RQG Athletic Trainers Solicitation FA4830-18-Q-S005
QUESTIONS AND ANSWERS
1. Who is the Incumbent Contractor?

1. Are you able to provide our information to the incumbent Athletic Trainer’s or can we obtain their information to contact them?
• Incumbents employees contact information will be provided upon request.
2. Will the cost incurred by any candidates to obtain the Trigger Point Dry Needling Certification be reimbursable upon receipt and completion by the government?
• No.
3. Do you have an estimated award date for this solicitation as of yet?
• Anticipate award approximately 8 June 2018
4. Upon successful contract award would you consider beginning work on the resulting contract should the selected Athletic Trainers be ready to begin sooner the August 1, 2018?
• No, work will not begin prior to 1 August 2018
5. What Equipment/Model is currently being used at the medical treatment facility (MTF) that the
Athletic Trainers should be familiar with?
• In accordance with 3.3.3 within the PWS, “The MTF will provide required training for these systems.”
6. Is it typical for overtime hours to be during the Monday – Friday week or does it include a weekend day if necessary?
• We are currently unaware when overtime hours will occur as they will be sporadic and at the needs of the Rescue Group.
7. Will you accept candidates that are currently in process of obtaining the Graston certification but fits all other experience and educational requirements?
• In accordance with the solicitation, paragraph 2(d), the resume for the Athletic trainers must demonstrate that the candidates are certified in Instrument Assisted Soft Tissue
Mobilization. Examples could be Graston, ASTM or SASTM.
8. Should the following attachments be filled in and included in the quotation?
Attachment 3 – Contractor Insurance
Attachment 4 – Base Pass Request
Attachment 5 – SF LLL
Attachment 6 – Contractor Financial Information
• The solicitation has been amended to add information concerning these forms.
Attachment 3, Contractor Insurance and Attachment 4, Base Pass Request are not required to be submitted with the quote. They are provided for informational purposes only and will be requested from the awarded contractor prior to contract performance.
The quoter is required to appropriately mark and sign Attachment 5, the SFLLL and return with their quote. Instructions on how to fill out this form is provided on page 2 of the attachment. Information requested in Attachment 6, Contractor Financial
Information also need to be submitted with the contractors quote.
9. Will the government consider subcontractor Past Performance for evaluation purposes?
• Yes, if subcontractor past performance information is submitted in accordance with the solicitation and meets the solicitation requirements.
10. How many Full-Time Equivilent (FTE) will be required for this opportunity?
• The solicitation has been amended to add clarifying language to the PWS that identifies that the Athletic Trainer positions are full-time positions where the trainers are required to work a minimum of 40 hours per week. Two FTE’s positions are required by the solicitation/PWS.
11. How large is the 347th RQG?
• Approximately 450 people
12. Although 1.2.2 says they will directly report and fall under the authority of the 347 OSS Flight
Surgeon, does anyone have direct oversight over Athletic Trainers (physical therapy, general medicine, etc.?)
• Per the PWS, The Flight Surgeon will have oversight over the Athletic Trainers. Because this is a group level program, the Flight Surgeon will be who the Athletic Trainers directly report to.
13. Are there limits or quotas on service member/patient visits that the Athletic Trainers will need to see per day/month?
• The government has established no patient quotas.
14. Will there be an orientation to the base, program and/or environment?
• A pre-performance conference will be provided to the awarded contractor that will cover these items.
15. Is it known who the other members of the Multi-Functional Team (MFT) are?
• This information will be provided to the awarded contractor during the pre-performance conference.
16. What will be the date of the Request For Proposal?
• There is no RFP, this is a request for quote and will be the only solicitation.
17. Is this a new contract or an existing one? If this is an existing one, what is the name of the current contractor?
• These services are currently being performed under contract (FA4830-16-P-S007). The incumbent information is provide in item 1.
