Install Lightning Protection Bldg 326

Solicitation Number: FA4855-15-B-0015

Q.) Does the enclosed statement that is part of the solicitation mean that the contractor must use union persons or does mean that union scale is the required wage rate?

"All work shall be completed IAW contractors approved final drawings, specifications, Statement of Work and calculations. All material submittals shall be submitted IAW contractors approved submittal register and shall conform with contractors approved specifications."

A.) This statement does not pertain to the question that is being asked. Please see NM150023 01/30/2015 NM 23 for wage determination

Q.) Can you tell us how to get on the pre-qualified vendor list so that we can bid the lightning project?

A.) There is no pre-qualified vendor list. You cannot bid on a Government construction project unless you are registered in the System for Award Management (SAM). First, you will need to register in SAM at the sam.gov web site. Second, follow the SAM instruction for registration. If you have and problems please contact the SAM help desk at 866-606-8220 or https://www.fsd.gov/fsd-gov/home.do

Q The amendment release today under Solicitation# FA4855-15-B-0015 is marked as amendment 2. FBO does not have an amendment 1 file. I want to verify that there is no amendment 1.

A There is an amendment 1, it was attached in the long list of attachments. However, it was reposted to make to draw attention to it.

Q.) What permits if any are required in order to dig for grounding? And are there any classes that we will need to attend?

A.)There is a dig permit called an "AF 103" which requires notification of all the shops 48 hours in advance. Also, requires a one time short briefing and presentation of your Scope in building 355 conferences room no. 1 on Thurday's at 0730 HRS. If you stop work on the project for more than 30 days, then the AF 103 has to be re-submitted and presented to building 355 again. Access to the flight line will be available and the Contractor will require to attain 1 DAY airfield driver's license which is held at Building 135 the 1st and 3rd Tuesdays of each month to drive the lifts in the area.

Q.) All these Building have multiple roof types which will determine what type of Conductor we can use.

Can you please give us all specific roof type material?

A.) Armorlite

Q.) Due to the amount of landscaping that will be affected by the installation of the grounding are we responsible for the replacement?

A.)Yes replace in kind.

Q.) In the area of the down leads there are a lot of metal bodies that will be required for bonding.

Should these bonds be done under ground to conceal or can we just branch of the down leads?

A.) I.E Windows, Doors, Gates and Hvac units. Per NFPA 780 requirements.
