1.1 GENERAL INFORMATION

1.2 Primary Place of Performance

Installation will occur on Cannon AFB, NM in building 4618.

1.3 Description of Work

The contractor will provide a turnkey Intrusion Detection System (IDS) comprised of equipment listed on the Air Force Approved Equipment List (AEL). The contractor will ensure these components are installed using best practices and per the AFLCMC citing criteria guide when applicable.

Air Force Instruction 31-101 (AFI 31-101) will be strictly adhered to. Honeywell Vindicator® certified technicians with many years of experience will make all connections to equipment and perform all programming tasks.

The contractor will procure and install one (1) new Vindicator® Intrusion Detection System (IDS) in building 4618. The Air Force Approved Equipment List (AEL), is inclusive of the Vindicator® V-5 transponder to be installed and used at this type facility, PL and function. Thus, the Vindicator® V-5 was selected as the best fit for this design.

A) A Corby keypad will be installed near the entrance door, the keypad will be tampered and the system will be programmed to never allow the tamper alarm to be placed in "access". This keypad will be used to place the facility into an "Access" state upon entry of the correct PIN. Likewise, upon securing the facility, the user will input the correct PIN to place the facility into the "Secure" state when leaving. The Vindicator® V-5 will be directly connected to the Corby keypad with 20 gauge alarm wire through a continuous length of EMT conduit and pull boxes.

B) BMS point sensors will be selected from the AF AEL and will be mounted on both swing panes of the facility double door. The sensors will be mounted to include a pry tamper, these tampers will never be allowed to go into an "Access" state. The point sensors will be programmed as delayed alarm points in the Vindicator system. As a delayed point, when in the secure state, once the door opens the correct PIN must be entered into the Corby keypad within 30 seconds or an "Alarm" condition will occur. The Vindicator® V-5 will be directly connected to the BMS point sensors with 20 gauge alarm wire through a continuous length of EMT conduit and pull boxes.

C) PIR motion sensors will be selected from the AF AEL. The contractor will install six (6) PIR sensors which will cover the interior, the vent as well as cover the BMS point sensors. There is a requirement to cover openings greater than 96 square inches, the contractor will install an additional PIR sensor to cover the vent in the second room, to meet this requirement. The PIR's covering the doors will be programmed with the same delay as the BMS. As a delayed alarm point, once the sensor detects motion, the correct PIN must be entered into the Corby keypad within the delay time or the system will report an "Alarm" condition. All PIR will be tampered, when the cover is removed a "Tamper" condition will be reported immediately. The Vindicator® V-5 will be directly connected to the PIR motion sensor with 20 gauge alarm wire through a continuous length of EMT conduit and pull boxes.

D) The Vindicator® V-5 will be mounted within a steel enclosure mounted within the facility. Also mounted within this enclosure will be a power supply with built in battery charger. The power supply will include the ability to report "AC failure" and a "Battery Low" condition. Both of these circuits will be wired into the Vindicator® V-5 and programmed into the system with the accepted terminology commonly used on the head-end system at Cannon. Upon failure of power, an "AC fail" will be reported. Should the batteries reach a condition they can no longer be properly charged or hold the proper charge, a "Battery Low" condition will be reported. The enclosure door will be monitored with a tamper switches mounted within the enclosure, the tamper will be wired into the Vindicator® V-5 and always report a "Tamper" condition when the enclosure door is opened, and it will never be allowed to be placed into an "Access" state.

E) AC power will be supplied from a 20 Amp breaker mounted in the power panel within the facility. All power cable will be installed within a continuous length of EMT and pull boxes.

F) A Vindicator network switch with open ports is available within the facility, therefore, a network cable will run directly from the Vindicator® V-5 to the network switch. This cable will be installed in a continuous run of EMT conduit and pull boxes.

G) No fiber will be required for this facility.

H) The contractor factory trained and Vindicator® certified technicians will program the facility alarm points to AF standards and as tested at AF test site C-3 as directed by 27 SOSFS/S5A.

I) The contractor will provide training as required.
