STATEMENT OF WORK
Corporate Housing for Tyndall AFB 325th Training Support Squadron
Tyndall AFB, FL 10 May 2022
1. Background and Purpose Tyndall AFB has a requirement to lease furnished corporate apartments in a safe and convenient location within 15 miles of the Tyndall AFB Visitors Center at 2359 Roosevelt Blvd, Tyndall
AFB, FL 32403.
The F-22 Raptor Formal Training Unit (F-22/FTU), managed by 325th Training Support Squadron (325 TRSS), 325th Fighter Wing (325 FW), Air Combat Command (ACC), provides initial training towards qualifying pilots to fly and employ the F-22 Raptor Aircraft. The F-22/ FTU at Tyndall provides the initial academics and simulation training to all Raptor student pilots for the U.S. Air Force. After completing the classroom and simulation training at Tyndall, the students transition to nearby Eglin Air Force Base to complete the in-flight phase of training in the actual aircraft. The F-22 Raptor provides advanced tactical and air superiority airpower in support of national security objectives.
2. Scope of Support Contractor shall provide corporate style housing to include 8 one bedroom units for military personnel on Temporary Duty (TDY) orders to Tyndall AFB, attending the F-22 training course. Each course lasts approximately 3 months; at the end of each course, the 8 students will rotate with new students entering the course.
3. Requirements The contractor shall provide the following number of apartments for lease:

3.1 Apartment Features:
3.1.1 - Minimum square footage of 600 sqft
3.1.2 - One bedroom with one bathroom
3.1.3 - Furniture representative of a furnished corporate apartment (to include, but not limited to dining table, chairs, television, alarm clock, sofa, beds, dressers, and end tables)
3.1.4 - Furnished kitchen/kitchenette (to include, but not limited to plates, glasses, utensils, pots and pans, other essential cookware, and trash cans)
3.1.5 - Refrigerator, Dishwasher, Microwave, Range/Oven with cooktop, Water heater.
3.1.6 - Two (2) sets of clean linens, one (1) blanket, one (1) bedspread, two (2) bed pillows w/ pillow protectors, and one (1) mattress pad per bedroom. Tenant is responsible for washing all linens before departure.
3.1.7 - Two (2) bath towels, two (2) hand towels, two (2) face clothes, one (1) shower curtain with liner, one (1) bathtub mat, and one (1) bathroom rug per bathroom. Tenant is responsible for washing bathroom rug before departure.
3.1.8 - Washer/dryer will either be included within each apartment or laundry facilities will be located within the housing complex that are usable by the tenants.
3.2 Utilities:
3.2.1 - An internet connection of at least 100Mbps downstream, 5Mbps upstream shall be available at each residence for use only by the designated tenants. Connection will terminate on premises to a wireless router/gateway with the ability to broadcast at full bandwidth to the entire unit.
3.2.2 - Wireless access passwords shall be issued only to DOD customers designated by the Contracting Officer. 24/7 technical support must be available to the system Administrator and end users. Problem resolution must be routinely provided within 8 hours from the initiation of the complaint.
3.2.3 - Electric, Water, Trash, gas (as applicable) and Internet are required and shall be included in the monthly pricing at a fixed rate. Cable/Satellite television service may be included at the contractor’s discretion, however it is not required. Contractor may submit price with or without.
3.2.4 – Electricity, gas (as applicable) and water utilities will be included in the monthly charge at a fixed rate of $150.00/mo. Any overages incurred by the tenant in excess of these fixed rates shall be charged to CLIN 0002. Invoices with overages billed to this CLIN are required to provide supporting documentation to justify the overage cost (i.e. utility bill, statements). Internet will be included in the monthly price under CLIN 0001 at a fixed rate determined by the provider. Trash pickup (if offered) will be included in the monthly billing under CLIN 0001 at a fixed rate.
3.2.5 - There will not be a service fee associated with the fixed rate that would take away from the allotted amount set for each tenant such as an included service charge simply for the facility providing the electricity, rather than a 3rd party (this does not include sewage fees associated with water bills).
3.3 Onsite Support: The contractor shall ensure the location provides the following -
3.3.1 - Managerial support (to include, but not limited to issuance of room keys and minor maintenance repair issues).
3.3.2 - Minor maintenance repair, 24 hour on call repair service for utilities, plumbing, water heater, refrigeration and physical security. In emergency situations, a 3 hour response time is necessary, with a 12 hour window for non-emergency situations. Routine service calls may be handled within normal business hours.
3.3 Community Features:
3.3.1 On-Site parking to accommodate one vehicle per apartment room and overflow parking for visitors/guests shall be included in the monthly pricing.
3.4 Location:
3.4.1 - Within fifteen (15) miles of the Tyndall AFB Visitor’s Center at 2359 Roosevelt Blvd, Tyndall AFB, FL 32403 and within ten (10) miles from restaurants, fast food chains, shopping centers, and full service grocery stores.
3.4.2 - Each unit shall be located within the same apartment complex.
3.5 Facility Damage:
3.5.1 - Residents of each unit shall be held liable for any damages directly incurred by their actions.
3.5.2 - The facility owner shall be responsible for routine repairs as well as damage occurring to the facility not caused by the resident. Repair times shall align with para. 3.3.2.
4. Period of Performance:
4.1 - Contract shall be for twelve (12) months beginning on 22 July 2022 and ending on 21 July 2023.
5. Safety Requirements:
5.1 - Facility shall be in compliance with UFC 3-600-01 and must comply with all applicable local fire and building codes. Contractors shall submit either "as-built" drawings or a Fire Protection Design Analysis along with a Life Safety Design Analysis (UFC 3-600-01, Para.
1-7.2.2/1-7.2.3). The 325th CES Fire Prevention team shall verify all units are compliant with these regulations during a site visit before an award is made.
6. Laws and Regulations:
6.1 - The contractor shall comply with all applicable federal, state, and local statues, ordinances, laws and regulations.
7. Quality Assurance:
7.1 - The Government shall evaluate the contractor's performance under this contract using periodic inspections and customer complaints.
8. Cleaning:
8.1 - The contractor shall provide cleaning services for each unit four (4) times during the PoP, billed under CLIN 0003. The first three cleanings shall be performed during the transitional periods between each class where residents will be moving in and out of the units. The final cleaning shall occur following the departure of the final students before the lease ends. The attached Deep Cleaning Checklist (Attachment 3) shall detail the minimum cleaning standards for each unit.
9. Student Turnover:
9.1 - The contractor and the Government shall coordinate to determine the dates in which students will be transitioning between classes to ensure there is adequate time for cleaning and inspection before the new resident takes control of the unit. Each new resident will be required to fill the attached Landlord/Tenant checklist (Attachment 2) and document any discrepancies noticed before they move in. This document will be sent to the Government for review. The Government will be responsible for maintaining the keys to release to each new student, and will ensure the keys are returned during the turnover process.
10. Additional Requirements:
10.1 - Keys: Contractor to provide sufficient number of keys to the Government POC identified to assign to residents (number depends on # of units/students).
10.2 - Inspections: The contractor is responsible for any move in/out checklist provided by the facility, and shall fill out and return the document with any noted discrepancies to the facility manager. This ensures timely remediation of any discrepancies before the first resident arrives.
Mutual agreement will be arrived at regarding “normal wear and tear” during the inspection.
Date of walk- through to be mutually agreed upon and scheduled by the contractor.
10.3 - Damage Deposit: Federal policy and lease law prohibit the contractor from paying a deposit which would be refunded if the unit is not damaged during occupancy. Instead, the Government discharges obligations of this nature under the provisions of the Federal Tort Claims Act, 28 U.S.C. § § 1346 (b), 2671 et seq., which provides for the payment of money damages for personal injuries or property damage caused by the wrongful or negligent act or omission of any employee of the United States while acting within the course of his/her employment. In the unlikely event the lessor needs to file a claim for reimbursement of damages, the Contracting Officer will provide the necessary forms and assist the lessor in filing the forms.
10.4 - Smoking is prohibited at all times in the rental unit.
10.5 - No domestic animals are allowed on the premises without prior written permission from the Facility Manager. Residents will be responsible for repair of any damage done by above mentioned animals.
