameters could result in potential liability and severe safety infractions.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Multiple vendors located on the Approved for Use Carrier List were contacted to identify capability and interest in the requirement in order to promote adequate competition. Inclusion of Vertical Wind Tunnel time and distance could be a limiting factor for competition.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
All offers received in response to the posted solicitation will be evaluated based on technical acceptability and price. Offers will be compared against other competitive quotes and previous government acquisition history.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research for this requirement included a review of previous acquisition history that indicated that requirements for this and other similar training and contacting identified authorized carriers from the DOD Approved For Use List.
Additionally, the Limited Sources Justification & Approval notification will be posted to FedBizOps allowing other interested parties the opportunity to object and/or submit an acceptable proposal.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
X. List of sources, if any, that expressed interest in the acquisition.
To ensure and enhance adequate competition for this requirement, multiple vendors from the Paratroop Airlift Services Approved for Use List were contacted. At this time, Rampart Aviation, Airborne Support Group, Tac Ops Air Inc., and Perris Valley Aviation have expressed interest in this requirement.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customer's needs in a timely manner. The unit is always looking for additional vendors via the Internet, previous acquisition history research and known sources such as the most current approved list for Paratroop Air Carriers.
