38th RESCUE SQUADRON

STATEMENT OF WORK

for

MQT 16-4

Start date 1 March 2016

MOODY AIR FORCE BASE

GEORGIA

30 October 2015

Revision 3 (6 Jan 16)

1.

2. SCOPE. This Statement of Work (SOW) defines the effort required for the Contractor to provide instructional services/training for Combat Rescue Officer(CRO) and Pararescue(PJ) Mission Qualification Training. Services shall be provided in the continental United States (CONUS) at contractor identified locations during the period of performance.

2.1. BACKGROUND. The contractor shall provide support logistics, training areas and/or instructor expertise required to meet CRO and PJ Career Field Education and Training Plans (CFETPs) outlined in the CFETP 1T2XX (15 May 2008), 13DXA (1 Feb 2015), AFI 10-3502 Volume 1 currencies, and Tasks Conditions Standards (TCS).

3. APPLICABLE DOCUMENTS.

3.1. Attachments.

3.1.1. MQT 16-4 Tasks, Conditions, Standards (TCS) Option 1 (Op 1)

3.1.2. MQT 16-4 Tasks, Conditions, Standards (TCS) Option 2 (Op 2)

3.1.3. SOI (Syllabus of Instruction) for Ram Air Static Line/Double Bag Static Line (DBSL) upgrade

3.1.4. SOI for MFF NVD (night vision device) upgrade

4. REQUIREMENTS.

4.1. Contractor shall provide at a minimum:

4.1.1. All training identified in “MQT 16-4 TCS Option 1 or Option 2”

4.1.2. NVD upgrade IAW attached SOI.

4.1.3. Ram Air Static Line upgrade IAW attached SOI.

4.1.4. At the end of each block a FMP (Full Mission Profile) focusing on the skills trained during that block and proceeding blocks.

4.1.5. At the end of the course a capstone FMP.

4.1.6. Eight (8) live tissue aids that shall replicate traumatic injuries for use during medical training.

4.2. Training.

4.2.1. All training shall utilize the applicable requirements for each type of training, and the contractor shall provide instructor Staff/SMEs(subject matter experts) to provide instruction to government personnel in the following areas:

3.1.1.1 Medical

3.1.1.1.1 Tactical Combat Casualty Care (TCCC) Protocols. Instruct to most current TCCC protocols for Tactical Field Care and Tactical Evacuation Care.

3.1.1.1.2 Role Players. Provide costumed role players that have life-like injuries applied.

3.1.1.2 Technical Rescue

3.1.1.2.1 All training must be IAW the attached TCS and AFTTP 3-3 GA.

3.1.1.3 Rope Rescue

3.1.1.3.1 Environments. All climbing needs to be performed in a natural environment.

3.1.1.3.2 Rope Systems. Construct and utilize mechanical advantages for raising or lowering loads within a rescue rope system IAW TCS and 3-3 GA.

3.1.1.4 Maritime Recovery

3.1.1.4.1 Environments. All maritime training needs to be performed in a natural environment.

3.1.1.5 Small Unit Tactics

3.1.1.5.1 Tactical Movement. Move as a 6 to 12 man team from insertion point to recovery site and finally to extraction point utilizing appropriate formation. Maintain 360 degree security in all three dimensions while mitigating unexpected contact in all potential operating environments.

3.1.1.5.2 Immediate Action Drills (IADS). Respond to contact from various patrolling formations utilizing simulated and live fire drills for 360 degrees in all three dimensions.

3.1.1.5.3 Close Quarters Battle (CQB). Clear and secure a portion of a building large enough to provide cover and concealment for a Casualty Collection Point (CCP).

3.1.1.5.4 Proficiency Fire. Gain general proficiency with the entire Guardian Angel weapon inventory utilizing dry and live courses of fire up to the effective range of the M9/M4/M-203 IAW 3-3 GA.

3.1.1.5.5 Opposition Force (OPFOR). Provide OPFOR role players with simulated rounds.

3.1.1.6 Communications

3.1.1.6.1 Line of Sight (LOS). Utilize Guardian Angel radio systems to instruct encrypted LOS voice and data transmissions.

3.1.1.6.2 Over the Horizon (OTH). Utilize Guardian Angel radio systems to instruct encrypted OTH voice and data transmissions.

3.1.1.7 Fixed Wing Insertion

3.1.1.7.1 All fixed wing insertions shall be closed to outside organizations during the duration of training.

3.1.1.7.2 Wind Tunnel. Provide wind tunnel instruction to hone freefall capability. Allow use of government provided military equipment to include training parachutes, rucksack, helmets, and night vision devices (NVDs). Ability to turn off lights for use with NVDs. Provide coaching on belly flight. Provide video recordings for post training debrief. Provide suits for tunnel flying.

3.1.1.7.3 Aircraft for jump operations. Provide aircraft capable of conducting static line jump operations with a minimum stick of 6 jumpers. IAW AFI 11-410. All Static line exits shall be from a ramp.

3.1.1.7.4 Military Freefall. Provide aircraft capable of conducting freefall jump operations with a minimum stick of 6 jumpers no higher than 12,999ft MSL.

3.1.1.7.5 Canopy Control. Provide instruction on various techniques under canopy to improve canopy stack, wind indication, pattern establishment, and precision landing. At a minimum 25 Jumps, including the 6 required for NVD SOI.

3.1.1.7.6 Drop Zones. Jumps shall be conducted on a DOD approved Drop Zone IAW AFI 13-217. Pilots. Provide FAA certified pilots that can conduct multi-lift day/night operations.

3.1.1.7.7 Instructor(s). Instructor(s) shall be required to perform parachute operations during the Air Operations period of instruction.

3.1.2 Other Contractor Personnel

3.1.2.1 The contractor shall ensure that employees have current and valid certifications/qualifications before starting work. The contractor shall maintain all certifications/qualifications throughout the life of the contract. (Note: For the purpose of this requirement, “certifications” shall differ from “qualifications”. An example of a position which requires a “certification” would be the need for a pilot to have the appropriate licensing documentation justifying his/her qualifications to pilot an aircraft. Contrast to that, an example of a “qualification” would consist of a member being qualified to a proficiency level within his/her respective field via the required formal training.)

3.1.2.2 The contractor shall not employ any person who is an employee of the United States Government if the employment of that person could create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval IAW with DOD 5500.7-R Joint ethics Regulation (JER), Chapter 2. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities, paragraph 3.

3.1.2.3 The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall or active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform. Their absence at any time shall not constitute an excuse for non-performance under this contract.

3.1.2.4 Contract Deliverables. The contractor shall provide to the Government as a contract deliverables, an applicable license verification and a Hold Harmless Agreement IAW AFI 11-410 (see Appendix 1), for all individuals participating in training, diving, tactics and parachuting activities. Deliverables will be submitted to a 23 CONS Contracting Officer any time there is a change in parachuting personnel or no less than annually.

3.2 Syllabus

3.2.1 Contractor will provide a finalized course syllabus to the government for approval NLT 30 days prior to course start date.

3.2.2 Syllabus will contain at a minimum:

3.2.2.1 Training schedule and plan of instruction.

3.2.2.2 Requests for government furnished property, equipment and personnel. Including dates and requested quantities.

3.2.2.3 Emergency action plan for each training location.

3.2.2.4 Instructor biographies if not previously approved.

3.2.3 All deviations from the syllabus must be approved by the government NLT 24 hours in advance.

3.3 Logistics

3.3.1 Contractor shall provide:

3.3.1.1 Lodging for students for the duration of the course and for government personnel directly supporting the course as approved in the syllabus.

3.3.1.2 Three meals a day for students and government instructors/personnel directly supporting the course as approved in the syllabus.

3.3.1.3 Transportation for the students during the duration of the course.

3.3.1.4 Boat support for maritime operations including dive and water jumps.

3.3.1.5 Transportation for all government furnished equipment to and from Moody AFB to training locations (except student’s individual Pro Gear, weapons and ammunition). This price must be itemized in the quote.

3.3.1.6 All equipment, weapons, ammunition, and radios for roll players and contracted instructors.

3.3.1.7 Riggers.

3.3.1.7.1 Shall repack all MFF and Double Bag Static line/Ram Air Static line parachutes jumped by the students and government instructors/personnel during this course, to include main and reserve canopies after water jumps once properly dry and all canopies requiring repack per TOs and AFIs.

3.3.1.7.2 Enough riggers and packing space to ensure packing operations do not exceed 10 hours per day of training, unless predicted and approved in the syllabus.

3.3.1.7.3 All Riggers must be FAA Senior or Master certified riggers and provide credentials to the government AFE technician. They must also be familiar with packing GA SOV III and RA-1 MFF PRO pack, reserve and DBSL.

3.3.1.8 DZSO for jump operations, necessary radios and required DZ marking equipment. IAW AFI 13-217.

3.3.1.9 Contractor may be held liable for any damage to any GFP GFE due to contractor negligence.

3.4 Duration and size.

3.4.1 Class size will be twelve (12) students.

3.4.2 The course will begin no earlier than 1 March 2016

3.4.3 The course will end NLT 29 May 2016

3.4.4 The course will not exceed 90 calendar days

3.4.5 Weekends are authorized for training but must be scheduled and approved in the syllabus.

3.5 Standards.

3.5.1 Training. The training line items and standards are identified in the attachment “MQT 16-4 TCS Option 1 or Option 2”.

3.5.2 Instructors. Provided at a student to instructor ratio of 4:1 with a minimum of two instructors while training. Instructors must include operational SOCOM experience for tactical training and/or recognition as a national level subject matter expert in the areas they will instruct. Must have instructors with OEF/OIF experience. Must have personnel with a minimum of a Secret clearance to instruct classified line items. Form DD254 will be utilized for duties related to handling encrypted radios, teaching current theater Special Instructions (SPINS), assisting intelligence officers in building mission products, etc., as required.

3.5.3 Closed Course. Ensure training is closed to outside organizations during the duration of instruction.

3.5.4 Full Mission Profiles. Ensure realistic scenarios are used to culminate part task training.

3.5.5 Videographers. Provide videographers that record applicable training evolutions for debrief, at a minimum jump exits and landings. All video recorded during training will become government property upon completion of training. All video recorded will be provided in digital format.

3.5.6 Classroom. Provide classroom and audio/visual equipment needed for academics, mission planning, and debrief. Contractor will provide CRO and PJ related equipment/ classroom specific equipment (i.e. projector, computer, etc.)

3.5.7 Storage. Provide secure weapons, munitions, and equipment storage space for all government property that will stay at the training sites. IAW DoDM 5100.76, AFI 31-101and AFI 31-101 ACCSUP.

3.5.8 Food. All food must be catered by a company that has been certified by the United States Department of Agriculture, Food Safety and Inspection Service with an A+ rating.

3.5.9 Lodging. All lodging must facilitate a safe environment with 1 bed per student. All lodging must be segregated from other groups and meet crew rest requirements. Lodging must have latrines and shower facilities.

3.5.10 All Jumps shall be conducted at a current and military approved drop zone from a currently approved aircraft on the “AMC Paratroop air carrier listing.”

3.5.11 All Shooting shall be conducted at a current DOD approved range IAW AFI 36-2226.

4 GOVERNMENT-FURNISHED INSTRUCTORS, EQUIPMENT AND PROPERTY.

4.1.1 All government provided personnel, equipment and facilities listed below must be requested by the contractor in the approved MQT 16-4 syllabus and are at the discretion of the government subject to availability and DoD regulations.

4.1.2 The government shall provide:

4.1.3 Element leaders and Team leaders for FMPs.

4.1.3.1 Transportation to the course start location and transportation from the course end location for all students. Transportation to applicable block locations for government instructors and required government support.

4.1.3.2 Military Jump Master for up to 3 weeks of jumping operations. IAW AFI 11-410 and AFI 11-410 ACCSUP.

4.1.3.3 Military dive supervisor for up to 5 days of diving operations. IAW AFI 10-3501 and US Navy Dive Manual.

4.1.3.4 Individual tactical kit for all students (PRO gear) to include tactical radios and NVDs. One training med ruck for each student, and med resupply for training purposes.

4.1.3.5 M4 and M9 for each student and appropriate ammunition for students (ball and/or frangible). Two M203s and practice rounds as required to meet applicable line items.

4.1.3.6 Red and green smoke grenades for the use of the students.

4.1.3.7 Simulated training rounds and necessary accessories for students’ weapons.

4.1.3.8 At the request of the contractor, the government may provide additional munitions for the students as requested in the approved syllabus.

4.1.3.9 Parachutes for students during land jumps, and shall repack the static line round parachutes jumped by the students.

4.1.3.10 Phantom O2 systems for student use during land jumps, including a 6 man console.

4.1.3.11 A qualified military AFE technician for up to 3 weeks of jumping operations to oversee civilian riggers packing MFF parachutes and Double Bag Static line/Ram Air Static Line parachutes IAW ACC parachute packing wavier.

4.1.3.12 Two Combat Rubber Raiding Craft with Engines for up to 5 days of training.

4.1.3.13 Individual dive equipment for students, to include: buoyancy compensators, tanks, regulators, weights, and Mk 20 Full face masks.

4.1.3.14 Parachutes and equipment for students during water jumps, and shall repack the static line round parachutes jumped by the students.

4.1.3.15 One military member to direct and oversee washing and hanging of parachutes after water jumps.

4.1.3.16 Access to one parachute drying tower at: Moody AFB, NAS Pensacola, or Patrick AFB. Contractor shall provide transportation of equipment to tower guaranteeing thorough (triple rinse minimum) washing within 8 hrs of water jumps and hanging within 24 hours from Jump operations. If parachutes are not cared for per this guidance, IAW manufacturer tech data, contractor may be held liable for the cost of replacements.

5. SAFETY REQUIREMENTS.

5.1 Safety. Safety of all personnel and performance of work shall conform to the Office of Safety and Health Administration (OSHA) requirements and FAA regulations.

5.2 Hazardous Material Identification. The Contractor shall comply with the requirements of FAR 52.223-3--Hazardous Material Identification and Material Safety Data. The AF intent is to use environmentally safe non-hazardous waste (HW) products in performance of this contract. Material Safety Data Sheets (MSDS) are required as specified in the latest version of Federal Standard No. 313 (including revisions adopted during the term of the contract) for any material designated by a Government technical representative as potentially hazardous and requiring safety controls. The Contractor shall provide one (1) copy of the MSDS and a properly completed AF Form 3952, Chemical Hazardous Material Request/Authorization, for each requested chemical to the CO forwarded to HAZMART and Base Environmental Engineer (BEE) for review prior to any chemicals being brought onto Moody AFB. The AF Form 3952 shall clearly identify where the items are to be stored (bldg, room, locker number, etc). Spill Response. The government does not intend for the contractor to respond to a spill.

5.3 Emergency Medical Services. Emergency medical services and equipment will be coordinated and provided by the contractor in case of actual emergency. Contracting Officer will review emergency action plan and inform the contractor of any required improvements.
