Performance Work Statement Internet Protocol Television (IPTV)/Cable Television Subscription & Support Details

Nellis AFB, NV has acquired a complete Internet Protocol Television (IPTV) system that is connected to the network serving both Nellis and Creech AFB, NV. This IPTV is a system through which Internet television services can be delivered using the architecture and networking methods of the Internet Protocol Suite over a packet-switched network infrastructure. In addition the 99th Communication Squadron is requesting an annual maintenance support agreement for the Dormitory Dayroom Television cable service. The Television cable supports the 99th Air Base Wing and five tenet Wings single military members assigned at Nellis and Creech Air Force Base. The government owned HaiVision system is fully operational. Content is required to connect to this system.

1. Scope The contractor will provide all parts, equipment, labor and installation to provide Nellis and Creech AFB content for eleven (11) standard definition encoders, with the possibility to upgrade to high definition. Content provided to the Nellis and Creech IPTV network must satisfy a minimum of 500 concurrent users. The pricing should include a government option of adding users in 500 unit increments, up to a maximum of 3000 users. Additional encoders could be added at a later date, up to a maximum of 21. Pricing will include the option of the government adding encoders in units of one per occurrence. The content delivered to the end user will be to either a computer desktop or a regular television using a government provided set-top box. The Government will be responsible for the connectivity a mobile encoder.

The contractor must provide support, for all television services, in order to remedy any problems pertaining to content delivery. The contractor will ensure that all services meet or exceed local base standards and requirements for telecommunications systems of this nature. The contractor will test the content delivery of the video system and output feeds to ensure that they are within industry specifications, consistent with IPTV.

The contractor shall provide cable Television maintenance support to the Dormitory Dayrooms on Nellis Air Force Base listed in section 2. Agreement will include customer service support during normal business hours, 0800-1700. Agreement shall also include equipment diagnostics and advanced equipment replacement if necessary for a satellite downlink system.

2. IPTV/Cable Television Installed Equipment The government owned IPTV equipment includes equipment manufactured by HaiVision, Dell and Cisco as annotated below. The video input options to the HaiVision encoders are composite, which will require a cable to convert composite to BNC, SDI and/or S-Type. The contractor will ensure connectivity for commercial channels to the HaiVision encoders. The IPTV equipment is located in Bldg 6 at Nellis AFB.

3. Subscription Data The Nellis AFB IPTV network is currently configured to have at least 11 channels and one mobile encoder. The network is configured in a manner that will allow the channel selection to be determined locally. Please note that the channel configuration or selection at the IPTV head-end will determine the channels available to the entire IPTV network of viewers. The commercial TV channels will consist of a “business” package of approximately 20 to 25 channels. Commercial TV channels will be selected from the package as needed by the government, but currently no more than twenty (21) channels will ever be in use at one time. As noted in paragraph one (1), the government reserves the right to add more encoders and user licenses at a later date. Content channels will include at a minimum: four (4) 24 hour national news channels, four (4) local channels, one (1) 24 hour weather channel and two (2) optional channels, such as ESPN, ESPN news, Military Channel, etcetera. No premium channels are required. The HaiVision system is also capable of Video on Demand (VOD). This would, in essence, allow a briefing to be broadcasted to everyone. The VOD service would preempt normal content.

The current content provider owns the equipment in Bldg 6 supplying the cable content to the IPTV system to include, the dish, the set top boxes and cabling. If there is a new content provider, the current equipment would have to be removed and the new vendor would have to install their own equipment. This equipment is not government owned. The dorm cable television is the same, all the dishes, cabling and set top boxes are furnished by the current content provider and are not owned by the government.

5. Customer Support

IPTV is a next-generation solution for cable television services. To maximize end-user customer satisfaction, both a robust network and a solid customer support infrastructure is required. The contractor will provide telephone content support for Nellis/Creech IPTV viewers. The types of content support issues that should be anticipated are account issues with TV company (i.e. Direct TV, Cox, Dish, etcetera). The contractor will be available for any and all content related issues. The support agreement shall be active for 12 calendar months from time of award.

The same content agreement applies to the dorm cable.
