Combined Synopsis/Solicitation for
WEG Internet Tyndall AFB, FL 32403
31 January 2018
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. The solicitation number is FA4819-18-Q-6016 and is hereby issued as a request for quotation
(RFQ);
3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96.
4. This acquisition is unrestricted and provides for full and open competition. This solicitation is associated with North American Industry Classification System (NAICS) code 517312. The applicable small business size standard is 1,500 Employees.
5. The following line item number(s) and items, quantities, and units of measure are applicable to this acquisition:

6. This requirement is designed to support the Tyndall AFB 53 Weapons Evaluation Group (WEG) Compound customers by allowing controlled and secure Wi-Fi connectivity. The compound consists of Buildings 224, 225, 226, 227, and 186 on Tyndall AFB. The contractor shall provide all labor, equipment, materials, and all other items necessary to provide Internet for the respective buildings at Tyndall AFB, FL in accordance with Attachment 1, Performance Work Statement (PWS).
7. Date(s) and place(s) of delivery and acceptance and FOB point are as follows:
a. Period of Performance (expected): 1 March 2018 - 28 February 2019;
b. Place of Performance: WEG Compound – Buildings 224, 225, 226, 227, and 186 Tyndall AFB, Florida 32403;
c. Inspection/Acceptance Terms: Destination/Destination; and
d. Delivery Terms: N/A.
8. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Addenda to this provision are as follows:
a. Offeror shall complete, and include with its submission, Attachment 2, Quote Sheet.
b. Offeror shall complete, and include with its submission, Attachment 3, Site Visit Form.
Tentative date of 6 February 2018 at 0900 - 1030 CST for site visit. Offor shall return completed form by 2 February 2018 if a site visit is desired.
9. The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition.
In accordance with FAR 52.212-2(a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
a. technical capability of the item offered to meet the Government requirement; and
b. price (evaluation of price shall be the sum of all line items, including options if applicable).
10. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer, unless completed in SAM.gov.
11. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
12. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
