MEMORANDUM FOR RECORD
SUBJECT: FA4861-14-R-B051, Response to Questions
The purpose of this memorandum is to provide a response to questions submitted after the suspense set for questions by the incorporated Notice of Pre-bid/Pre-proposal Conference provision.
The questions are listed (except for minor edits to achieve non-attribution) exactly as submitted.
Responses do not qualify or change the terms and conditions of the solicitation.
1. Can an offeror’s status on SAM.gov and/or DSBS be substituted instead of this requirement for a letter from the SBA?”
Answer: No. The technical criteria defined in Amendment 0001 of the solicitation will stay as written.
2. In the synopsis of Solicitation Number: FA4861-14-R-B051 Changed dated Mar 05, 2015, 6:34 pm, it refers to “4) The location for submitting proposals is changed and the period of acceptance of offers is extended” but information on the FBO remains the same.
Answer: Amendment 0002 didn’t change locations for submitting proposals. However, Amendment 0002 did change the number of days that all offerors are required to agree to hold their prices for to 60 days. The closing date remains the same as was originally posted.
Amendment 0003 of the solicitation removes reference to a 1449 and provides a physical address for submitting proposals
3. There is reference to a SF 1449 that is not in any in the documentation posted on the FBO site to compare. Can you clarify this information?
Answer: Reference is removed by Amendment 0003 to the solicitation.
4. Where are Section 2 and Appendix A located in the solicitation, specifically the two listed:
a. Performance Work Statement at both the Service Summary area identified in Section b.
Air Force Standards identified by Appendix A.
Answer: Please see Attachment 10 to the solicitation
5. Can the solicitation be changed to be in accordance with 124.507(d) which states that for a competitive 8(a) procurement, a firm will be eligible to be considered for award if it was a participant eligible for award on the initial date specified for receipt of offers contained in the solicitation and if it continues to otherwise be eligible for award (meets the solicitation requirements, etc.). Subpart (1) provides that amendments to the solicitation extending the date for submissions will be disregarded. Subpart (2) states that under a negotiated procurement, the dates
Global Power for America on which revised offers are submitted won't matter as long as the initial response date for submission of an offer was before the expiration of the 8(a) eligibility of the firm.
Answer: Please see Amendment 0001 to the solicitation.
6. I can’t locate the following information from the solicitation:

52.212-1, paragraph (b)(1), is supplemented to read: Offers may be submitted by e-mail to stephen.colton@us.af.mil or by fax to 702-652-9570, or by physical submission to the office specified in Block 9 of the SF 1449. In all cases the proposal must be received prior to the exact time specified in this solicitation. I can’t locate the time as there is no SF1449. Can you direct me to this information?
Answer: Please see Amendment 0003 to the solicitation. The closing time is listed in the right column of the solicitation under General Information.
7. Can you please confirm that there is no Standard Form 1449 or Amendment to sign and return?
Answer: Confirmed
8. Can you please provide the many restrooms and stalls so adequate bathroom supplies can be furnished?
Answer: There are 461 restrooms making up the square footage identified in the PWS.
9. Can you please provide the specs for the periodic services for Level 1 Cleaning (Prestige), it is not listed in the PWS?
Answer: Please see Appendix A of the PWS.
10. Can you please provide the types of flooring (carpet, tile, vinyl) and the square foot for each material to accurately price the periodic services pertaining to these areas for Level 1 and Level 4 cleanings?
Answer: See Appendix B of the PWS.
11. Reference Pg. 19 of the PWS - Restroom Tasks under Level 2 Basic lists every two (2) Duty Days. Does this mean restrooms would be cleaned on an alternating schedule? i.e. one week Tuesday/Thursday, then the following Monday-Wednesday-Friday. Or do we just assume they would be cleaned on a twice a week basis?
Answer: The former is the correct answer.
12. Reference Pg. 27, Appendix B under Cleaning Level 1 Prestige. Building 1305 is listed with "reimbursable" in red next to it, along with other buildings throughout the Appendix. What is the meaning of this notation?
Answer: This notation is for internal Govt. use only and doesn’t have any implication or consequence on contractor pricing.
13. Should the letter of eligibility from the SBA on 8(a) status be sent directly to you or included in the bid proposal?
Answer: It should be part of your proposal package.
14. For email submission of the bid, in what file format do we need to submit them? (i.e. PDF or Word)?
Answer: The choice of format and method of submission, whether it be email or traditional mail is left to the offeror. If the submission is by email, then PDF is preferred because it is widely used free software.
15. How many Amendments do we have to Acknowledge in our proposal? It appears that 3 Amendments need to be Acknowledged. Please clarify.
Answer: As of March 19 2015, 10:11AM PST, there are 3 amendments that must be acknowledged. However, the Govt. reserves the right to make additional amendments after this point. It is the offeror’s responsibility to monitor and comply with all amendments up until the closing time of the solicitation.
16. I have a question that needs a little clarity please.
Answer to Question #49-states no building requires a day porter; but in section 4.1.3. Child Development Center it states for those specific cleaning requirements of 2 or more times daily at least one cleaning will beperformed during operational duty hours. Daily floor cleaning shall be accomplished during operational duty hours .
Can you please provide a little clarity on this.
Answer: The contract is performance based and does not require all day presence...it just requires a certain standard or level of cleaning be met...including CDC cleanings during duty hours.
17. During the question period, we had asked the question as to the current annual amount of the contract and we were directed to submit a FOIA request.
We have submitted this request, but we have been advised that we will likely not receive this information prior to the due date of this contract on March 23, 2015.
We believe this information is necessary in order for XXXXXXXXXXX to file an informed bid.
This contract has significant consumable costs and we have not been able to receive information that would help us to calculated these costs. We had asked several questions that could have helped us to better arrive at these costs, such as population, or a calculation for these costs, but we were informed this information was not available.
We therefore respectfully request that the bid due date be extended until 3 business days following the release of the information we seek in our FOIA request. This will allow us, and all other bidders, the time necessary to review this information and make a fully informed and accurate bid.
Answer: The due date will not be extended.
