Section B: Description of the Supplies/Services Required

a. 26 Brand Name Deutz Diesel Engine Assembly Kits. Each assembly kit must include the following items:

1 Deutz Diesel Tier 4 engine with EGR valve, rated for 63.7 HP @2600 RPM; P/N: D2011L04i, 24 Volt; EPA NSE Exemption label; OEM Black Paint Finish; 1 Power Take-off (PTO) Package, HSG Size: 4; Clutch Size: 8S (NACD), P/N: 431026AM; 1 Starter, 24 Volt, P/N: 4300286; 1 Alternator, 24 Volt, P/N: 103903; 1 Shutdown Solenoid, 24 Volt, P/N: 4103822; 2 Glow Plugs, 24 Volt, P/N: 1179017; 1 LOFA 24 Volt Control Panel with ground pre-heat indication, internal illumination wire harness and no factory wiring harness P/

1548 (Stauffer P/N); 1 Aluminum Vernier Throttle Cable, 75 Inches Long P/N: 58028 (Stauffer P/N); 1 Truck Valve, Lube Oil Drain P/N: 57167; 1 Adapter, Oil Drain P/N: 57268; 1Timing Control Unit (Relay) P/N: 4219375 1 Slave Relay, P/N: 42719812 Lifting Eyes, Engine P/N: 4272035. The remainder of the part numbers are Deutz Diesel part numbers. Note: Vendor will perform the following actions: Completely assembly engines including all the above listed items with the exception of the lifting eyes. Add engine lube oil to engines and test run to perform quality assurance (QA) inspection to verify operation and correct indication on control panel for all engine safety shut down devices e.g., low oil pressure, high engine temperature. Ensure all gauges are functioning properly and calibrated; throttle operates freely with no binding; and D.C. charging system checked. Verify engine preheat system is operational through the preheat controller and indicating properly on the engine control panel. The engine/PTO must be completely assembled with the exception of the following loose items that must be packaged with each engine: 24 volt LOFA Control panel and all the requested manuals.

Loose items will be verified and inventoried for packaging/completeness.

A copy of the QA test report must be included with each engine. Engines will be filled to capacity with diesel multiviscosity SAE 15W-40 lube oil or provided separately in DOT approved containers for over-the-road shipment.

Section C: Justification for Soliciting from a Single Source or Brand Name

AFCEC/COMR has a requirement to purchase brand name Deutz diesel engine assembly kits as identified above under section B. The Deutz diesel retracting engine is identified in the Operation and Maintenance

Deutz diesel engine assembly kit is an integral part of a BAK-12 energy absorber and the MAAS. The diesel powered rewind (retracting) engine installed on BAK-12 energy absorbers and MAAS is required to meet multi-fuel requirements for worldwide deployments and contingency operations. Failure to continue with standardization of these systems will have significant long term impacts to strategic goals for reductions of operational parts, spare provisioning costs and increased integration costs for non-standardized diesel engine assembly kits. Procurement of Deutz brand name equipment is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company.

The Deutz diesel engine is the only engine that has been approved by the Environmental Protection Agency (EPA) and has received a National Security Exemption under 40 CFR 1068.225(b).

The AAS Engineer, Robins AFB has published a letter identifying the Deutz diesel engine Model # D2011L04i as the only approved engine that can used on the BAK-12 and MAAS

Section D: Efforts to Obtain Competition

The Deutz Diesel engine assembly kits are available from numerous vendors. A combined synopsis/solicitation, along with this brand name justification, will be posted on Federal Business Opportunities (FedBizOps) prior to awarding the purchase order in an attempt to reach as many companies as possible who may be able to fulfill this requirement

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The user and contracting agency will continue to survey the market place to locate any new prospective contractors that are responsible sources and are able to compete on future acquisitions.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
