Synopsis FA486117RA400 Q&As, dated 23 June 2017

1. Are the Transmittal/Cover Letter, PPQs, and the Part IIs exempt from the 50-page submission limit?

See Section 3, paragraph 1 and 2 of the amended synopsis.

2. Can a smaller, legible font size (i.e.: 8-point) be used for the org charts, tables, and graphics?

Amended synopsis.

3. 12 point font, 1.5 line spacing will severely limit the information we can populate in each section, given the 50 page limitation for the entire submission package. We respectfully request single line spacing in order to be able to fulfill the requirements of the RFQ.

4. We respectfully request raising the limit of the 50-page submission requirements to at least 75 pages in order to allow Offerors the space to best respond to the requirements of this

RFQ.

No. Please refer to Section 3, paragraph 2 of the synopsis.

5. Submission is due 5 July, one day after a major US holiday. We respectfully request a one week extension of the due date because of observance of this holiday, and the fact that delivery companies (like Fed Ex and UPS) will not be available on July 4

Amended synopsis to change the date for package submission to 4pm (PDT) 13 July 2015.

6. The SF330 attached to the Solicitation has ½” margins, however you’re asking for ¾” margins. Please advise.

The SF330 is a government Standard Form with ½” margins. Use 3/4” margins for the rest of the submittal requirements as stated in Section 3, paragraph 2 of the synopsis.

7. Part B.2 says submit up to 3 relevant projects for synopsis requirement while Part D.3 says to submit up to 5. How many projects for SF 330 Part F does the base request?

Section B2 of the synopsis refers to specialized experience and technical competence.

Section 4D of the synopsis refers to past performance.

Projects submitted for Sections B and D of the synopsis may be the same as long as they meet the content requirements for both sections and are identified as such.

Amended synopsis. Submit all project data under SF330, Part F.

8. In what section should the PPQs and Part IIs be placed?

Amended synopsis. PPQs should be included at SF330, Part H.

The SF330, Part II is no longer required.

9. If one of our projects is a Federal project and a CPAR is available, can it be used in lieu of a PPQ? Will it be exempt from the 50-page limit?

No, but please annotate that there is a CPAR available for that particular project. Please see amended synopsis.

10. On the solicitation paragraph 1. Contract Information, it states the period of performance will be a base period of 1 year with 4, 1 year ordering periods . The cumulative amount of all task order fees will not exceed $2,000,000 over the life of each contract. Does this indicate that the maximum amount a firm may expect is $2M over the life of a possible 5 year period? Or does it indicate that each year would be a maximum of $2M for a possible total of $10M for a 5 year period?

Each A-E IDIQ contract will not exceed $2M (each) over the 5-year ordering period.

Please see last three sentences of the first paragraph of the synopsis.

11. Is there a preference for single or double-sided printing?

No preference, but please refer to Section 3, paragraph 2 of the synopsis.

12. Can 11” x 17” size pages be used in sections outside of the organizational chart mentioned in Criterion G under Submission Requirements? If so, how many pages towards the page limit does each 11”x17” page count for?

No. See amended synopsis Section 3, paragraph 2.

13. The solicitation is for both Title I services and Title II services. The Title II services require 1 to 4 full time inspectors to supervise construction. Full time inspectors are not part of our normal staffing. Would you consider a retaining a Firm for just Title I services, and retaining a separate firm for title II services. May we only submit for Title I services?

Amended synopsis, Section 2, paragraph 1. Firms must be able to provide both Title I and Title II services.

14. Under section 4 – Evaluation Criteria A1 – requires submittal of personal resumes. Are these resumes separate and distinct from the Section E key personnel resumes in SF 330? Or do the SF 330 resumes satisfy this requirement?

See amended synopsis. Submit resumes using Section E of the SF330.

15. Under section 4 – Evaluation Criteria A1 – requires a “Summary Disclosure “ for each discipline, principal, project manager….. What is a “Summary Disclosure”? Do you have a form for that?

Amended synopsis. Summary disclosures no longer required.

16. Under section 4 – Evaluation Criteria B2 - require submittal of up to 3 relevant projects with a data summary sheet. Is this in addition to the projects submitted with Section F of SF 330? If so, then we are doubling up on the submittal.

17. Under section 4 – Evaluation Criteria C1 – Requires the submittal of a 1 page narrative discussing the firms approach to handling multiple projects. Should this narrative be placed in SF 330 Section H additional information?

Amended synopsis. Include at Part H of the SF330.

18. Under section 4 – Evaluation Criteria D3 – Requires submission of up to 5 projects with project data sheets, etc. Is this in addition to the three projects requested in section B2? Are these 5 projects in addition to the projects listed in Section F of SF 330?

19. Under section 4 – Evaluation Criteria E2 - Requires the submittal of a 1 page narrative discussing the firms location. Should this narrative be placed in SF 330 Section H additional information? It will not take us one page to show our address in Las Vegas.

Amended synopsis to provide narrative at Part H of the SF330, and no minimum page requirement.

20. Under section 4 – Evaluation Criteria F1 Requires the submittal of a 2 page narrative discussing the firms Design Quality Control Plan. Should this narrative be placed in SF 330 Section H additional information?

Amended synopsis. Place at Part H of the SF330.

21. Under section 4 – Evaluation Criteria G1 – Requires submittal of an Organizational chart.

Is this in addition to the Organizational chart required by SF 330 Part 1D?

No. Only one organizational chart is required. Amended synopsis. Place at Section D of the SF330 and will not be included in the page count.

22. Under section 4 – Evaluation Criteria G1 - Requires the submittal of a 1 page narrative discussing the firms approach to program management. Should this narrative be placed in SF 330 Section H additional information?

23. Under section 4 – Evaluation Criteria H1 – Requires the submittal of a one page narrative concerning Small Business. Should this narrative be placed in SF 330 Section H additional information?

24. It appears that compliance with SF 330 satisfies many of the concerns spelled out in Section 4 Evaluation Criteria.

25. Section 4 ‐ Evaluation Criteria, notes "Discussions with the top three most highly qualified firms during the final selection process". This sentence seems to indicate that three firms will be shortlisted after these submissions have been evaluated. As this solicitation is not an RFP, will there be an RFP issued after these submissions have been reviewed?

In accordance with FAR 36.6, discussions will be held with the top three most highly qualified firms. An “RFP” will not go out to the public, but to the top three most highly qualified firms.

26. Section B‐ we are instructed to submit up to 3 relevant projects; Section 5 specifies 5 projects are to be submitted. Can we use the same projects for each section ‐ and for consistency can we submit five total projects?

27. Section H‐ Commitment to Small Business ‐ Please clarify why, under the Basis of Evaluation under Section 4 H, Commitment to Small Business, which other than small business will be evaluated under a different standard than small businesses. The ceiling for evaluation is held to “good” for other than small businesses whereas small businesses can receive higher ratings.

The federal government has a commitment to small businesses.

28. Should RFQ “Evaluation Criteria” (items A–H) be submitted within the SF 330 (“Section H, Additional Information”) or as a stand‐alone section? Similarly, should the font and page restrictions (12 point font, single‐spaced with 1.5 line spacing, margins no less than ¾", and page size of 8.5" x 11") apply to an Evaluation Criteria section, or the SF330 itself?

29. If the Evaluation Criteria is a separate section:

— What is your preferred order for the tabbed sections?

— Do you want resumes and project included here and the SF330?

30. What exactly is included in the 50‐page limit? All tabbed sections (SF330 Parts I and II, Past Performance Questionnaires and Evaluation Criteria (whether or not included in the SF 330, per question above). If for all tabbed sections – the total number of prescribed pages exceeds 50 pages, including resumes for 20 disciplines at 2 pages each and additional pages required for SF330 sections A‐C but not mentioned in the solicitation. Can the government either increase the number of allowable pages or refine the requirements for each selection factor so that they match the 50‐page limit?

31. RFQ Section 3. INSTRUCTIONS TO OFFERORS requests: “An SF330 (Attachment 1) is also required for each consultant or joint firm.” — please clarify this refers to an SF330 Part II for the prime and each sub consultants and not an SF 330 PART I for every firm.

Amended solicitation. Part II of the SF330 is no longer required.

32. Please clarify that you would like a minimum of three and maximum of five projects throughout.

See answer to Question #7.

33. Section F - Are composite project descriptions allowed; showing multiple task orders under an IDIQ?

Each task order completed is considered a project. You may describe your project as you wish.

34. Will you consider a due date extension to July 19th, due to the July 4th holiday closure.

See answer to Question #5.

35. Would you reconsider the definition of ‘substantially complete’ to mean the project has been fully designed? Constructed 80% is beyond our control, as we have no say in the construction timeline after design.

See Section 4D of the synopsis.

36. Do projects on resumes in Block E need to be 5 years or less?

SF330 form instructions for Block E does not state so, nor does the synopsis.

37. Is the cover page, cover letter, org chart & part IIs included in 50 page count limit?

See answer to Question #1.
