FA4819-17-R-5002

Range and Operations Support (RAOS) Services

1. Should we price overtime? If so, is historical data available?

Answer: See answer 13 for historical data information.

2. Please provide the seniority of the current workforce in order to accurately price the proposal.

Answer: Seniority List will be provided by incumbent after award during transition phase.

3. Will the AF sponsor a Secret Clearance for the successful bidder if they do not currently have one?

Answer: The Air Force activity will not sponsor. The contractor must possess or obtain facility clearance as a technical factor for evaluation. The contract personnel are required to have security clearances at the start the contract. The contractor can chose to team with a contractor that has the necessary clearance ability.

4. Can the contract lead functions as identified in PWS 4.25.2 be accomplished by one of the full time positions? The paragraph seems to indicate that.

Answer: Offerors are expected to develop staffing approaches to satisfy the requirement.

5. Regarding the Past Performance Questionnaire (Attachment 7) under General Information. Is the telephone # and POC supposed to be with the company or should it be the KO or COR that it is being sent to for completion?

Answer: The POC information should be the KO or COR.

6. Does the government require a hazard rate for each labor category?

Answer: No. As specified in the wage determination, only employees working in conditions subject to the “Hazardous Pay Differential” are required to be paid the differential appropriate to the work they perform.

7. Will the government provide the estimated hours per labor category for hazardous support?

Answer: Within any given year the contractor could support 15-20 explosive events at UTTR ranging from over 1k lbs up to 20k lbs TNT equivalent, 150-200 explosive events at Sky 10 ranging up to 1k lbs TNT equivalent, and 10+ smaller explosive events at Silver Flag depending on the military requirements. Contractors would use commercial and military grade explosive materials. Firefighters could have 150-200 hazardous tests within a year. These vary based on research projects so depending on the actual project it can be more or less than the above estimates.

8. Will the government state which labor categories will receive the 4% hazard pay and which will receive the 8% hazard pay?

Answer: Offerors are advised to consult the wage determination attached to the RFP for guidance and instruction. This wage determination will be attached to and an enforceable part of the resultant contract.

9. Will the government provide an updated pricing sheet (modified to add lines for the Hazard pay labor rates)?

Answer: No. See previous answers and answer provided in 10 below.

10. Since hazard pay is only applied to hours in support of hazardous efforts, will a CLIN supporting this labor be added to the contract?

Answer: No. Offerors are expected to include any necessary hazardous pay differentials or any other necessary elements in their proposed labor prices.

11. Is the contract type for hazard pay going to be a T&M CLIN?

Answer: No

12. Will the government provide the SCA occupation codes for any corresponding labor categories in the PWS (ie map the SCA labor category to RFP labor category)?

Answer: No. Offerors are expected to develop staffing approaches to satisfy the requirement;

determining appropriate SCA labor classifications and then paying employees appropriate to the work they perform is an employer’s responsibility

13. Does the government have an estimate for any Overtime per labor category?

Answer: Historical data cannot predict the future in this case as the projects are so variable.

Overtime is highly dependent on the number of test / travel per year; this varies based on the projects. It is possible for firefighters to be traveling extensively in the next year to support wildland fire testing -- estimating about 10 hrs overtime per person per month and could be more or less depending on the test scenarios. Because of the issues with aqueous film forming foam (AFFF), the firefighter overtime under RAOS is not indicative of the future overtime.

For the contractors who are dealing with ballistics and explosive events an average of 5% of the time could be overtime...this is only an estimate as it is highly dependent on weather and test set-ups. RAOS Blast area could travel to UTTR for tests there increasing overtime estimates.

14. Are the normalized travel, materials and phase-in considered to be inclusive of indirects and fee?

Answer: Yes

15. Is there historical data for overtime hours?

Answer: See Question 13.

16. Is there historical data for hazard premium hours?

Answer: See Question 7.

17. Is this LPTA? Even though it is listed as a price performance trade-off, the evaluation criteria gives the appearance of an LPTA procurement. Will the government consider revising the evaluation criteria?

Answer: The evaluation will stay as stated. This is not a LPTA.

18. Will the government consider providing actual rates of the current employees?

Answer: No. We cannot provide that information.

19. Paragraph (ii) indicates that only five contract references should be submitted. Paragraph (iv) indicates that up to four past performances may be submitted per party of a joint effort. May the Offeror submit up to four Past Performance references per team member? Will the Government amend paragraph (ii) to synchronize with paragraph (iv)?

Answer: The contractor/contractor team should not to exceed 5 PPQ's. If teaming, then not to exceed 4 per party, for example it could be Prime 3 & Teaming Partner 2, Prime 4 & Partner 1, 2 & 3, etc.
