Performance Work Statement for
CONEX Containers and T-Barriers Installation and Configuration Services
1.0. DESCRIPTION OF SERVICES
1.1. Description of Services. The contractor shall provide all equipment, tools, parts, transportation, utilities, personnel, labor, supervision, and management to perform the delivery, installation, and configuration of approximately 90 CONEX containers and approximately 40 T-
Barriers in support of the 68 th
Rescue Flight (68 RQF) military operations urban environment
(MOUT) training area, at Davis-Monthan AFB (DMAFB), AZ.
1.2. Basic Services
1.2.1. Installation Expert. The contractor shall have at least one (1) expert on this project that has a minimum of five (5) years’ experience with installing and configuring 20’, and 40’
CONEX containers and T-Barriers. The installation expert is required to be on-site at all times during CONEX and T-Barrier deliveries, installations and configurations. All CONEX and T-
Barriers will be delivered, received, installed, and configured in accordance with the supplied
CMOUTS (manufacturer) documentation or through direct communication with CMOUTS.
1.2.2. Deliveries. The contractor shall coordinate with the manufacture, CMOUTS, to perform/schedule/confirm delivery day/time for containers and T-Barriers to include incurred shipping costs. CMOUTS has lift-on capabilities at the forwarding site located at:

Once the structure fabrication production and delivery schedule is established by the fabricator, it is anticipated that 10 to 15 containers will be installed each week. When a group of 20-25 containers are completed, said containers will be sent via flatbed to DMAFB by the fabricator.
The contractor’s installation crew will coordinate with the fabricator to be on site ready to receive and unload said containers and initiate installation.
1.2.2.1. The contractor shall coordinate with the 68 RQF POC to meet the vendor’s delivery vehicles at the appropriate DM base gate to ensure base access for the delivery vehicle and associated equipment related to the delivery.
1.2.2.2. The contractor and 68 RQF POC shall escort the delivery vehicle to the installation site, where the contractor will unload, move, install, and configure the delivery according to the supplied site plan.
1.2.3. Site Plan Compliance. The contractor shall supply all equipment, personnel, tools, safety, and other items/equipment needed to move, install containers on existing gravel pads, and configure the containers and T-Barriers from the delivery vehicles to their respected spots according to the supplied site plan.
1.2.4. Grounding System. The contractor shall install and configure a grounding system for all containers. The grounding system shall be installed in accordance with the National Electrical
Code and applicable best industry practices and standards. At a minimum, an 8’ grounding rod shall be installed as a ground near each building and all external copper ground rods and interconnecting copper conductors will be buried to a minimum depth of 24”.
1.3. Schedule. Upon scheduling the first delivery of CONEX containers and T-Barriers, and prior to commencing installations, the contractor shall submit a delivery and installation schedule to the 68 RQF Point of Contact (POC). The contractor shall submit an updated schedule when changes occur.
1.3.1. Progress Reports. Upon commencement of work, the contractor shall submit a progress report to the 68 RQF POC every Friday by close of business and include the following information in the report.
a. Number of CONEX containers and T-Barriers installed the previous week.
b. Total Number of CONEX containers and T-Barriers installed.
c. Number of CONEX containers and T-Barriers scheduled for installation the following week.
d. Total number of CONEX containers and T-Barriers scheduled for delivery and scheduled delivery dates.
1.4. Replacement Parts. If during the installation of the CONEX containers replacement parts are needed, the contractor shall procure the required replacements parts that conform with the manufactures installation standards, at no additional cost to the Government.
1.5. Portable Latrine. The contractor shall supply maintain, and clean a portable latrine. The contractor is also responsible to provide consumable water for all employees working on/around the installation site.
1.6. Warranty Terms. The contractor shall identify all items being installed that are covered by a manufacturer’s guarantee or warranty and provide validated copies of such. The identification shall list the name of the company and the expiration date of the guarantee or warranty. The installation contractor shall also provide a guarantee or warranty equal to or exceeding the manufactures guarantee or warranty.
1.6.1. Warranty Replacement. The contractor is responsible for honoring manufacturers’ and contract warranties and shall maintain on-site records of equipment bearing warranties. Upon project completion the contractor shall provide the 68 RQF POC support documentation for any warranty claims.
1.7. General Information
1.7.1. Contract Manager. The contractor shall provide an on-site contract manager who shall be responsible for contract performance and can act for the contractor on all matters relating to daily operation of the contract. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing to the CO. The Contract
Manager and alternate must be able to read, write, speak, and understand English. The contract manager and alternate(s) shall have at least 3 years of supervisory experience and at least 5 years’ experience installing and configuring 10’, 20’ and 40’ CONEX containers and T-Barriers.
1.7.1.1. Availability of Contract Manager. The contract manager or alternate shall be available within 60 minutes during normal duty hours (paragraph 4.3) to meet on the installation with Government personnel (designated by the CO) to discuss problem areas.
1.7.1.2. Employee Qualifications. Accredited Crane Operator Certification OSHA regulation
29 CFR 1926 Subpart CC, released August 9, 2010, requires crane operators involved in construction to be certified by an accredited certification provider by November 10, 2014. An operator is defined as any person operating the equipment. To be accredited, certification providers must be accredited by a nationally recognized accrediting agency, defined as "an organization that, due to its independence and expertise, is widely recognized as competent to accredit testing organizations.
1.7.1.3. Employee Appearance. Contractor employees shall present a neat appearance and shall be easily recognized as contractor employees while on the installation providing services.
Contractor employees shall wear distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring and design of the items shall be such that it identifies the contractor’s employees easily and quickly for reasons of safety and personal protection.
1.7.2. Safety. The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the
Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities. The contractor is responsible for furnishing contractor employees with all necessary personal protective equipment to perform services.
1.7.2.1. Work Areas. The contractor shall keep work areas free from accumulations of waste material, rubbish, tools, equipment, and materials at all times. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition.
1.7.2.1.1. Trash/Waste Removal. The contractor shall remove and dispose all trash and waste materials at a permitted site. The contractor shall not dispose of any trash or waste on DMAFB.
Contractor employees shall collect any and all trash, debris, refuse, garbage, etc., that is generated and place it in the appropriate containers with lids or approved covers at the end of each work day. The aforementioned materials shall be removed by the contractor from the worksite by appropriate means on a daily basis, unless otherwise approved by the COR.
Disposal shall be outside the limits of Government property and shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations. Upon project completion, the contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the Contracting Officer. The contractor shall restore the worksite to its original and natural condition permitting the growth of vegetation thereon and is required unless otherwise directed by the Contracting Officer.
1.7.3. Environmental Permits. Contractors shall comply with all regulatory requirements to include permits if applicable. Pima County Department of Environmental Quality (PDEQ) and
Arizona Department of Environmental Quality (ADEQ) require permits for projects that require earth-moving or soil disturbance. These requirements may include storm protections. The contractor shall treat areas subject to dust producing activities with liquid palliatives which will not harm regrowth of vegetation, or other methods of dust control. The contractor shall also ensure methods to protect native plants, birds and wildlife are included in projects where required. All permit costs shall be considered as having been included as a factor in the contractor's bid price.
1.7.4. Smoking in AF Facilities. Contractor personnel are advised that the Air Force has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the
Air Force, outlines the procedures used by the commander to control smoking in our facilities.
Contractor employees and visitors are subject to the same restrictions as Government personnel.
Smoking is permitted only in designated smoking areas.
1.7.5. Illegal Substances. Illegal substance possession and/or use will not be tolerated on any military installation, including DMAFB. This includes the use, possession, distribution, or purchasing of marijuana, even if it has been medically prescribed. The contractor shall ensure that contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation, and subject to arrest and prosecution by local authorities.
1.7.6. Working Hours. The contractor shall perform services between the hours of 7:30 a.m.
and 3:30 p.m., Monday through Friday, excluding Saturdays, Sundays and Federal Holidays. If the contractor desires to work after 3:30 p.m., weekends, or during Federal Holidays, the contractor must submit the request to the 68 RQF POC at least 2 days in advance. Each request will be considered on a case-by-case basis.
1.7.6.1. The following Federal Holidays are observed at Davis-Monthan AFB, AZ.

1.7.7. Security Requirements
1.7.7.1. List of Employees. Upon contract award, the contractor shall submit to the Contracting
Officer a list of contractor employee names, social security numbers, and driver’s license numbers and state of issue, or other means of positive identification of all employees performing services on DMAFB. The contractor shall submit an updated list when an employee's status or information changes.
1.7.7.2. Pass And Identification Items. The contractor shall ensure all pass and identification items required for contractor employees (e.g. valid driver’s license, vehicle registration, proof of insurance) are obtained for employee’s and non-Government owned vehicles.
1.7.7.3. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;
e.g. terminated for cause, retirement, etc., and turn them in to the issuing office.
1.7.7.4. Traffic Laws. Contractor employees shall comply with all DMAFB traffic regulations.
Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges and debarment from the base. The use of cell phones is prohibited while driving on DMAFB, unless the phone is hands free phone. Seat belt use is mandatory for all vehicle occupants..
1.7.7.5. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.
1.7.7.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB.
1.7.7.7. Contractor Travel on DMAFB. All contractor employees shall not loiter in any working area before or after performing services. Upon completion of contract work, contractor employees shall promptly depart DMAFB. All contractor employees shall limit their travel on
DMAFB only to the specific areas required for performance of services or in travel directly to and from these locations.
1.7.7.8. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
1.7.7.9. Reporting Requirements. Contractor personnel shall immediately report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
1.7.7.10. Physical Security. Contractor employees shall be responsible for safeguarding all
Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
1.7.7.11. Base Entry Requirements. The contractor shall obtain Government identification documents for all employees, by submitting an application to the CO. The contractor must provide the full name, social security account number (SSAN), driver’s license number
(including state), and hours of required access, for each contractor employee. Any employee who does not have a driver’s license must provide another official form of picture ID, such as
INS work permit or an Arizona ID (available through the Arizona Department of
Transportation). Any employee desiring to bring a privately owned vehicle on Davis-Monthan
AFB must provide proof of automobile registration and at least the minimum required liability insurance, as well as a valid driver’s license. Contractor ID cards will be available for pick up within seven working days after application is received by the CO.
1.7.7.12. Contractor Vehicle Requirements. All vehicles used in the performance of the contract shall be properly registered and meet local, state, and federal safety and emissions requirements. Each contractor vehicle shall have the Contractor Logo neatly exhibited on each side of the cab. The sign must use at least 2" high letters. Vehicles shall be in satisfactory mechanical condition and present a neat and clean appearance. Any vehicle(s) not so maintained may be ordered removed from the base by and at the sole discretion of the Contracting Officer, until satisfactory repairs are made. The contractor shall operate vehicles to comply with base traffic regulations. Vehicle-mounted communication equipment shall conform to all applicable base and federal frequency regulations and avoid conflict with existing frequencies.
2.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES
2.1. Emergency Services. The Government will provide security forces services(call 228-4444, for emergencies only), and fire protection services (call 228-3333). There are no emergency medical services available on Davis-Monthan AFB, therefore the contractor must dial 911 for emergency medical services. If the contractor calls 911 from a base phone, the contractor must tell the 911 operator that they are calling from DMAFB.
