STATEMENT OF WORK
Tailgate Sports Lounge/Community Activity Center Modernization
27th Special Operations Force Support Squadron at Cannon AFB
16 August 2019
1. GENERAL INFORMATION
The Contractor shall furnish all equipment, to include labor, tools, parts, materials, transportation, supplies and other researches necessary to upgrade and modernize the Tailgate Sports Lounge
(TSL)/Community Activity Center (CAC) (Social Room, Lounge Area, and Patio) at Cannon AFB.
2. SCOPE OF WORK
The intent of this project is to design and modernize the TSL/CAC common areas and patio. These areas are used to augment swimming pool functions, base moral events, and provide meeting space for official organizations.
The Contractor shall provide a design, furnish, and install all equipment and furnishing necessary to upgrade the TSL/CAC. The contractor shall be responsible for the removal and replacement of all old and antiquated furnishings. The Contractor is responsible for clean up after work is complete.
The contractor may utilize a site survey to gain a better understanding of the requirements within the physical space of the TSL/CAC to ensure full capability.
3. LOCATION
Cannon AFB, NM 88103
4. REQUIREMENTS and PROJECT DESCRIPTION
The required work shall be performed in accordance with this Statement of Work and all applicable
Federal, State and Local laws and regulations:
4.1. General
Stage/Dance/Community Area
The Contractor shall:
1. Completely remove existing furniture, fixtures, & equipment in the TSL/CAC
Stage/Dance/Community Area
2. Existing fire suppression, sprinkler, and surveillance equipment will remain at the same height and not tampered with
3. Assemble/Install new furniture, fixtures, & equipment for renovation
4. Ensure existing panel will support new electrical requirements
5. Provide electrical connections to all A/V
6. Install digital menu board
7. Install booths and divider walls
8. Ensure all supporting equipment is located at a central location determined jointly by the contractor and 27 SOFSS project manager.
9. Ensure that Stage/Dance/Community Area have independent and combined displays for showing the same presentation.
10. Provide cables and wiring needed for full equipment install
11. Install (6) LED HDR Monitors and removable video wall
12. Provide remote control for each Monitor
Patio Area
The Contractor shall:
1. Completely remove existing furniture, fixtures, & equipment in the TSL/CAC
Stage/Dance/Community Area
2. Ensure existing fire suppression, sprinkler, and surveillance equipment will remain at the same height and not tampered with.
3. Assemble/Install new furniture, fixtures, and equipment for renovation
4. Install/size bamboo panels and screens.
5. Install oscillating fans.
6. Provide all required cables and wires
7. Install awnings/façade around window
8. Install counters/islands
4.1.1 The Contractor is responsible for performing all necessary efforts in the completion of this installation. The Contractor shall identify by name a Project Manager who shall be the Point of
Contact and responsible for overseeing the project.
4.1.2. The Contractor shall be responsible for the installation of all equipment and furnishings. The
Contractor shall install all components and materials in compliance with manufacturer’s written instruction, the Uniform Building Code (UBC), National Electric Code (NEC) standards/specifications and recognized industry practices, all applicable Federal, State and Local laws and regulations.
4.1.3. The Contractor shall engineer, furnish, install and test newly installed equipment to industry and/or Original Equipment Manufacturer (OEM) specifications. The Contractor shall install new audio/visual equipment as identified on the Statement of Work.
4.1.4. The Contractor shall be completely responsible to provide a function social/common area. The
Contractor shall provide all necessary equipment, materials, and labor to design and install the modernization and make the areas fully functional. In addition, the Contractor shall construct/provide all support infrastructures necessary to the successful installation and functionality of the upgraded areas.
4.1.5. The Contractor shall be responsible for assembling all components and disposing of any packaging material once the work is complete.
4.1.6. Due to security concerns, maps, exact location, direction and other instructions will be provided to the Contractor upon award.
4.1.7. Installation Timeframe: The work shall be performed in normal business hours unless otherwise specified by the CO. The Contractor shall have the work complete and system ready for testing and acceptance no later than ninety (90) calendar days after date of award.
4.1.8. Periodic inspections to inspect the structural tie-downs and bracing, structural soundness and proper functioning electrical service components to include the camera installs and the wiring of switches will be performed as directed by the Contracting Officer or the 27th Special Operations
Force Support Squadron (27th SOFSS) Project Supervisor.
4.2 Quality Assurance
4.2.1. The Government will conduct inspections during the installation process to Contractor’s adherence to the referenced standards.
4.2.2. The Government will participate in the final test procedures. Any work deemed to be not compliant with the referenced standards and practices shall be re-worked at the Contractor’s expense.
The one (1) year warranty will begin after customer acceptance.
4.3. Damage
Any damage caused by Contractor during installation is the responsibility of Contractor and at no additional cost to the Government.
4.4. Drawings/Documents
Conceptual Design and Drawings must be provided 10 days after award.
4.5. Mandatory Background Check/Security Requirements
All Contractor personnel supporting the installation shall undergo a thorough security background check to ensure supporting personnel meet the required clearance in accordance with the DoD guidance and the REAL ID Act of 2005. To enable the security checks to be conducted in a timely manner, the Contractor shall submit to the Contracting Officer (CO) and the 27th SOSFS Project
Supervisor, within 3 working days after contract award, to the following information for each employee that will require to be escorted in the Cannon AFB in support of the Video Surveillance
System installation.

In addition, a rental agreement or vehicle registration and insurance shall be provided for each employee that will be operating a vehicle on base.
