Questions and Answers
F‐22 Corporate Housing
18 May 2022
Q1: Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need?
A1: This is a new requirement, there is not a current contract in place.
Q2: If there is an incumbent, can the government please provide the most recent contract award number/ contract value?
A2: N/A
Q3: Will the government be opposed to us providing 4 2‐bedroom apartments or 8 2‐bedroom apartments?
A3: Tenants will not share accommodations, so four 2‐bedroom apartments would not be allowed. 8 2‐bedrooms would qualify, however would likely exceed the cost for 1 bedroom apartments.
Q4: Will the government allow us to provide alternative accommodation that is not corporate housing?
A4: As long as the accommodations meet the requirements as stated in the SOW, they will be considered for award.
Q5: Each course lasts approximately 3 months; at the end of each course, the 8 students will rotate with new students entering the course. If a property is required to run a criminal/background check on all tenants, will awarded property be able to screen the students? If not, will a clearance letter be provided to the property instead?
A5: All students are all Active Duty military and have had extensive criminal/background checks completed at the Federal level.
Q6: Location 3.4.2 ‐ Each unit shall be located within the same apartment complex. If we are unable to locate 8 units within one apartment community, can we submit a bid that includes multiple apartment communities?
A6: All units shall be located within the same apartment community.
Q7: Safety Requirements: The 325th CES Fire Prevention team shall verify all units are compliant with these regulations during a site visit before an award is made. Will all 8 units need to be inspected? If unit(s) are all currently occupied by renters, will a walkthrough of one model unit suffice?
A7: All units must be compliant. A walkthrough of a model unit does not guarantee the units that the Government will occupy meet all building/fire codes.
Q8: Quality Assurance 7.1 ‐ The Government shall evaluate the contractor's performance under this contract using periodic inspections and customer complaints. How often will inspections take place, and will contractor be informed of inspection walkthrough(s)?
A8: Inspections will take place before the first tenant takes control of the unit, during the transitionary period between the tenants, and after the final tenants vacate the units.
Q9: Additional Requirements: Date of walk‐through to be mutually agreed upon and scheduled by the contractor. Will contractor need to be present for walk‐through? Can a concierge be utilized?
A9: As long as the contractor has a representative that can validate the walk‐through has been completed and there are no issues requiring remedy. If issues are located, the contractor will be responsible for ensuring all issues are corrected.
