PERFORMANCE WORK STATEMENT FOR
MICROWAVE SYSTEMS SUPPORT SERVICES

1. DESCRIPTION OF SERVICES.
The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform Microwave SystemS Support Services for Cannon Air
Force Base, New Mexico and Melrose Air Force Range, New Mexico in accordance with (IAW) all applicable federal, state and local laws and regulations. The contractor shall provide maintenance services to include servicing, troubleshooting, repairing, replacement parts installation, and equipment and systems restoration services to provide continuous and reliable operation of the Microwave Infrastructure at Cannon Air Force Base, Chavez Manor, and
Melrose Air Force Range, New Mexico. The contractor shall perform all services in accordance with the Federal Communication Commission (FCC) and Original Equipment Manufacturers
(OEM) specifications.
1.1. MICROWAVE SYSTEM SUPPORT – GENERAL MAINTENANCE. The contractor shall provide preventative maintenance and inspection (PMI) services on each microwave system employed at Cannon AFB and Melrose AFR (MAFR), as identified in Appendix 1. Scheduling for these services shall be coordinated between the Government and the contractor prior to contract commencement. Any changes to this schedule throughout the Period of Performance will require the contractor and the Government to coordinate accordingly. Monthly PMI services shall include, but are not limited to: reconfiguring infrastructure equipment if needed, reprogramming microwave systems and support equipment if needed, antenna alignment checks, signal strength checks, cleaning (dust, dirt, etc.), general system diagnostics, grounding checks, and any other items identified in OEM specifications. Additionally, the contractor shall provide a contact number for 24 hour remote troubleshooting support, not to be priced separately.
1.1.1. The contractor shall make recommendations to the Government for upgraded components, identify and correct problems on microwave system components, or to increase efficiency of the systems. Any recommendations that may incur costs shall be routed through the Contracting
Office for evaluation. The contractor must maintain currency with the design and development of systems similar to those implemented and discuss recommended changes or strategies with the
Government. The contractor should provide information regarding technology advancement to the Government.
1.1.2. If a hardware component fault is discovered during a monthly inspection, the contractor shall immediately notify the Operational User and the Contracting Office (Appendix C) for impact prioritization. If the Government determines the fault to be an emergency, the contractor shall attempt immediate repair or replacement of the affected component on the spot or make the necessary arrangements to remedy the fault within 12 hours. If such an immediate repair or replacement is not feasible, or if it is not determined to be an emergency, the contractor shall notify the Operational User and the Contracting Office and make the necessary arrangements to provide for timely replacement or repair. In any case, in the event of a discovered fault, the
Contractor shall treat the repair or replacement task as a call in accordance with Section 3.
1.2. MICROWAVE SYSTEM SUPPORT – EMERGENCY/UNSCHEDULED
MAINTENAINCE. The contractor shall provide for emergency or unscheduled maintenance services as needed. The Government may, at any time, request on-site contractor support.
Emergency service shall be provided 24 hours a day, seven days a week, including holidays. The
Government will determine whether or not the on-site support call is an emergency.
1.2.1. If the Government determines that the support call is an emergency, the contractor shall make all reasonable attempts to arrive on-site and restore any microwave systems to full operational capacity within 12 hours. If restoration of affected systems is anticipated to take longer than the allotted time, the contractor shall notify the Government as soon as it is discovered. Extensions will be provided to the contractor on a case-by-case basis. Any other unscheduled on-site service calls will be coordinated between the Government and the contractor at the time of the call. During any emergency/unscheduled on-site service calls, an Operational
User will be present throughout to observe and report on the status of the system. This individual is not authorized to direct contractor personnel.
1.2.2. The means to transport equipment and contractor personnel both to and from the
Government site is the responsibility of the contractor. The contractor shall provide technical support and hardware repair/replacement for failed components and maintenance services necessary to ensure active management, reliable operations, and, if applicable, restoration.
These emergency/unscheduled support services shall restore the system back to OEM operational levels. Once the contractor is on site, the contractor shall provide immediate support to the Operational User to identify, troubleshoot and remedy the problem. If the failed equipment is no longer under any alternative warranty support, the contractor shall invoice the
Government for the cost to replace components.
2. DELIVERABLES.
2.1. GENERAL MAINTENANCE REPORTS.
The contractor shall provide a monthly status report on all microwave systems to the
Government via email, and as an attachment to the Wide Area Workflow (WAWF) invoice for the month such services were rendered. The report will be in whatever format is considered normal business practice for the contractor, but shall outline every system employed at Cannon
AFB and Melrose AFR. The report shall, at a minimum, include the contract number, the names of the persons performing the service, servicing timestamps, what systems/components were serviced and their respective building numbers, and a respective PMI checklist for each system.
2.2. UNSCHEDULED MAINENANCE REPORTS.
The contractor shall provide an event report for all unscheduled or emergency calls within 48 hours of repair or support services rendered. This report shall be sent to the Government via email and shall be attached to the WAWF invoice for the month such services were rendered.
The report will be in whatever format the contractor considers normal business practice. The report must, at a minimum, include the following: contract number, the names of the persons performing the service, what systems/components were serviced and their respective building numbers, fully-burdened labor hours worked (annotate overtime hours), system component replacement costs (if applicable), equipment rental costs incurred (if applicable), and mobilization costs incurred as a result of any unscheduled/emergency services rendered.
3. GENERAL INFORMATION
3.1. NORMAL HOURS OF OPERATION. Normal Operating Hours are 7:30 AM to 4:30 PM
(MST/MDT), Monday through Friday. The contractor will perform all services during normal work hours, except emergency services and 24-hour remote support services. Coordination between the Government and the contractor may allow for non-emergency work outside of
Normal Operating Hours on a case-by-case basis.
3.2. SECURITY REQUIREMENTS. Due to the sensitive nature of the operations at Melrose
Air Force Range, NM, special security requirements are in place. An escort will be present with all on-site contractor personnel throughout MAFR at all times. Due to this, all scheduled monthly services at MAFR will require the contractor to contact the Contracting Office 24 hours prior to arrival to ensure escort availability. All unscheduled/emergency response calls to MAFR will have Government escort personnel coordinated at the time of the service call.
3.3. CONTRACTOR PERSONNEL.
Contractor shall obtain all required identification data and/ or documents for themselves and their personnel to be permitted access to Cannon AFB and Melrose AFR. Contractor shall provide a complete list of all personnel that will require access to Cannon AFB, NM and Melrose
AFR, NM in performance of this contract. Contractor must notify the Contracting Officer of any changes to this list at least 48 hours before personnel arrive at Cannon AFB for performance of work under this contract. The Contractor personnel shall wear distinctive clothing bearing the name of the company and shall not enter any restricted areas without prior approval of the
Contracting Officer and obtaining the proper security escort.
