MESS ATTENDANT FA4819-17-R-4007

QUESTIONS/ANSWERS

1. Is the current contractor eligible to bid?

Answer: This procurement is reserved for proposals by eligible 8(a) concerns. The

USG is unable to confirm the current contractor’s eligibility for purposes of bidding this requirement (contingent upon them submitting a proposal).

2. How many janitorial staff are currently in place and will that number remain the same?

Answer: This is a performance based contract. It is left up to the contractor to determine the number of personnel needed to perform a task based on the description of work in the performance work statement.

3. What is the current contract price? Please provide the contract's current annual dollar value.

Answer: Aggregate Contract Amount: $4,562,637.51

Current Year Total Amount: $1,143,251.02

4. Who is the current incumbent?

Answer: JR Contract Services, Inc

5. What is the anticipated contract start date?

Answer: 1 Jan 2018 or date of award

6. Please provide the number of meals that were served last year by meal periods; Breakfast, Lunch, Dinner.

Answer: Please refer to technical exhibit 2 of the PWS for this information.

7. Please provide the Schedule B CLIN pricing for the current (or last) contract.

Answer: See question 3 above.

9. Please provide a copy of the current Collective Bargaining Agreement.

Answer: The current CBA is included in the solicitation as Attachment 2

10. Current CLIN structure does not provide a “reimbursable” or material/ODC CLIN. Where should the costs for ODCs/materials be included?

Answer: Minor/Major Repair CLIN X005 is a NTE amount and includes materials.

11. Does the government have historical records that indicate the type/frequency of repairs on the equipment? Can the government provide the approximate age of the equipment currently in use/how much of the equipment is still under warranty?

Answer: No, the government does not have historical records for each piece of equipment. When the contractor provides repair service, that information is not annotated for a specific piece of equipment. It is annotated as a dollar amount on the monthly report. The government can provide the approximate age for most of the equipment, but warranty information is not available. The age of the equipment will be uploaded to FBO as soon as it is received.

13. Are the costs of the replacement parts included in CLIN X005? If not, where in the current

CLIN structure is the contractor to price ODC/material costs?

Answer: Yes, see response to question 10 above.

14. Request the government provide the approximate number of boxes furnished annually. Will the contractor be reimbursed for the cost of the boxes?

Answer: Approximately 5,600 boxes annually. This need to be factored into CLIN X003 for the Raptor Quick Turn

15. Where in the current CLIN structure is the contractor to price ODC/material costs?

Answer: See response to question #10.

16. Does the government have a preferred vendor for the boxes?

Answer: Past supplier for the boxes has been Dade Paper.

17. Is there a lead-time for resupply or minimum stock that should be kept on hand?

Answer: In the past, normal requests are filled in one day, requiring no minimum stock.

18. Can the government confirm the CBA provided, with wages effective Oct 2014, is the most current agreement in effect or provide the current agreement in order to accurately price the wages?

Answer: The current CBA is included in the solicitation as Attachment 2, this also includes all supplemental agreements.

19. Request the government correct the POP date for CLIN 4007 on page 23 of 81, and add the

POP to the CLIN table, CLIN 4007, on page 20 of 81.

Answer: Corrected, Amendment will be posted on FBO.

20. Cited references, with the exception of PWS Para 1.3.26, Deliverables indicate the Offeror is to provide its Transition Plan with the proposal submission. PWS Para 1.3.26, Deliverables indicates the winning contractor is to provide the Transition Plan “No Later Than 30 Days of

Contract Award”.

Answer: PWS has been updated; the transition plan is required per 52.212-2 Addendum.

21. Paragraphs 6.3.1 through 6.3.6 do not exist. Request the government clarify the statement.

Answer: 52.212-2 Addendum has been corrected.

22. Paragraphs 1.5 – 1.5.7 do not exist in the PWS. Request the government provide the required sanitation requirements.

Answer: Sanitation Requirements are paragraph 1.3.8 in the PWS, 52.212-2 Addendum has been corrected.

23. Request the government delineate the standards the contractor is to adhere to, including any medical clearances. Request the government provide a copy of the required publications relevant to this solicitation

Answer: The contractor is adhere to all standards per PWS and applicable publications.

Publications can be found at www.afpubs.gov and are located in Technical Exhibit 3 of the PWS.

24. Request clarification – is the contractor responsible for certain “Hot” foods?

Answer: PWS 1.3.2 Food Preparation states that all HOT food items will be prepared by the Government. The only exception to this would be in special and emergency situations when the Government requires contingency cooks IAW 1.3.13.

25. Is there a standard form/attachment for submitting Past Performance Information? Please clarify any additional information requested for PPI content beyond relevancy

Answer: See Attachment 4: Past Performance Questionnaire (form) on FBO

26. This paragraph implies a separate requirement for hard copies submissions. Are hard copies accepted after solicitation cutoff dates if the electronic versions are received on time?

Answer: Hard copies are required and are due at the solicitation cutoff date (the same time for electronic versions).
