1.0. DESCRIPTION OF SERVICES:
Air Force Civil Engineer Center, Requirements and Acquisition Division (AFCEC/CXA), supports all phases of the civil engineer research, development, and acquisition process. It plans and executes programs for acquiring systems, equipment, and technology to fulfill civil engineering needs for in-garrison, expeditionary, and contingency installations and air bases.
The contractor shall provide technical services and labor support necessary to maintain the basic test range and operational capability of AFCEC/CXA at Tyndall Air Force Base (TAFB), FL and provide test support at specified off-site ranges such as Utah Test & Training Range (UTTR) and provide other operations support services. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Air Force (AF) standards and policies, instructions, and commercial practices.
1.1. REQUIREMENT:
1.1.1. To provide baseline technical services and labor support to maintain and operate the test ranges and other operations support for AFCEC research, development, test and evaluation (RDT&E), field demonstrations of technology, military utility assessments (MUA), and technology transition testing activities at Tyndall AFB, FL and other sites as required.
1.1.2. This PWS addresses the provision of contractor services performed when the government is in garrison during normal (steady-state) operations, is operating in an emergency mode in preparation for, or in response to, significant weather events (e.g., hurricane, tornado), and is returning from emergency situations to normal (steady-state) operations.
1.1.3. The PWS provides baseline operations support for AFCEC research and development (R&D) activities. Changes to real property will be coordinated with and approved by base civil engineering (CE) before minor construction activities occur. A government-provided work order system will be used to assign, prioritize, and track work orders. A government representative will manage the work order system and will assign tasks and determine prioritization of work.
The contractor shall use this system to accomplish required work specified in this contract.
Overtime may be required to accomplish high-priority, quick-turn work.
1.2. SCOPE:
1.2.1 The objective is to acquire technical services and labor support necessary to maintain the test ranges for AFCEC/CXA at Tyndall Air Force Base (TAFB), FL and provide test support at specified off-site ranges such as Utah Test & Training Range (UTTR) and other operations services to support the facilities and projects that are the responsibility of the Requirements and Acquisition Division (AFCEC/CXA) at TAFB.
1.2.1.1. All RAOS contractors shall be an integral part of the execution of test projects to include, but not limited to, participating in the set-up, execution, test measurement, and tear-down of projects. This includes transporting equipment and materials to and from the test areas and acting as safety guards if necessary.

1.2.1.2. All personnel will comply with health, safety, and environmental rules and procedures and perform work in a manner that enhances the safety of the work environment. Ensure federal, state, and local protection and prevention ordinances and building codes concerning health, safety, and the environment are strictly adhered to. Use and assure proper fit of required safety equipment and clothing.
1.2.1.3. All RAOS contractors shall coordinate, cooperate and work together with other contractors, government agencies, and industry to achieve successful execution of AFCEC/CXAs mission. For example the RAOS contractor shall cooperate and work together with other contractors, government agencies, and industry to execute tests from pre-planning to clean-up and restoration. The RAOS contractors will assist each other as appropriate to execute the PWS.
1.2.2. Explosives Ordnance Disposal (EOD) Master Technician/Range Safety Officer (RSO) and Senior EOD Technician/RSO. Contractor shall provide a qualified Master EOD Technician/RSO and a qualified Senior EOD Technician/RSO who shall execute the following tasks:
1.2.2.1. The Master EOD Technician/RSO shall have overall responsibility for Range safety including but not limited to recommending policy for range operations, plans for the overall management and operation of the range; developing and executing training plans including certification levels needed by range personnel. The Master EOD Technician/RSO shall also determine suitability of Infrastructure for test purposes, safety of equipment and personnel safety. The Master EOD Technician/RSO shall manage the Explosive account and provide input as necessary to satisfy the Department of Defense Explosive Safety Board reviews and inquiries.
Both contractor personnel are responsible for operation of individual test events depending on who is appointed for each test event. During certain, but not all, test events both the Senior and Master EOD Technicians are required to be present.
1.2.2.2. Operate and maintain the AFCEC In-Door Ballistic Range, AFCEC Explosive Test range facilities at Tyndall AFB and manage AFCEC operations when conducted at Hill AFB.
Ensure testing can be accomplished and monitor status of test and data acquisition equipment.
Operation of test ranges includes ensuring the operation and maintenance of test measurement and data acquisition equipment, test article construction equipment, blast handling and detonation equipment, safety equipment, and computer network systems. Ensure that the test is properly set-up and all photographic and measurement equipment/instrumentation is in place, ready for use for testing and functioning properly before actual test execution (e.g. detonations).
1.2.2.3. Design and perform characterization experiments on novel and enhanced improvised explosive devices in support of force protection initiatives for the US Air Force, Department of Defense, Federal law enforcement, and other US Government agencies. Include designs for making active measurements of free field pressures, reflected pressures, dynamic pressure, times of arrival, and velocities of detonation. Ensure film and digital high-speed photographic equipment is in place and operational during test events.

1.2.2.4 Interact with base civil engineering, safety, explosive storage and management, flight line and control tower management organizations, and any other required base and Air Force offices necessary to conduct and coordinate blast, explosive, and ballistic testing on or at the AFCEC Explosive Test Range facilities.
1.2.2.5. Work closely with military, government civilian, and other contractors from the US Air Force, Department of Defense, Department of Homeland Security (DHS), Federal law enforcement, and other US Government agencies to assist with planning, coordination of field activities, and execution of explosives testing EOD operations, IED tactics, materials, techniques, and blast effects characterizations.
1.2.2.6. Assist with planning, coordination of field activities, and execution of explosives testing EOD operations, Improvised Explosive Device (IED) tactics, materials, techniques, and blast effects; characterizations of containment vessels, explosive blast energetics, and evaluate activities necessary to the overall management of a diverse AFCEC weapons/explosives test, evaluations and investigations for AFCEC Research, Development, Test & Evaluation (RDT&E) programs. Develop and review complex weapons and explosives test and investigation plans/programs. Assist in developing instructions and procedures to establish technical and administrative weapons and explosives safety requirements for a wide range of facility explosives activities and programs. Documents generated by the contractor shall be approved by government points of contact (POCs) before implementation. Perform periodic inspections, evaluations, and surveys of facilities, equipment, and operations. Identify deficiencies and variances in the program and takes corrective actions based upon a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to comply with weapons and explosives safety regulations.
1.2.2.7. The Master EOD Technician shall be appointed as the Ammunition, Explosives, and other Dangerous Articles (AEDA) Inspector Certifier. As the Inert Inspection Certifier the contractor shall be technically qualified and inspect AEDA material and related items for the purpose of the Defense Reutilization Marketing Office (DRMO) Certifications in accordance with the DOD 4160.28-M. Certify that the Material that Presents a Potential Explosive Hazard (MPPEH) residue, range residue, and/or explosive contaminated property listed has been 100 percent properly inspected and to the best of their knowledge and belief, are inert and/or free of explosives or related materials. Oversee and assist in clearing explosive contaminated property.
1.2.2.8. Conduct weapons/explosives safety surveys of AFCEC explosive test facilities, manage and support the execution of explosives management such as loading/unloading, and transportation of explosives, explosives handling, explosive test management in support of research and development, management of activities associated with explosive range operations, and management of activities associated with sited explosives storage areas/locations. Provide results of surveys and recommendations to AFCEC/CXA Safety Manager and designated government POCs. Use a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to comply with safety and health regulations, modifying or adapting procedures to eliminate or minimize hazards. Interact and serve as focal point for executing compliance with rules, regulations and standards for range operations including other base and Air Force organizations such as safety, health, explosives management, EOD, air traffic control

other any other requirements that must be met to conduct explosives range operations. Operate in a safe manner as assigned operations/areas involve a substantial number and diversity of hazards which include those with potential for significant severity or loss of life and equipment, facilities, or mission capability.
1.2.2.9. Evaluate a variety of complex, unconventional weapons and explosives safety problems or circumstances, ensures correct safety and protective equipment is available and in use;
determine risk assessment of the hazardous processes/conditions identified, and determine applicable methods and procedures for controlling or eliminating hazards. Determine and recommend applicable methods and procedures for controlling or eliminating hazards. Plan alternative course of specialized action to resolve hazardous conditions and unsafe working practices, modifying and extending accepted principles and practices where available precedents are not directly applicable. Advise AFCEC government representatives on courses of action affecting weapons and explosives transportation, storage, handling operations, work processes, human-machine relationships, and environmental conditions which impact the safety and efficiency of personnel. Recommend appropriate measures to prevent unnecessary exposure and eliminate or control hazardous operating procedures to AFCEC government representatives (e.g.
AFCEC COR, government Safety point of contract and/or government project lead). Conduct follow-up reviews of range operations to ensure violations and hazards are identified and corrected.
1.2.2.10. Develop explosives test and evaluation (T&E) plans/programs, site plans (utilizing manual and automated techniques), and specifications for new test article construction, major alterations, and/or changes in equipment. Develop these items in cooperation with other contractors and AFCEC/CXAI. Monitor projects through completion to ensure compliance with explosives safety standards and safety codes. Recommend design changes to AFCEC/CXAI not included in the original plan and provide technical recommendations to eliminate or control explosives safety hazards in the construction, repair and maintenance of facilities and equipment.
When need arises, stop any operation that puts to personnel or property in imminent danger.
Develop specialized operating practices affecting construction matters associated with diverse but recognized hazards and attend pre-construction conferences to brief contractors on explosives quantity-distance (QD) safety requirements. Identify potential safety hazards to assure adequate life safety code compliance. Randomly spot check construction sites and notify an AFCEC government representative when explosives safety exposure distance violations, as applicable, or unsafe practices are observed. Consult with 325th civil engineering and/or logistics personnel to provide up-to-date environmental criteria, explosives safety criteria, standards on equipment to be purchased, architectural drawings, or planned operating procedures.
1.2.2.11. Assist in reviewing plans and specifications for new test structure construction, major test structure alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards. Assist in the evaluation of site plans, layout, and drawings pertaining to AFCEC standard operating procedures (SOP). Advise AFCEC government representatives as to quantity, distance, and uses of weapons/explosives requirements for new construction or modification of existing test structures. Assist as necessary to review requests for exceptions, exemptions, deviations, variances, and waivers to mandatory

explosives safety standards. Randomly spot check test structure construction sites and notifies supervisor and/or AFCEC contracting officer representative (COR) when safety violations or practices are observed. When need arises, stop any operation that is of imminent danger to personnel or property.
1.2.2.12. Assist in preparing and/or revising SOP, test & evaluation plans, and local safety instructions/guides that are relevant to weapons/explosives safety, storage, and transportation of weapons/explosives and might affect base employees and current or planned contractor operations. Request explosives facility licenses for explosives storage and operations locations through the AFCEC Safety Manager.
1.2.2.13. Provide project management support, field test support, technical reviews, and support for technical presentations and meetings as requested by project officers. Provide support in technical, management and planning functions for the development of future test projects.
1.2.2.14. Assist in the management and scheduling of AFCEC test ranges. Provide administrative direction and guidance on range operating policies, procedures, and guidelines;
review range policies, procedures, and mission objectives; recommend changes and implement quality improvements. Plan work to be accomplished; assist in setting and adjusting priorities to meet organization and customer needs.
1.2.2.15. Wear special personal protective equipment while conducting experiments, investigations, test and evaluations and will oversee other explosive and evaluation personnel.
1.2.2.16. EOD technician shall appropriately transport munitions, hazardous materials (HAZMAT), and hazardous waste (HAZWASTE).
1.2.2.17. Provide technical safety training/instruction to supervisors, employees, and/or unit safety representatives on areas such as proper handling and storage of weapons/explosives, traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures. Prepare and use a wide variety of formal training materials, such as outlines, handouts, publications, films, exhibits, protective devices, and visual aids to provide and/or reinforce information related to safe work practices, accident prevention techniques, and mishap reporting requirements. Maintain required course records.
1.2.2.18. Contractor shall be knowledgeable of and comply with all provisions of applicable federal, state, and local laws, regulations, operating instructions, policies, business practices, and directives as pertaining to Environmental, Safety, and Occupational Health (ESOH) issues particularly as they pertain to the management of hazardous materials (HM) and hazardous waste (HW) in an industrial setting.
1.2.2.19.1. Establish a HM/HW coordinator/focal point to ensure compliance with these requirements. Written notification of this appointment will be provided to the government within 30 days of contract award. In the event HM/HW laws or regulations change during the term of this contract, the contractor is required to comply with such changes as they go into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall

inform the Contracting Officer (CO) or designate pursuant of such notice and negotiate a modification to the contract.
1.2.2.19.2. Obtain all required training to be able to execute HM and HW duties as Initial Accumulation Point (IAP) manager, and assistant for performing in-house inspections to ensure compliance with ESOH requirements and prepare for and assist in performing the base environmental inspections.
1.2.2.20. Develop and coordinate Commercial Off The Shelf (COTS) packages for Non-Stock-listed, Non-Military Munitions IAW AFI 21-101and maintain currency of packages. Provide approved package to munitions flight prior to Non-Stock-listed, Non-Military Munitions being requisitioned.
1.2.2.21. Request Interim Hazard Classification (IHC) for Non-Stock-listed, Non-Military Munitions IAW T.O. 11A-1-47. Annually verify requirement and maintain currency of IHC.
Provide approved IHC to munitions flight prior to Non-Stock-listed, Non-Military Munitions being requisitioned.
1.2.2.22. Maintain the AFCEC RDT&E munitions supply account(s). This requires working closely with program managers to accomplish the annual munitions forecast, validate allocations, and determine asset availability. Appoint a Munitions Custodian for Custody Account Management IAW AFI 21-201 for AFCEC/CXA. The contractor shall also be required to maintain courtesy storage agreements that necessitate total munitions accountability to include essential inspections/inventories, requisitions, expenditures, and mostly importantly interaction with the 325 FW munitions personnel, particularly the Munitions Accountable Systems Officer
(MASO).
1.2.3. Range Video-Photography Technician. Contractor shall provide qualified Range Video- Photography Technician support which shall include the following tasks:
a. 1.2.3.1. Implement and execute video and photographic capture of blast and ballistic testing events. This shall include but not be limited to, video, high speed, very high speed (frame rates up to 123,000 per second) video and photography setup on test and ballistic ranges and facilities, video and photographic data acquisition, video and image data reduction and analysis, preparation of video and photographic presentation materials and assessments and recommendations on video and photographic imagery and data. Use digital single lens reflex time lapse photography capture and convert results to video format. Synchronize chronographs and strobe lights to develop unique video lighting environment to record and measure ballistic projectile velocities. Advise AFCEC COR on technical issues associated with video and photographic capture and recording of test events, participate in planning and layout for such blast and ballistic testing, advise on necessary equipment and test setup requirements, and participate in collaborative analysis of video and photographic imagery and data to assist the development of scientific and engineering recommendations and conclusions.
1.2.3.2. Act as focal point for all video and photographic activities including, but not limited to set-up of equipment; trouble shooting; fixing issues related to data acquisition; executing, capturing, analyzing, and editing data; presenting data results; making copies, collecting, and

storing data; and storage management. Assist in defining test procedure development for range activities, develop video and photographic data acquisition plans, recommend equipment and procedures for testing, provide recommendations on equipment requirements and upgrades necessary to execute successful range testing. Assist in design of testing and layout of equipment. Perform all aspects of set-up, test, troubleshoot, maintenance and repair of video/audio equipment.
1.2.3.3. Serve as focal point for all video/photographic equipment used in range testing. Review and analyze video/photographic equipment, supporting software and systems to ensure satisfactory performance in accordance with the manufacturer’s recommendations and guidelines. Provide technical advice required to analyze, diagnose, and report or correct technical problems and/or malfunctions. Perform operator maintenance and adjustment of equipment as necessary. Maintain operational security of all assigned equipment items. Serve as technical coordinator of visual information software. Maintain technical proficiency with software applications for graphics, photo, and video processes. Maintain established supply levels as needed to meet project requirements. Recommend new resources needed to accomplish mission. Ensure training is readily available to customers by planning, developing, and conducting an ongoing customer equipment training program. Advise and provide guidance and training to illustrators, management, customers, etc. in the use of the various types of equipment.
1.2.3.4. Assist in carrying out the public affairs program. Respond to requests for information, materials, and support; arrange, advise on, and/or provide visual information services for public affairs documentation and/or information purposes. Using established processes and procedures, identify and confer with program specialists, action officers, and other subject matter experts to obtain the latest and most accurate information and imagery approved for public release.
Support public affairs office at a variety of meetings with other organizational functions and local governmental, media, civic, service, and educational organizations. Establish, develop, and maintain effective working relationships with other organizations, senior leadership, local elected and appointed officials, news media representatives, civic leaders, and the general public.
Maintain professional contacts. Determine appropriate recommendations for unresolved issues and perform follow up.
1.2.3.5. Coordinate efforts with technical and professional personnel on matters affecting equipment performance, test objectives, and calibration/certification reliability and effectiveness.
Provide technical and metrology program assistance to supported organizations for current and future requirements.
1.2.3.6. Maintain video/photography records and document actions. Prepare all paperwork required for equipment calibration/certification and document work assignments using computer.
1.2.3.7. Provide advice and technical assistance to supported organizations. Instruct on proper use and systems applications of data acquisition test, measurement, and diagnostic equipment.
Accomplish special studies to resolve specific complex technical problems presented by supported organizations.

1.2.3.8. Use and maintain tools. Use trade tools such as wire strippers, drills, files, soldering irons and microsoldering units to remove and replace parts. Use various precision measurement standards and instruments such as generators, oscilloscopes, and analyzers to perform functional test and calibration of electronic test equipment serviced.
1.2.3.9. Utilize safety practices and procedures following established safety rules and regulations and maintain a safe and clean work environment. Use and assure proper fit of required safety equipment and clothing. Perform clean-up duties such as cleaning equipment, sweeping, straightening, and lining up tools and other property in the assigned area.
1.2.3.10. Operate a variety of computer systems, visual data analysis and reduction software and visual information equipment in the production and reproduction of R&D and publication-quality imagery and reduced data for analysis and presentation. Execute video and photographic imagery and data reduction and analysis to support R&D pertaining to areas such as blast and ballistic test range functions.
1.2.4. Range Instrumentation Technician. Contractor shall provide qualified Instrumentation Technician support which shall include the following tasks:
1.2.4.1. Implement and execute data acquisition sensor and instrumentation for blast and ballistic range test events. This shall include, but not be limited to set up of data acquisition systems, cabling (including fiber optic and wireless networks), support structures and sensors and other appropriate transducers to collect data pertinent to blast and ballistic testing such as blast impulse, blast pressures, vibration data, structure stress/strain data, structure deflection sound and pressure levels, ballistic and fragmentation velocities and flight path data and other measurement information to characterize blast and ballistic test events.
1.2.4.2. Acquire and analyze test data collected during blast and ballistic testing. Design and implement data acquisition on blast and ballistic test ranges including test design, transducer selection and placement, data acquisition equipment setup, cabling and communication setup up for data acquisition. Create and modify 2D and 3D AutoCAD drawings detailing instrumentation and structure plans for test projects. Design and fabricate custom testing equipment such as gauge mounts for specialized testing. Test and install accelerometer, deflection, heat flux, load cell, pressure, strain, and temperature gauges for comprehensive blast and lab testing of materials. Collect test data using a variety of data acquisition systems and format acquired data for publication. Perform compression and tension testing of materials according to American Society for Testing of Materials (ASTM) standards using Material Testing Systems (MTS) and Forney test frames for computer modeling.
1.2.4.3. Advise AFCEC COR on technical issues associated with blast/ballistic data acquisition and analysis of test events, participate in planning and layout for blast and ballistic testing, advise on necessary equipment and test setup requirements, and participate in collaborative analysis of blast and ballistic data to assist in the development of scientific and engineering recommendations and conclusions.

1.2.4.4. Troubleshoot, repair, overhaul, modify, test, calibrate, and certify a variety of standard and nonstandard complex data acquisition and electronic test equipment such as high speed analog/digital data acquisition systems, multi-function digital systems, complete calibration systems, test sets, coding/encoding calibration systems, sensor and transducer measurement components and systems, appropriate cabling and data transfer communications equipment, and other electronic test and measurement equipment necessary to conduct data acquisition for blast and ballistic range and facility testing with a minimum of guidance or procedures. Data acquisition and test equipment contain circuits and assemblies which perform multiple functions such as reception and stimulation, amplification and integration, digital and analog conversion, or a variety of simulation, multiplication, and division functions required to collect and evaluate data produced from blast and ballistic testing. Equipment employed for blast and ballistic testing is usually custom built, unconventional, or one of a kind devices used in support of research, experimental, or testing activities. The servicing of equipment is further complicated by frequent engineering changes such as design, construction, operating specifications, or special servicing procedures. Determine basic operating parameters such as resistance, capacitance, inductance, and time from measuring equipment in terms of instrument functions such as bandwidth, frequency response, gain, sensitivity, noise level, time delay, linearity, frequency, attenuation, power and standing wave ratio. Disassemble and clean instrument, replace damaged parts, and complete repairs as needed. Repairs are often complicated by critical tolerances or accuracies and common circuit elements that perform multiple functions, which require fabrication of replacement parts such as sensors, transducers, coils, cables, and probes, and adjustment and alignment of related circuits to insure the equipment is functioning properly. Apply instructions and procedures that are often vague and incomplete, requiring the technician to develop and implement techniques for use on specific equipment. Certify accuracy and traceability of test equipment in accordance with Air Force metrology program standards. Occasionally provide training and/or technical assistance to lower grade workers and certify their work.
1.2.4.5 Act as focal point for all blast and ballistic transducer and other data acquisition activities. Assist in defining test procedure development for range activities, develop blast and ballistic data acquisition plans, and recommend equipment and procedures for testing. Provide recommendations on equipment requirements and upgrades necessary to execute successful range testing.
1.2.4.6 Serve as focal point for all blast and ballistic data acquisition equipment used in range testing. Review and analyze blast/ballistic equipment, supporting software and systems to ensure satisfactory performance in accordance with the manufacturer’s recommendations and guidelines. Provide technical advice required to analyze, diagnose, and report or correct technical problems and/or malfunctions. Perform operator maintenance and adjustment of equipment as necessary. Maintain operational security of all assigned equipment items. Serve as technical coordinator of data acquisition and analysis software. Maintain technical proficiency with software applications for data acquisition, analysis, reduction and results compilation processes. Maintain established supply levels as needed to meet project requirements.
Recommend new resources needed to accomplish mission. Ensure training is readily available to customers by planning, developing, and conducting an ongoing customer equipment training program. Advise and provide guidance and training to illustrators, management, customers, etc.
in the use of the various types of equipment.

1.2.4.7. Coordinate efforts with technical and professional personnel on matters affecting equipment performance, test objectives, and calibration/certification reliability and effectiveness.
Provide technical and metrology program assistance to supported organizations for current and future requirements.
1.2.4.8. Maintain records and document actions. Prepare all certification paperwork required and document work assignments using computer.
1.2.4.9. Provide advice and technical assistance to supported organizations. Instruct on proper use and systems applications of data acquisition test, measurement, and diagnostic equipment.
Accomplish special studies to resolve specific complex technical problems presented by supported organizations.
1.2.4.10. Use and maintain tools. Use trade tools such as wire strippers, drills, files, soldering irons and microsoldering units to remove and replace parts. Use various precision measurement standards and instruments such as generators, oscilloscopes, and analyzers to perform functional test and calibration of electronic test equipment serviced.
1.2.4.11. Utilize safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Use and assure proper fit of required safety equipment and clothing. Perform clean-up duties such as cleaning equipment, sweeping, straightening, and lining up tools and other property in the assigned area.
1.2.5. Test Facility Fire Technician. Contractor shall provide qualified Test Facility Fire Technician support which shall include the following tasks:
1.2.5.1. Drive and operate firefighting vehicles, such as pumpers and Airport Rescue Firefighting (ARFF) vehicles in support of projects. Collaborate with engineers to determine best use of extinguishing agents, systems, equipment, and vehicles. Drive to the scene of the fire at the test range and position vehicle considering factors, such as wind direction, sources of water, hazards from falling structures. Operate pumps, foam generators, extended waterways, groundsweep nozzles, and other similar equipment. Determine proper pressures, the number of lines, and relay requirements to the booster pumper. When operating a crash truck, maneuver vehicle to keep the fire in optimum range while ensuring that backflash or flashover will not occur. Maintain constant awareness of levels in self-contained breathing apparatus and warn other firefighters when tanks are close to empty. Assist in training other firefighters on driving vehicles and operating equipment.
1.2.5.2. Perform structural firefighting duties for a variety of facilities during test events.
Perform prefire planning by physically going through structures to become familiar with the layout, fire hazards, and location of fixed fire protection systems. Control and extinguish fires by operating hoses, ladders, and hydrants.
1.2.5.3. Maintain firefighting equipment and fire test and training facilities. Perform functional tests and inspections. Perform preventive maintenance on equipment and housekeeping duties

associated with assigned facilities. Perform corrective maintenance on prototype/experimental firefighting equipment and systems under supervision of an engineer.
1.2.5.4. Engage in hazardous materials containment and control as a HAZMAT Incident first responder. Detect the presence of potentially hazardous materials; protect self and others by establishing a safe perimeter around the incident; advise the fire chief to notify responsible agencies and to call for assistance from qualified personnel; control access to the area until the arrival of law enforcement; and use, maintain, and decontaminate common hazardous materials response equipment and supplies including protective clothing, breathing apparatus, dry and extinguishing chemicals, and decontamination agents and equipment, and replace expended chemicals and elements.
1.2.5.5. Drive tractor trailers, tankers and/or other vehicles typically having a gross vehicle weight rating of more than 26,000 pounds. Operate vehicles to transport supplies, materials, equipment, and treated water. Required on an occasional basis to drive over rough and uneven terrain or unimproved roads on the installation for trips outside material storage areas. Exercise caution when backing to load/unload at docks, ramps, or similar locations. Couple/uncouple tractors and trailers and connect/disconnect air brakes and electrical lines. Determine manner and sequence of loading to achieve balance and protection for fragile items. Required on an occasional basis to load/unload items unto vehicles by hand with or without assistance. Required to operate power take-off equipment such as hydraulic dumps or lifts. Read installation maps and judge road/traffic conditions to determine the shortest and safest route.
1.2.5.6. Operate one or more electric, Liquefied Petroleum Gas (LPG), or diesel powered fork lift trucks and/or front loaders capable of lifting loads of up to 10,000 pounds as high as 168 inches to facilitate loading and unloading duties. Required on an occasional basis to transport bulky and unwieldy items.
1.2.5.7. Perform operator maintenance on vehicles, such as checking fluid levels and air pressure in tires, cleaning and washing of vehicles, and performing inspection checklists to ensure safe and proper operation, and report discrepancies to vehicle maintenance personnel.
1.2.5.8. Install and remove test instrumentation under direction of an engineer or instrument technician. Perform other non-skilled labor assignments in support of projects.
1.2.5.9. Operate and maintain Fire Training and Test Facility (FTTF). AFCEC operates a FTTF consisting of two 100-ft diameter burn pits with aircraft mockups, a fuel-water separator, a holding pond, storage tanks for water and for JP-8 aviation fuel, and associated pumps, valves and pipes that direct water and JP-8. JP-8 is burned in the burn pits, and the residual fuel, water and Aqueous Film Forming Foam (AFFF) is directed to the fuel-water separator. Fuel is recovered for re-use, and the AFFF-water mixture is sent to a holding pond to biodegrade before being moved to storage tanks or being transported by tanker to a disposal site. A high density polyethylene liner system underlies the burn pits and pipe trench to prevent groundwater contamination. The contractor is required to:

1.2.5.9.1. Follow operating procedures to direct JP-8 to the appropriate burn pit, drain the burn pits to the fuel-water separator, operate the separator to send JP-8 to storage for re-use and to send water-AFFF mixture to the holding pond or to storage tanks; conduct simple analyses for foaming and pH of the recovered water-AFFF and add chemicals as necessary to adjust pH;
transfer recovered water-AFFF to a tanker truck, transport the tanker to a disposal facility, and empty the tanker at the disposal site.
1.2.5.9.2. Follow maintenance procedures to conduct weekly and quarterly preventive maintenance, coordinate with the Base Support contractor to accomplish semi-annual and annual preventive maintenance, and report corrective maintenance items beyond their capabilities to the Base support contractor. Weekly preventive maintenance items are: check water level in separator and pond; rotate all pumps and check for packing leaks; inspect pipes and valves for visible leaks; and check liner monitoring sump water levels. Quarterly preventive maintenance items are: flush and lubricate grease lubricated bearings; cycle electrical switches and circuit breakers to verify proper operation; and clean and lubricate the threaded rod on the skimmer for the fuel-water separator. Semiannual maintenance includes adjusting or replacing pump packing, checking pump shafts for wear and scoring, checking pump shaft alignment and shimming as necessary, and cleaning the fuel system strainer. Annual maintenance includes inspection of pump rotating parts, clearance checks, inspection of foot valves, check of pump operation, inspection and adjusting electrical switches and equipment, inspection of the earthen berm and adding and grading additional material as required, and removal of sludge buildup in the separator and in the water conservation pond.
1.2.5.9.3. Replace or replenish treated cooling water in large aircraft mockup support columns and inspect or replace zinc cathodic protection inserts as required.
1.2.5.10. Perform ground maintenance activities to keep facilities functional and safe in the areas associated with the Silver Flag fire facility (e.g., mowing, weed control, smoothing gravel rutted by repeated passage of fire fighting vehicles).
1.2.5.11. The contractor shall be the Composite Tool Kit (CTK) Custodian for Fire Facilities (Bldgs. 9443, Silver Flag (fire bldgs.), Sky X (fire facilities) and 9718). As the CTK Custodian the contractor is the focal point for tool control and accountability for the designated fire facilities listed above CTKs. The CTK Custodian shall manage specific tools and CTKs in the work centers in the designated fire facilities listed above. The COR will designate the CTKs in the above buildings that the RAOS contractor shall be responsible for as the CTK Custodian. In certain instances another contractor may share responsibility for a CTK or may assume all responsibility for a CTK for a designated time period. After the designated time period is over the RAOS contractor shall have CTK responsibility. The CTK Custodians shall:
1.2.5.11.1. Develop and maintain a Master Inventory List (MIL) for each CTK in the designated fire facilities listed above.
1.2.5.11.2. Oversee the security, control, and accountability of all tools in their laboratories or work centers.

1.2.5.11.3. Assist in determining the type, size, and quantities of CTKs required in each work center.
1.2.5.11.4. Manage the loan of tools from CTKs. Tools are only loaned outside of the organization on an AF Form 1297, Temporary Issue Receipt. In order to ensure all tools are accounted for during inventories and inspections, only the respective CTK custodian can loan out tools or CTKs outside of their organization.
1.2.5.11.5. Document changes to the CTK on the Master Inventory List (MIL). Send list of changes to the government logistics POC. The CTK custodian has the authority to interchange like items.
1.2.5.11.6. Annotate missing/removed/broken/damaged CTK items on AFMC IMT 61, Missing/Removed Tools and Equipment. Maintain documentation for tools on order until the tool is added to the CTK. Notify the government logistics POC upon noticing a missing tool and when a new or replacement tool is etched and put into the CTK.
1.2.5.11.7. Ensure all CTKs/tools are properly marked with equipment identification designators (EIDs).
1.2.5.11.8. Ensure that appropriate personal protective equipment is available and ready for use when included in a CTK.
1.2.5.11.9. Review, evaluate, and take corrective actions based on quality assurance and other inspection reports.
1.2.5.12. Ensure periodic calibration of Test Measurement and Diagnostic Equipment (TMDE) according to calibration schedules and availability of equipment. Calibrations shall be performed in accordance with the Air Force Metrology and Calibration (AFMETCAL) program (as defined by AFI 21-113), Technical Order 00-20-14, manufacturer manual, and/or Technical Order 33K- 1-100, on equipment belonging to or being used by AFCEC/CXA. Contractor, user, or commercial calibrations performed for other than the using work center for which the contractor is responsible shall be accomplished when requested by a work order. These calibrations shall be scheduled and documented by the contractor using systems specified by the government.
1.2.5.13. When new TMDE is considered for purchase in the laboratory and research areas the contractor shall provide manufacturer, nomenclature, price, model number, part number and point of contact to government Logistics POC, Log Ops personnel and COR. Logistics will make recommendations to COR and contractor for equipment substitution. COR will coordinate with contractor and approve purchase. Contractor shall purchase support equipment/TMDE.
1.2.5.13.1. Upon arrival/receipt of all new equipment and/or TMDE notify Log Ops Personnel and COR, by sending all pertinent information for the acquired piece of equipment (owner’s manual, spec sheets, etc). Log Ops personnel will input equipment into the New Equipment and Turn-in (NEAT) database. Log Ops personnel will notify the equipment custodian and/or the TMDE monitor which account the item will be placed, either the Custodian Authorization/

Custodian Receipt Listing (CA/CRL) or Commander’s Visibility List (CVL). The contractor shall not place the equipment into use until they receive notification from the Logistics Chief.
1.2.5.14. Contractor shall be knowledgeable of and comply with all provisions of applicable federal, state, and local laws, regulations, operating instructions, policies, business practices, and directives as pertaining to ESOH issues particularly as they pertain to the management of hazardous materials (HM) and hazardous waste (HW) in a laboratory setting.
1.2.5.14.1. Establish a HM/HW coordinator/focal point to ensure compliance with these requirements. Written notification of this appointment shall be provided to the government within 30 days of contract award. In the event HM/HW laws or regulations change during the term of this contract, the contractor is required to comply with such changes as they go into effect.
1.2.5.14.2. Obtain all required training to be able to execute HM and HW duties as Initial Accumulation Point (IAP) manager and assistant for performing in-house inspections to ensure compliance with ESOH requirements and prepare for and assist in performing the base environmental inspections.
1.2.5.14.3. Provide control and accountability of chemical bench stock items for laboratory operations through a comprehensive chemical inventory system. Contractor shall conduct an annual physical inventory of all HM.
1.2.5.14.4. Prepare documentation for procurement of HM including purchase requests and HM authorization requests through TAFB HAZMAT Office. Contractor shall maintain records of authorization and receipt of HM.
1.2.5.14.5. Provide input to the database manager for the HM and HW databases used by the AFCEC laboratory. Contractor shall maintain material safety data sheets (MSDSs) locally.
Contractor shall provide input for the database and provide material safety data sheets (MSDSs) to be added to the database as required for all current inventory chemicals. HM and HW databases are furnished by the government which the contactor can access. Database manager is on a separate contract (FA4819-13-C-0013).
1.2.5.14.6. Identify, characterize, containerize, and properly store all HM and HW including purge materials, unidentified chemicals, and extremely hazardous materials. HW shall only be stored at or near the point of generation and at an approved IAP.
1.2.5.14.7. Manage laboratory IAPs, which includes:
1.2.5.14.7.1. Ensure accumulation points have appropriate warning signs.
1.2.5.14.7.2. Perform and document inspections of the accumulation points. Inspections must be performed monthly. Contractor shall furnish documentation of such inspections to the government upon request.
1.2.5.14.7.3. Ensure that hazardous wastes are collected and stored in approved containers.

1.2.5.14.7.4. Ensure that hazardous wastes are in appropriate (authorized) containers capable of being loaded and transported.
1.2.5.14.7.5. Maintain hazardous waste containers in proper condition, e.g., no pitting, no sharp edge creases, no material defects, no bulging heads.
1.2.5.14.7.6. Ensure that containers are kept closed except when they are being filled.
1.2.5.14.7.7. Ensure that all hazardous waste is placed in a permitted accumulation point.
1.2.5.14.7.8. Ensure that hazardous waste containers are marked with the words “Hazardous Waste” and the name of the waste, proper shipping or common name is acceptable, before they are placed in service. Hazardous Waste labels are available at the Hazardous Waste Warehouse (Building 6011).
1.2.5.14.7.9. Provide site specific hazardous waste management training to personnel who handle hazardous waste.
1.2.5.14.8. Interface with Tyndall AFB Environmental Flight (325CES), HW contractors and the organization's ESOH personnel for proper waste removal and ultimate disposal.
1.2.5.14.9. Plan for and implement laboratory specific HM and HW spill procedures and keep information current.
1.2.5.14.10. Document and keep current all required HW disposal information to include entering information into applicable unit- or base-level databases.
1.2.6. Electronics Technician. Contractor shall provide qualified Electronics Technician support which shall include the following tasks:
1.2.6.1. Lay out, build, test, troubleshoot, repair and modify developmental and production electronic components, parts, equipment, and systems, such as computer equipment, control instrumentation, electron tubes, test equipment, and machine tool numerical controls, applying principles and theories of electronics, electrical circuitry, engineering mathematics, electronic and electrical testing, and physics. Discuss layout and assembly procedures and problems with engineers and draw sketches to clarify design details and functional criteria of electronic units.
1.2.6.2 Assemble experimental circuitry (breadboard) or complete prototype model according to engineering instructions, technical manuals, and knowledge of electronic systems and components. Recommend changes in circuitry or installation specifications to simplify assembly and maintenance. Setup standard test apparatus or devise test equipment and circuitry to conduct functional, operational, environmental, and life tests to evaluate performance and reliability of prototype or production model. Analyze and interpret test data. Adjust, calibrate, align, and modify circuitry and components and records effects on unit performance.

1.2.6.3. Inspect and test electronic components and maintain equipment and tools. This includes calibration, repair and purchasing of required equipment. Experience in calibrating pressure gauges and deflection gauges.
