53 WEAPONS EVALUATION GROUP

COMMERCIAL INTERNET (INTERNET SERVICE PORVIDER)

PERFORMANCE WORK STATEMENT

26 January 2018

1.0 SCOPE

Air Combat Command has mandated Electronic Flight Bags (EFB) to replace standard hard copy publications for in flight use. Because of this, it is driving the requirement for wireless capability to ensure the EFBs and supporting equipment can be properly managed, maintained, and upgraded to perform all mission requirements. This performance work statement (PWS) is to provide fiber optics and the specified synchronous internet service. Project is designed to support the Tyndall AFB 53 Weapons Evaluation Group (WEG) Compound customers by allowing controlled and secure Wi-Fi connectivity.

The compound consists of Buildings 224, 225, 226, 227, and 186 on Tyndall AFB. This will allow for Department of Defense members of the WEG and visiting units to connect to the existing wireless access point(s) and have restricted and password protected wireless internet access. The project is designed to continue wireless support for the 53 WEG personnel and visiting Temporary Duty units associated with Weapons System Evaluation Program (WSEP) missions.

2.0 GENERAL DESCRIPTION

The contractor shall provide all design, labor, and materials to install, program, and train designated 53 WEG personnel on infrastructure/equipment. Project is designed to support the Tyndall AFB 53 WEG Compound customers with internet access.

2.1 Summary of Work

The following is a summary of work:

A. Provide 100Mbps Synchronous internet service to buildings listed below in section 2.2 B. Use existing fiber infrastructure from Bldg. 649 to buildings listed below in section 2.2 on dark fiber pair provided by Base Communications Squadron.

C. Provide, install, and maintain any equipment necessary to deliver 100Mbps internet service.

D. Coordinate location of fiber termination and equipment installation with 325 CS and 53 WEG

CST personnel.

E. Provide 1 static public IP address for use on Customer Premise Equipment (CPE).

F. Provide finalized drawings of installed equipment.

2.2 Locations

The following is required as a summary of installation of equipment/cabling as needed to provide wireless internet capability to the following WEG Compound Buildings:

2.2.1 Building 224: 1279 Florida Ave, Tyndall AFB, FL 32403

2.2.2 Building 225: 1279 Florida Ave, Tyndall AFB, FL 32403

2.2.3 Building 226: 1279 Florida Ave, Tyndall AFB, FL 32403

2.2.4 Building 227: 1311 Florida Ave, Tyndall AFB, FL 32403

2.2.5 Building 186: 741 Florida Avenue, Tyndall AFB, FL 32403

3.0 SCHEDULE

Contractor shall have approved drawings with location of equipment and submittals for all materials prior to any new work or installation of equipment, including accessory items. All work must comply with environmental laws and regulations. Total cost for a complete working system shall be defined by the contractor before contract award. No changes will be allowed unless a contract modification is released and additional pricing information requested. The contractor shall prepare and deliver an integrated master schedule detailing program activity. The contractor shall baseline the project schedule/plan upon contractor and Government agreement. In addition, the contractor shall identify any changes to the schedule by providing an updated schedule. The contractor shall include justification and requests for approval for all schedule modifications.

4.0 CONTRACTOR PROFESSIONAL SERVICES RESPONSIBILITIES

4.1 General

The Contractor shall provide infrastructure/equipment and all applicable fiber optics for 100Mbps internet service to WEG Compound buildings in section 2.2. The fiber connection shall provide immediate access to the internet upon completion of work. Completed system must adhere to base installation practices, spectrum wireless standards, and applicable industry standards. Any work deemed to be not compliant shall be re-worked at the contractor’s expense.

4.2 Spectrum Certification

Contractor will ensure that RF devices conform to FCC spectrum certification and have an assigned FCC ID number. A list of RF devices will be provided to the Installation Spectrum Manager 325 CS/SCOT prior to installation for validation of spectrum supportability.

4.3 Maintenance Support

The Contractor shall provide maintenance on the system when a component of the system fails. There shall be a twenty-four hour response time for on-site maintenance to fix a failed system component during normal business hours defined as Monday through Friday, 0730-1630. This shall be included in the service contract.

4.4 Help Desk Support

The Contractor shall provide help desk support on the system when a component of the system fails.

There shall be a twenty-four hour response time for help desk response to provide troubleshooting and recommendations on a failed system component.

4.5 Dig Permits

If required, the Contractor shall coordinate with the state and Tyndall Air Force Base for all dig permits and markings as needed prior to the beginning of the project.

5.0 PROCUREMENT

5.1 Equipment Ownership

The contractor shall purchase and retain ownership, with government approval, all equipment and support accessories necessary for the execution of this project to include installation, operation, and maintenance of the wireless network. The equipment will be owned by the contractor and the contractor will be responsible for the maintenance, repair, replacement, and removal of equipment if needed.

5.2 Equipment Materials

The contractor shall store purchased equipment until deployment.

6.0 INSTALLATION

The contractor shall provide all equipment and supplies necessary to support installation for this requirement. The Contractor shall provide a list of all components installed per this project, as well as a list of the components removed if any.

6.1Acceptance The expansion shall operate with minimal failure after acceptance testing and activation of service. The contractor shall provide all support necessary during this period to resolve any issues that may arise. As-built drawings shall be provided upon completion of the project to 53 WEG representatives.

6.1.1 Equipment

With the submission of the proposal, a listing of the equipment needed to support this requirement will be sent to 325 CS/SCOT for spectrum certification for DoD purposes.

6.2 Testing

Verify signal strength at bldg. 649, point of embarktation.

7.0 CHANGE CONTROL PROCEDURES

The Government may request changes in or additions to the work being provided here under by written modification to the contractor by a warranted contracting officer. Contractor will comply, to the extent feasible, with such requested changes. Should contractor determine that such changes cause an increase or decrease in the cost of or time required for performance of the work, contractor shall advise contracting thereof. The customer requested changes shall not become effective, until agreed upon and executed by contractor and contract officer. Contractor will begin work in response to Government’s requested changes upon receipt of the written notification, a Purchase Order, and Addendum to the SOW for additional work.

8.0 PLACE OF PERFORMANCE

The location of installation is on Tyndall AFB on the WEG Compound buildings as addressed in sections

2.2. The contractor is expected to work normal Tyndall business hours, 0730 to 1630, with sufficient time to allow for entrance and exit of base security points before during and after the normal work hours.

9.0 HOURS OF WORK

The contractor shall perform all work during normal duty hours, 0730 to 1630, Monday through Friday excluding federal holiday.

11.0 ADDITIONAL REQUIREMENT:

11.1 Work Area

All work area shall be kept as clean as possible during working hours. Debris will not be allowed to accumulate on work site. All debris will be deposited and disposed off in an authorized container supplied by the contractor. The contractor shall remove all garbage, trash, and debris following completion of the work.

11.2 Site Survey

No more than a 1-day site survey will be required and scheduled through the 325 CS offices prior to vendor selection. Provide a site survey report with allied support requirements, proposed install drawings, updated bill of materials, and coordination information unless coordinated with the 325 CS offices.

12.0 BASE ACCESS REQUIREMENTS:

a) In order to promote security and safety at Tyndall Air Force Base all contractor employees requesting access to the installation are subject to AFI 31-101 AMC Sup Tyndall AFB Sup 11 JAN 2008 which requires individuals to be screened by criminal background history (CBH) checks, National Crime Information Center (NCIC) wants/warrants checks, and California Law Enforcement Telecommunication System (CLETS) driver license history checks.

b) Contractors are divided into two categories, to ensure proper screening and to minimize installation access delays, as follows:

1. Category 1 (Cat-1) – primary and subcontractors who are identified against a contract prior to the contract performance start date.

2. Category 1 (Cat-2) subcontractors and affiliate workers not previously identified against a contract prior to contract performance start date.

c) Contractors are required to provide an EAL (entry authorization list) all Cat-1 employees which must include the following information:

1. Contract Number

2. Work Site/Location

3. Inclusive dates of the contract (start date – end date)

4. Employee Name (Last, First, MI)

5. Date of Birth

6. Social Security Number

d) Contractor is to have each employee identified on the EAL complete TAFB Form 251, Contractor

Consent to Background Check and submit it with the request for issuance of Tyndall AFB Contractor Badge or Pass a minimum of 30 days prior to performance on the contract.

e) Contractor will be notified of any individuals whose background check meets any of the following 12 disqualifiers as they will not be allowed access to the installation.

1. U.S. citizenship, immigration status, or Social Security Account Number cannot be verified.

2. Barred from entry/access to any military installation or facility.

3. Individual is wanted by federal or civil law enforcement authorities, regardless of offense or violation.

4. Individual’s name appears on any federal agency’s list for criminal behavior or terrorist activity.

5. Individual was convicted of espionage, sabotage, treason or terrorism.

6. Individual was incarcerated for 12 months or longer within the past three years, regardless of offense or violation.

7. Individual was convicted of a firearms or explosives violation within the past three years.

8. Individual has been convicted of illegal possession or use of drugs/narcotics on more than one occasion within five years from the date access to TAFB is requested.

9. Individual has been convicted of an offense involving drug trafficking, possession with intent to sell or drug distribution within 10 years from the date access to TAFB is requested.

10. Individual has been convicted of a felony involving violence against a person, arson, robbery or burglary within 5 years from the date access to TAFB is requested.

11. Individual is required to register as a sex offender under federal law or the applicable state law.

12. Individual has been convicted of any crime involving indecent acts with a minor or a felony that is sexual in nature.

f) Individuals adjudicated and cleared under the disqualifying criteria are considered cleared for installation access for a two-year period. Thereafter, renewal is required.

g) For complete information regarding Visitor Entry request a copy of the AFI 31-101 from your Contracting Officer.
