Section B: Description of the Supplies/Services Required
According to DISA Voice and Video Services Policy STIG V3R12, all network equipment that provides digital phone services requires a two hour back up supply of power. 27 SOCS is requesting funding to provide a source of back up power for all Cannon AFB buildings not currently on back up power. These funds will purchase a total of 150 uninterruptible power supply and 95 extendable batteries. There will be no cost incurred for installation of units (this will be performed by 27 SOCS). If this requirement is not funded, the base network will not be compliant with DISA STIGs, possibly resulting in DISA mandating that we shut down our network due to a failed CCRI. This also keeps phone services available in the event of a power outage across the base.
Section C: Justification for Soliciting from a Single Source or Brand Name
Currently, 2KV and 5KV TrippLite UPS are deployed in comm rooms across Cannon AFB. In order to provide the flexibility and capability to support the required backup power for networking equipment in those rooms, 27SOCS needs to be able to install battery packs as needed, which in turn, requires compatible UPS units to be installed as well. With constantly changing customer needs and equipment refreshes, 27SOCS cannot guarantee which comm rooms will need additional battery packs. Other vendor battery packs are not compatible with our current in place TrippLite UPS. Additionally, in order to daisy chain these battery packs to provide the amount of backup power needed, the TrippLite UPS do not require additional 5-20 outlets like other batteries on the market do. Other vendor battery packs past the first one require an additional 5-20 plug. The TrippLite's daisy chain off of each other without additional plugs required. The standard for each comm rack is to have one 5-20 outlet total. 27 SOCS racks cannot support other vendor battery and UPS combos that require an additional plug for each additional battery pack without incurring the cost of replacing and installing an indeterminate amount of plugs in over 200 comm rooms across base.
Section D: Efforts to Obtain Competition
Quotes were sourced from multiple small vendors for the Tripp Lite UPS and external battery packs. These vendors are expected to provide quotes at the time of solicitation.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
While Cannon AFB uses 5k Tripp Lite UPS, there are no alternatives for external battery packs as stated in sections B and C of this document. Any UPS purchases are required to be Tripp Lite brand in order to be compatible with current equipment being used on Cannon AFB and without having to incur additional costs to replace and install new plugs. 27 SOCS will continue to search the market for UPS items that will allow them to daisy chain off of each other without additional plugs.
